The City Council of the City of Vemon will conduct the following Public Hearing, which you
may attend.

Consider Adoption of the Fiscal Year 2015-2016 proposed
Governmental Gann Appropriation Limit.
All invited parties are invited to be present and to submit statements
orally or in writing before or during the meeting
Subject documents are available for inspection by the public at the
Vernon City Hall, Citv Clerk Department, 4305 Santa Fe Avenue,
Vernon, California 90058, Monday thru Thursday,T:00 a.m. to 5:30
p.m. and on the City's website at:
Staff plans to recommend that the Vernon City Council determine
that the proposals will not have a significant effect on the
environment and are exempt from the California Environmental
Quality Act (CEQA).The conditions imposed on the conditional use
permit are designed to protect the environment, public health, safety
and general welfare.
If you desire to challenge the actions taken by the City Council or any portion thereof in
court, you may be limited to raising only those issues you or someone else raised at the hearings
described in this notice or in written correspondence delivered to the City of Vernon at, or prior
to, the meeting.
The hearings may be continued or adjourned or cancelled and rescheduled to a stated
time and place without further notice of

Subject: Price and Population lnformation
Appropriations Limit
The California Revenue and Taxation Code, section 2227, mandales the Department of Finance
(Finance) to transmit an estimate ofthe percentage change in population to local governments.
Each local jurisdiction must use their percentage change in population factor for January 1 ,2015,
in conjunction with a change in the cost of living, or price factor, to calculate their appropriations
limit for fiscal yea( 2015-16. Anachment A provides the change in Califomia's per capita personal
income and an example for utilizing the price factor and population percentage change factor to
calculate the 2015-16 appropriations limit. Attachment B provides city and unincorporated county
population percentage change. Attachment C provides population percentage change for
counties and their summed incorporated areas. The population percentage change data excludes
federal and state institutionalized populations and military populations.
Population Percent Change for Special Districts
Some special districts must establish an annual appropriations limit. Consult the Revenue and
Taxation Code section 2228 for further information regarding the appropriations limit. Article Xlll
B, section 9(C), of the State Constitutron exempts certain special districts from the appropriations
limit calculation mandate. The Code and the California Constitution can be accessed at the
following website: ces/codes.xhtml.
Special districts required by law to calculate their appropriations limit must present the calculation
as part of their annual audit. Any questions special districts have on this issue should be referred
to their respective county for clarification, or to their legal representation, or to the law itself. No
state agency reviews the local appropriations limits.
Population Certifi cation
The population certification program applies only to cities and counties. Revenue and Taxation
Code section 11005.6 mandates Finance to automatically certify any population estimate that
exceeds the cunent certitied population with the State Controller's Office. Finance will certify
the higher estimate to the State Controller by June 1, 2015.

A. Price Factor: Article Xlll B specifies that local jurisdictions select their cost of living
factor to compute their appropriation limit by a vote of their goveming body. The cost
of living factor provided here is per capita personal income. lf the percentage
change in per capita personal income is selected, the percentage change to be used
in setting the fiscal yeat 2015-16 appropriation limit is:

B. Following is an example using sample population change and the change in
California per capita personal income as growth factors in computing a2015-16
appropriation limit.
2015-16:
Per Capita Cost of Living Change = 3.82 percent
Population Change = 0.93 percent
Per Capita Cost of Living converted to a ratio: 3.82 + 100 = 1.0382

Population converted to a ratio: 0.93 + 100 = 1.0093

Calculation of factor for FY 2015-16:
1.0382 x 1.0093 = 1.0479
