2. Adopt a Resolution of the Green Vernon Commission of the City of Vernon adopting a work plan
and budget for fiscal year 2016-2017
Recommendations:
A. Find that approval of the proposed work plan and budget are exempt from California
Environmental Quality Act (CEQA) review, because they are general policy and procedure making
activities and government fiscal activities that will not result in direct or indirect physical changes
in the environment, and therefore do not constitute a “project” as defined by CEQA Guidelines
Section 15378, and that even if they were, they would be exempt from CEQA under Guidelines
Section 15061(b)(3), the general rule that CEQA only applies to projects that may have an effect
on the environment.
B. Adopt a resolution approving the proposed work plan and request for budget authorization of
$20,000 for the Green Vernon Commission for fiscal year 2016-2017, and direct staff to submit
said plan and budget to the City Council for review and approval.

The meeting was called to order at 3:32 p.m. by Chairperson Honda; Vice Chairperson Gavina
led the flag salute.

Chairperson Honda announced that there were no changes to the agenda.

Chairperson Honda announced that this was the time allotted for public comment and inquired
whether anyone in the audience wished to address the Commission. The public will also be

It was moved by Corselli and seconded by Garcia to approve the June 17, 2015 Minutes. Motion
carried, 4-0.
DISCUSSION AND POSSIBLE DIRECTIVES TO STAFF
2. Presentation on AB 1826 "Mandatory Commercial Organics Recycling".
Recommendation:
A. Find that merely presenting and requesting comments or directing staff are not
final actions subject to the California Environmental Quality Act (CEQA), and
that even if they were, they would be exempt from CEQA under Guidelines
section 15061(b)(3), the general rule that CEQA only applies to projects that may
have an effect on the environment

B. Presentation by Eugene Tseng on the recently adopted Assembly Bill 1826
“Mandatory Commercial Organics Recycling”, and requesting comments or
direction from the Commission.
Consultant Eugene Tseng conducted the presentation. In response to Commissioner Corselli,
Tseng explained the diversion and recycling process for organic waste.
In response to Vice Chairperson Gavina, Eugene explained the City’s obligations and reported
on its current efforts.
Chairperson Honda inquired as to whether the City would have a recycling facility. Both Tseng
and Director of Health and Environmental Control Department Leonard Grossberg
acknowledged the need for more facilities.
Grossberg reported on the City’s next steps concerning AB 1826.
ORAL REPORTS
3. Brief reports on activities, other brief announcements, and directives to staff.
Director of Health and Environmental Control Department Leonard Grossberg provided an
update concerning the closure of Exide Technologies. Information on preparing for El Niño is
available on the City’s website.
Commissioner Garcia provided an update on AQMD Rule 415.
4. Next regular meeting: March 16, 2016 at 3:30 p.m.
Director of Health and Environmental Control Leonard Grossberg announced that due to
scheduling conflicts the regular meeting noted above will need to be cancelled. The Commission
was in agreement with the cancellation of the March 16, 2016 meeting and agreed call a special
if the need arose.
With no further business, at 3:55 p.m. it was moved by Corselli and seconded by Garcia to
adjourn the meeting. Motion carried, 4-0.

It is recommended that the Green Vernon Commission:

Backqround:
Vernon Municipal Code $ 2.149(b) directs the Green Vernon Commission to prepare an
annual work plan and request for budget authorization for review and approval by the
City Council. The work plan should outline the goals and focus of the Commission for
the upcoming year.
Prooosed Work Plan
Begin work on the following tasks:
1. Make recommendations to City Council regarding sustainability and energy
efficiency standards to be considered as part of the City's review process for
conditional use permits and variances.
2. Develop tools and programs to educate Vernon's residents, communities,
surrounding areas and businesses on sustainability related goals and successes.
3. Explore alternative technology projects.
4. Develop programs or methods to provide environmental compliance assistance
to businesses and residents that focus on the following:
a. Reduction in generation of solid waste streams.
b. Reduction in use of hazardous materials.c. Reduction in greenhouse gas emissions (carbon footprint).
5. Explore funding assistance programs and partnerships for new technologies (i.e.
"Sustainable lncubator to Convert Trash to Cash").
6. Promote green business development.
7. Explore tree planting/beautifi cation projects.
Budoet
Currently, staff proposes that the FY 2016-2017 draft budget include $20,000 for Green
Vernon Commission related matters such as costs relating to meeting stipends,
education, travel and training for the seven commissioners and Health Department staff.
Once the Green Vernon Commission approves a work plan and budget, staff will
forward the Green Vernon Commission recommendations to the City Council for review
and approval.

WHEREjAS, on Novemlcer L, 2O]-L, the City Cotrncil of the City
of Vernon adopted Ordinance No. 1L88 estsablishing a Sust.ainable
Development and Energ'y Efficiency Commission in the CiEy of Vernon;
and
WHEREAS, on June 3, 20f4, the City Council of the Citsy of
Vernon adopted Ordinance No. 7222 to rename the "Sustainable
DevelopmenE. and Energ:y Efficiency Commission" the "creen Vernon
Commission" (t.he "Commission" ) and tso amend various provisions of the
vernon City Code regarding the Commission; and
WHEREAS, on March ]-8, 2015, Ehe Commission adopt.ed
Resolution No. GvC-L adopting a work plan and budget for fiscal year
2015-2015; and
WHEREAS, pursuant. tso ArEicle XIX, Sectsion 2.149, Powers and
Dut.ies, of the Vernon City Code, the Commission is required to adopt a
work plan and budget for Fiscal Year 2oL6-20L7.
NOW, THEREFORE, BE IT RESOLVED BY THE GREEN VERNON
COMMTSSION OF THE CITY OF VERNON AS FOLLOWS:
SECTION 1: The Green Vernon Commission hereby finds and
determines that Che above recitals are true and correct.
SECTION 2: The Green Vernon Commission finds that approval
of the proposed vrork plan and budget are exempt from California
