Status of Pest and Rodent Control Programs Recommendation: A. Receive and file a summary report on the status of the City of Vernon Rodent and Pest Control. Superintendent Rigg reported on the proposed. Commissioner Garcia inquired about the planning of mosquito abatement due to the Zika virus. Superintendent Rigg stated that no discussion with the vendor on that had transpired. Public Comment Carol Menke, resident, spoke about the ongoing rodent infestation and appreciates the ongoing control programs. A dialogue ensued between staff and the Commission about rodent issues when demolition or construction takes place. Director Wieske noted a lot of improvements were made to the program but they were always trying to improve upon it. A dialogue ensued between staff and the Commission about the tenant and landlord responsibilities regarding rodent control. The Commission requested that this issue be agendized for a future meeting. Consideration of Procedures Regarding Temporary Relocation of Leases and Authorized Occupants and Procedures Regarding Unit-to-Unit Transfers Recommendation: A. Find that consideration of the Procedures Regarding Temporary Relocation of Leasees and Authorized Occupants and the Unit-to-Unit Transfer policies are exempt from California Environmental Quality Act (“CEQA”) review, because the activity, which is purely administrative in nature, does not constitute a “project” as that term is defined under CEQA Guidelines Section 15378, and even if it were a project, it would be categorically exempt from CEQA review in accordance with CEQA Guidelines Section 15061(b)(3), the general rule that CEQA only applies to projects that may have a significant effect on the environment; and B. Direct staff to modify the Procedures Regarding Temporary Relocation of Leases and Authorized Occupants and Procedures Regarding Unit-to-Unit Transfers. Special Counsel for the Vernon Housing Commission Stuart Leviton reported on the proposed. Public Comment Regular Vernon Housing Commission Meeting Minutes September 14, 2016 Page 6 of 9 Ms. Menke requested that the transfer fee be retroactively refunded. Mr. Leviton explained that there would be a differentiation between city initiated relocation and tenant initiated relocation. Staff went on to explain that a retroactive refund of fees would not be part of the procedures. A dialogue ensued between staff and the commission about the costs associated with tenant transfers. The dialogue transitioned to defining a city initiated and tenant initiated relocation. Chair Ybarra recused herself based on her unit being remodeled, and left the meeting for this item. It was moved by Garcia and seconded by Florman to table the discussion and address this item at a subsequent meeting. After staff and public input on the unit-to-unit transfer fee Director Wieske stated that staff would come back with a more refined recommendation. A lengthy dialogue ensued between staff and the Commission to further clarified the details of the potential procedure changes, security deposits, rental rate changes due to relocation, and transfer fee structure. Ms. Menke inquired about the transfer fee being associated with the security deposit. Mr. Leviton clarified that the transfer fee was separate due to the fact it went into covering the cost of tenant relocation. A dialogue ensued between staff and the Commission about priority of transfers. Garcia amended his motion to adopt staff’s recommendations, adopt the procedure modifications and direct staff to evaluate the unit-to-unit transfer fee and seconded by Florman. Motion carried, 5-0. Status of the Rehabilitation Project of the Single Family Housing Unit Located at 4323 Furlong Place Presented by: Felix Velasco, Assistant Engineer Assistant Engineer Felix Velasco provided a PowerPoint presentation. Director of Public Works, Water and Development Services Derek Wieske noted that public input was taken into consideration after the initial remodel and changes were going to be made. A lengthy dialogue ensued between staff and the Commission regarding contract between city and contractors, bid specifications, project timeframes, and lead remediation with the remodel project. The dialogue transitioned to the topics of the Vernon Housing Commission making recommendations to the City Council and the possible formation of a subcommittee to explore construction/bid process, remodel specifications, and ADA accessibility. NEW BUSINESS 2. Authorization to Offer All Tenants in Non-Remodeled Units an Opportunity to Relocate to a Remodeled Unit and Establish a Relocation Priority Interest List Recommendation: A. Find that the actions recommended in this staff report do not constitute a “project” pursuant to Section 15378(b)(2) of the Guidelines to the California Environmental Quality Act (“CEQA”), because such recommendations constitute an administrative activity; and even if the adoption of the proposed items did constitute a project, it would be exempt from CEQA in accordance with Section 15061(b)(3), the general rule that CEQA only applies to projects that may have an effect on the environment; and B. Approve the establishment of a temporary/permanent Relocation Priority Interest List to be used for the City Housing Remodel Project which would remain in effect until all units are remodeled; and C. Backsround On June 1,2013, the Vemon Housing Commission entered into a Services Agreement with Solari Enterprises, Inc. (Solari), for third party residential property management services. The agreement was awarded pursuant to the City's competitive selection process. In an effort to gauge Solari's quality of service to all City-owned housing and its tenants, City staff conducted its first ever Tenant Satisfaction Survey ("Suwey") in March 2014. The results of the Survey were summarized in a comprehensive staff report to the Commission detailing, among other related matters, Solari's performance under its one-year contract with the City. Based on the assessment of Solari's performance and consideration ofother related factors, Solari's contract was not renewed and City staff resumed the day-to-day residential property management duties associated with the City's housing stock, effective June 1,2014. City staff conducted a second Survey in March 2015, attached herewith for reference, using the same survey form used in 2014 for ease of comparison. At the time, City staffhad been overseeing Page I of2 the housing stock for about ten months, with all administrative duties and general oversight centralized within the Finance Departrnent, and a part-time Public Housing Property Coordinator. Shortly after the March 2015 Survey, the Public Housing Property Coordinator resigned and the position remains vacated to date. City Housing was shifted to the Public Works, Water & Development Services Departnent ("Public Works"). Public Works staffhas since worked closely with City Administration to continue an on-going and open communication between the City and its tenants. Presently, Public Works continues to be the central point for the oversight ofthe City's housing stock. In October, the 2016 Surveys were mailed to all tenants in City-owned units to assist staff and the Commission in evaluating the effectiveness ofthe latest changes and modifications to the City's housing administration. Staff made several attempts to increase tenant participation including followlup phone calls, contacting tenants with incomplete surveys, extending the deadline and reminding City Council members to encourage their neighbors to submit their surveys if they had not yet done so. Staff is also open to any suggestions or feedback from the Commission to improve tenant input in future years. The October 2016 Survey results are submitted herewith and are summarized on the suwey form itself. City staffreceived a total of nine completed surveys from 22 active tenants, roughly a 4l% participation rate and a lower participation than in 2015. All comments received are also included. In order to provide an easier and more visual summary of the October 2016 Survey results, staff consolidated the results within one Survey and included an average rating for each category, which is depicted onto the attached graph. As previously stated, nine completed suryeys were received in 2016, five less than in 2015. The results ofthe October 2016 Suwey indicate tenant satisfaction levels are generally good throughout and very good for maintenance services. Staff expects satisfaction levels will only continue to improve as a result ofthe ongoing housing improvements, the City's Housing Remodel Project and the organizational changes that have recently been implemented. They require cleaning at least bi-annually. Blinds accumulale heavy deposits of soot as well and may not be the best choice for window coverings- Gopher damage to lawn is a constant problem. Comment lO: There is a tree near my parking spot closest to the building that throws lots of seeds that stain the paint of the car. Can that tree be removed to avoid this from happening. Yet its location in an industrial area, with all the noise from the big rig trucks, the hazardous chemicals going in and out of the city, the trains blowing their horns at all hours of the day and night, and with so many power lines on the streets, the rent should be much lower than what it is. Backsround At the November 9,2016 meeting, the Housing Commission was presented with a summary of the recently remodeled City-owned single family unit located at 4323 Furlong Place. At the meeting, members of the public and some Commissioners expressed concems regarding construction activities of the recent housing remodel. Their concems included parking, work hours, dust, and noise. As a result, the Housing Commission discussed the formation of a sub- committee to work with staff to review the construction documents for the next phase of the Housing Remodel Project, which will likely be 4325 Furlong Place. Since that time, the City hosted an Open House on December l't at 4323 Furlong Place where the general public had an opportunity to provide feedback on the construction activities and on the remodel standards. The City received a total of ten completed construction satisfaction surveys Page 1 of2 and, out of those, only three residents reported that they experienced either a parking or noise problem, The City received an overall good rating from the residents that submitted the surveys. At its December 6e meeting, the City Council approved the recommendation from the Vemon Housing Commission to delay the next phase of the Housing Remodel Project and allow the Housing Commission an oppornrnity to review construction plans and contract specifications. Upon appointment of Housing Commission members to a sub-committee, staff will work with the sub-committee to determine the best suited option(s) for the next house remodel. Subsequently, the sub-committee will report back to the Housing Commission with potential recommendations for the City Council. Backsround In December of 2016, the Department of Toxic Substances Contol (DTSC) will be releasing the Draft Remedial Action Plan (RAP) for the Exide Bauery Recycling Facility. The RAP is the cleanup plan for the residential areas in the Preliminary Investigation Area (PIA), including those in the City of Vemon. The Draft Environmental Impact Repo( (EIR) will be released at the same time. The purpose ofthe Draft EIR is to inform decision-makers and the public ofthe potential environmental impacts that could result from the implementation of the Draft RAP' In an effort to maximize opportunities for the public to comment on the Draft RAP and Draft EIR, DTSC will have an informational session during City of Vemon's regularly scheduled City Council meeting on Tuesday, January 10, 2017.
