The Chairperson shall preside over all Commission meetings. The Vice Chairperson shall, in the absence of the Chairperson, perform the duties of the Chairperson." City of Vernon Recommendation to Adjust Water Rates Public Works and Water Superintendent Scott Rigg provided a PowerPoint Presentation. A discussion ensued between the Commission and staff about the cost, impact, details, and implementation of the proposed water rates. Public Comment Marisa Olguin, Vernon Chamber of Commerce, spoke about outreach to the business community and that the water being supplied is from well water. Superintendent Rigg went into greater detail about the Vernon ground water wells. 2. Update on the Southeast Los Angeles County Eco-Rapid Transit Commuter Rail Line Michael Kodama, Executive Director of Eco-Rapid Transit, provided a presentation. A discussion ensued between the Commission and staff about the positive promotion these types of events bring to a community. MINUTES 4. The Commission gave their input on the feasibility and look of a bicycle plan in the City. Public Comment Ms. Olguin stated that the business community would look into the plan. ORAL REPORTS 6. Update on Aliso Canyon natural gas leak and its impact on Vernon Electric Resources Planning and Development Manager Abraham Alemu provided the update. 7. Results from the Park Needs Assessment community meeting held on February 16th, 2016 Economic Development Manager Alex Kung provided a PowerPoint Presentation. 8. Becksround The Public Works, Water and Development Services Departrnent, in conjunction with the Fire Department, have scheduled a public hearing to be held at the Novernber 15,2016 City Council meeting to consider the adoption of an ordinance amending Chapters 7 and 24 of the Vemon Municipal Code and repealing all prior ordinances and parts of ordinances in conflict therewith. The State of Califomia Building Standards Commission ("Commission") recently adopted the 2016 California Building, Fire, Electrical, Mechanical, Plumbing, Residential, Green Building Standards, Existing Building, and Energy Codes collectively known as the Califomia Building Standards Codes or CBSC. Section 17958 of the Califomia Health and Safety Code requires that the latest edition of the Califomia Building Standards Codes automatically apply to local construction 180 days after they become eflective at the state level. Since the CBSC became effective at the state level on July I , 2016, they are scheduled to become effective at the local level on January 1,2017 . The CBSC updates typically occur every 3 years, and last occurred in 2013. The amendments to the CBSC this year are not significant, and most design professionals and developers are already aware ofthese changes. Pursuant to Sections 50022.2 et seq. ofthe California Government Code, which authorizes the City to adopt the CBSC and other uniform and model codes, the City intends to adopt with amendments the CBSC, and other uniform and model codes. More specific, the intended CBSC and uniform and model codes to be adopted as amended are detailed below: 1) The 2016 Califomia Fire Code 2) Tl'rc2016 Califomia Building Code 3) The 2016 Califomia Residential Code4) The 2016 California Electrical Code 5) The 2006 Intemational Code Council Electrical Code Administrative Provisions 6) The 2016 Califomia Plumbing Code7) The 2016 Califomia Mechanical Code8) The 2016 Califomia Existing Building Code 9) The 2015 Intemational Existing Building Code published by the Intemational Code Council, as the minimum seismic retrofit requirements for buildings of tilt-up and concrete frame construction types for those property owners who voluntarily propose to retrofit their buildings. l0) The 2016 Califomia Green Building Standards Code 1 l) The 2016 Califomia Energy Code The Uniform Code for Abatement of Dangerous Buildings, 1997 EditiorL published by the International Conference of Building Officials which code was previously adopted in Ordinance No. 1073, remains unchangd and strall be the standard for the repair of sructures damaged during a disaster evant. Califomia Health and Safety Code Sections 17958, 17958.5, 17958.7 md 18941.5 allow a local agency to amend the adopted CBSC provided that such modifications or changes to building standards are reasonably necessary because of local climatic, geological or topographical conditions. The establishment of administrative standards does not require justification pursuant to the Califomia Health & Safety Code. City staff has reviewed the listed CBSC, uniform and model codes and, in addition to the recommended amendments made by the Los Angeles Regional Uniform Code Program, City staff have proposed a number of local amendments for adoption within the Vemon Municipal Code with the proper justifications to be submitted to the Califomia Building Standards Commission. Fiscal Imoact There is no fiscal impact to the City by adopting and approving the 2016 CBSC and other uniforms and model codes with amendments. Attachments None Page 2 of 2
