2015-12-16 Green MinutesMINUTES OF THE REGULAR GREEN VERNON COMMISSION MEETING HELD WEDNESDAY, DECEMBER 16, 2015, IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA MEMBERS PRESENT: David Honda, Michael Gavina, Peter Corselli, and Hector Garcia MEMBERS ABSENT: Jim Andreoli Jr., Armando Espinoza and Jaime Villanueva The meeting was called to order at 3:32 p.m. by Chairperson Honda; Vice Chairperson Gavina led the flag salute. CHANGES TO THE AGENDA Chairperson Honda announced that there were no changes to the agenda. PUBLIC COMMENT Chairperson Honda announced that this was the time allotted for public comment and inquired whether anyone in the audience wished to address the Commission. The public will also be given a chance to comment on matters which are on the posted agenda during Commission deliberation on those specific matters. There was no public comment. MINUTES – TO BE RECEIVED AND FILED 1. Minutes of the Regular Green Vernon Commission Meeting held June 17, 2015. It was moved by Corselli and seconded by Garcia to approve the June 17, 2015 Minutes. Motion carried, 4-0. DISCUSSION AND POSSIBLE DIRECTIVES TO STAFF 2. Presentation on AB 1826 "Mandatory Commercial Organics Recycling". Recommendation: A. Find that merely presenting and requesting comments or directing staff are not final actions subject to the California Environmental Quality Act (CEQA), and that even if they were, they would be exempt from CEQA under Guidelines section 15061(b)(3), the general rule that CEQA only applies to projects that may have an effect on the environment Green Vernon Commission Meeting Minutes December 16, 2015 Page 2 of 2 B. Presentation by Eugene Tseng on the recently adopted Assembly Bill 1826 “Mandatory Commercial Organics Recycling”, and requesting comments or direction from the Commission. Consultant Eugene Tseng conducted the presentation. In response to Commissioner Corselli, Tseng explained the diversion and recycling process for organic waste. In response to Vice Chairperson Gavina, Eugene explained the City’s obligations and reported on its current efforts. Chairperson Honda inquired as to whether the City would have a recycling facility. Both Tseng and Director of Health and Environmental Control Department Leonard Grossberg acknowledged the need for more facilities. Grossberg reported on the City’s next steps concerning AB 1826. ORAL REPORTS 3. Brief reports on activities, other brief announcements, and directives to staff. Director of Health and Environmental Control Department Leonard Grossberg provided an update concerning the closure of Exide Technologies. Information on preparing for El Niño is available on the City’s website. Commissioner Garcia provided an update on AQMD Rule 415. 4. Next regular meeting: March 16, 2016 at 3:30 p.m. Director of Health and Environmental Control Leonard Grossberg announced that due to scheduling conflicts the regular meeting noted above will need to be cancelled. The Commission was in agreement with the cancellation of the March 16, 2016 meeting and agreed call a special if the need arose. With no further business, at 3:55 p.m. it was moved by Corselli and seconded by Garcia to adjourn the meeting.
