Respectfully submitted,4z Keith Allen Director lE4chuhte$ Inltutriaf October, 2016 MONTHLY REPORT Keith Allen, Director/Health Officer HEALTH & ENVIRONMENTAL CONTROL DEPARTMENT MONTHLY REPORT OCTOBER,2OI6 HAZARDOUS MATERIALS CONTROL Our staff continued to conduct routine inspections and assisted business representatives to properly complete annual Hazardous Materials Business Plan forms using the new Califomia Environmental Reporting System (CERS) which allows electronic submittals of hazardous materials inventories and permit information. Zero Class I violations were found. ten Class 2 violations were observed, and four minor violations were noted during routine inspections performed of hazardous materials facilities. Department staff will continue to monitor these facilities to ensure that all violations have been corrected. Please note: According to The Califomia Department of Toxic Substances Conuol (DTSC). violation types are defined as: Class I Violation: The Health and Safety Code (HSC) section 251l0.8.5defines a Class I Violation as a violation that is a significant threat to human health or safety or the environment because of volume, hazardousness, and/or proximity to population at risk. A Class I Violation is also a violation that could result in a failure to ensure adequate financial assurance, perform corrective action or emergency cleanup; or a repeating Class II Violation committed by a recalcitrant violator. Class II Violation: The Califomia Code of Regulation (CCR), title 22. section 66260.10 and Health and Safety Code (HSC) section 25110.8.5, subdivision (b) define a Class II Violation as a violation that is not a Class I Violation and does not meet the conditions of a Minor Violation. Minor Violation: The Health and Safety Code (HSC) section 25117.6 defines a Minor Violation as a subset of a Class II Violation that is not knowing, willful or intentional, does not enable the Respondent to gain an economic benefit for noncompliance, is not chronic or is not committed by a recalcitrant violator. The month of October was notable for emergency response actions. Environmental Specialist Erik Cheng investigated a fire sprinkler line release in a food storage facility. Erik confirmed that the facility cleaned and sanitized affected food equipment and disposed ofall contaminated food products. Closure and cleanup activities included the ongoing site assessments/closure at Exide Technologies on Indiana Street, the former Pechiney facility on Fruitland Avenue, and 4060 E. 26th Street at the former U.S. Fertilizer site. Chief Deputy Director David LeDuff prepared and submitted the October, 2016 CUPA evaluation response to CalEPA. Our department has continued to make significant progress in addressing deficiencies noted during CaIEPA's initial evaluation back in September, 2015. The Department has continued to coordinate efforts to correct deficiencies noted during the Vemon CUPA evaluation conducted by CaIEPA in September,20l5. Vemon HECD staffhas been making a diligent effort to comply with CaIEPA's requests. aaaa I,JNDERGROUND TANK PROGRAM No underground storage tanks were removed during the month of October. Two underground storage tank facilities were inspected by staff noting no violations. Chief Deputy Director David LeDuffconducted a Califomia Environmental Reporting System (CERS) and Underground Storage Tank (UST) training for field staff as requested by the State Water board. The training focused on the proper procedures for reviewing UST CERS submittals. FOOD PROGRAM Staff continued in conducting inspections of food facilities throughout the facility as part of a routine basis by the Department. No major violations were noted during these inspections. Senior Environmental Specialist Lyndon Ong Yiu conducted several plan checks on proposed remodeling and new construction for food facilities. Lyndon also monitored construction oftwo new food facilities. ENVIRONMENTAL PROTECTION Environmental Specialist Erik Cheng collected eleven monthly water samples during the month of September. The samples were tested and found to be negative for e-coli and total coliforms. All the samples met State standards for potability. aaaa Senior Environmental Specialist Lyndon Ong Yiu assisted the Public Works Depanment with training on lead in soil issues. aaaa Health Department staff inspected 25 food booths at the Sabor de Mexico event on October l, 2016 and found no major violations. Environmental Specialist Erik Cheng conducted weekly surveys of the Los Angeles River for mosquitoes. Pockets of activity were noted, and all mosquito larvae were physically eliminated. Mosquito breeding was also observed by Erik in the storm drain basin ofa freezer business in the City which was corrected immediately by the business owner. aaaa In collaboration with the Community Services Department, Senior Environmental Specialist Jerrick Torres and Environmental Specialist Erik Cheng conducted a mosquito survey at the Vemon Village apartments. Mosquito breeding evidence was observed and a notice of violation to eliminated sources of mosquito breeding was issued to the property management company. Department staff will continue to monitor to ensure that all violations have been corrected. Senior Environmental Specialist Jerrick Torres inspected all active construction sites Citywide to ensure that storm water best management practices were being followed to prevent waste water discharge and runoff fiom entering the storm drain system. aaaa The Health Department continued to be an active participant with the Exide Technologies closure. Director Keith Allen and Chief Deputy Director David LeDuff attended an Exide Advisory Group community meeting on October 20, 2016 in Huntington Park. The latest updates on DTSC's residential sampling project were given by DTSC. Lastly for Exide, the City's website has an Exide information page for the public to obtain information. SOLID WASTE PROGRAM The final report for the 201512016 Solid Waste Enforcement grant was submitted to Cal Recycle. This grant was used by the Department to help pay for inspection related equipment. aaaa Staff continued in conducting inspections of solid waste facilities throughout the City as part of a routine basis by the Department. Background The propeny located at 3200 Slauson Avenue has been redeveloped and an easement is needed for the installation and maintenance of City-owned electrical conduit and equipment serving the property. The Public Works, Water and Development Services Department has received a fully executed Electrical Easement by Imperial Real Estate Holdings, L.P., a Califomia limited partnership for the property located at the above-mentioned location (Assessor's Parcel Number 63 1G027-023). The easement has been reviewed and approved by staff in both the Gas & Electric and Public Works, Water & Development Services Departments and has also been approved as to form by the City Attomey's Office. The dedication is approximately 2,500 square feet in size, located on the north side of Bandini Boulevard in front of 4333 Bandini Blvd., which was formerly the Clorox site and is currently being graded to be the site of a tea manufacruring company. This dedication will meet the City of Vernon's Master Plan of Streets and will be used for street purposes by increasing the width of the right-of-way.
