2016-05-12 Business and Industry Commission MinutesMINUTES OF THE REGULAR VERNON BUSINESS AND INDUSTRY COMMISSION MEETING OF THE CITY OF VERNON HELD THURSDAY, MAY 12, 2016, AT 9:00 A.M. IN THE CITY HALL COUNCIL CHAMBER, LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA MEMBERS PRESENT: Ken Jackson, Douglas Pittman, Stan Stosel and Robert Wendoll MEMBERS ABSENT: Eric Gustafson and Brett Dedeaux The meeting was called to order at 9:12 a.m. by Commissioner Pittman, who also led the flag salute. There were no changes to the agenda. PUBLIC COMMENT Commissioner Pittman announced that this was the time allotted for public comment and inquired whether anyone in the audience wished to address the Commission. The public will also be given a chance to comment on matters which are on the posted agenda during Commission deliberation on those specific matters. No public comment provided. PRESENTATION 1. City of Vernon Recommendation to Adjust Water Rates Public Works and Water Superintendent Scott Rigg provided a PowerPoint Presentation. A discussion ensued between the Commission and staff about the cost, impact, details, and implementation of the proposed water rates. Public Comment Marisa Olguin, Vernon Chamber of Commerce, spoke about outreach to the business community and that the water being supplied is from well water. Superintendent Rigg went into greater detail about the Vernon ground water wells. 2. Update on the Southeast Los Angeles County Eco-Rapid Transit Commuter Rail Line Michael Kodama, Executive Director of Eco-Rapid Transit, provided a presentation. Vernon Business and Industry Commission Meeting Minutes May 12, 2016 Page 2 of 3 A discussion ensued between the Commission, Mr. Kodama, and staff about the benefits and details of a commuter rail line through the City of Vernon. 3. Los Angeles County Metropolitan Transportation Authority (Metro) Open Streets Grant Program Project Engineer Rafael Contreras provided a PowerPoint Presentation. A discussion ensued between the Commission and staff about the positive promotion these types of events bring to a community. MINUTES 4. Minutes of the Regular Business & Industry Commission Meeting held August 13, 2015. It was moved by Stosel and seconded by Jackson to approve the August 13, 2015 Minutes. Motion carried, 4-0. DISCUSSION ITEMS AND POSIBLE DIRECTIVES TO STAFF 5. City of Vernon Bicycle Master Plan Assistant Engineer Felix Velasco provided a PowerPoint Presentation. The Commission gave their input on the feasibility and look of a bicycle plan in the City. Public Comment Ms. Olguin stated that the business community would look into the plan. ORAL REPORTS 6. Update on Aliso Canyon natural gas leak and its impact on Vernon Electric Resources Planning and Development Manager Abraham Alemu provided the update. 7. Results from the Park Needs Assessment community meeting held on February 16th, 2016 Economic Development Manager Alex Kung provided a PowerPoint Presentation. 8. Brief reports on activities, other brief announcements, and directives to staff Manager Alex Kung noted the next meeting date in August and new member appointments.
