2. Presentation on AB 1826 "Mandatory Commercial Organics Recycling".
Recommendation:
A. Find that merely presenting and requesting comments or directing staff are not final actions subject
to the California Environmental Quality Act (CEQA), and that even if they were, they would be
exempt from CEQA under Guidelines section 15061(b)(3), the general rule that CEQA only
applies to projects that may have an effect on the environment
B. Presentation by Eugene Tseng on the recently adopted Assembly Bill 1826 “Mandatory
Commercial Organics Recycling”, and requesting comments or direction from the Commission.

2015, IN THE COUNCIL CHAMBER OF THE CITY HALL
LOCATED AT 4305 SANTA FE AVENUE, VERNON,

MEMBERS PRESENT: David Honda, Michael Gavina, Peter Corselli, Armando Espinoza
and Jaime Villanueva
MEMBERS ABSENT: Hector Garcia and Jim Andreoli Jr.
The meeting was called to order at 3:30 p.m. by Chairperson Honda; Vice Chairperson Gavina
led the flag salute.
CHANGES TO THE AGENDA
Chairperson Honda announced that there were no changes to the agenda.
PUBLIC COMMENT
Chairperson Honda announced that this was the time allotted for public comment and inquired
whether anyone in the audience wished to address the Commission. The public will also be
given a chance to comment on matters which are on the posted agenda during Commission
deliberation on those specific matters.

It was moved by Corselli and seconded by Espinoza to approve the above listed Minutes.
Motion carried, 5-0.

Supply Shortage Requirements.
Recommendation:
A. Find that merely presenting and requesting comments or directing staff are not final

Director of Public Works, Water and Development Services Kevin Wilson conducted the
presentation. No directives were provided to staff.

4. Possible Transportation Grants for an Electric Bus Route within City of Vernon.
Director of Public Works, Water and Development Services Kevin Wilson provided a brief
report on the evaluation of a potential bus route.

5. Update on AQMD Proposed Rule 415 Rendering Odors.
Director of Health and Environmental Control Leonard Grossberg briefly reported on the various
meetings that are being held by Air Quality Management District (AQMD) on proposed Rule
415.
6. Brief reports on activities, other brief announcements, and directives to staff.
Director of Health and Environmental Control Leonard Grossberg briefly reported on the recent
and upcoming Exide Technologies closure community meetings.
With no further business, at 4:01 p.m. it was moved by Villanueva and seconded by Espinoza to

It is recommended that the Green Vemon Commission:

"Mandatory Commercial Organics Recycling", and requesting comments or direction
from the Commission.
Backeround:
CalRecycle has adopted AB 1826 the "Mandatory Commercial Organics Recycling" Bill to
reduce the amount of organic wastes that is currently going into landfills. ln order to reduce that
amount, they have mandated that local enforcement agencies direct their efforts in educating and
informing the public of new measures that will take effect in January 2016.
We would like to present a brief oversight and presentation of AB 1826 to the Commission, and
then prepare a workshop presentation for the Vemon businesses and solid waste haulers in early
2016.
Budget
No action items requiring any budget expense is currently being requested.
