Recommendation
A. Find that election of chairperson and vice chairperson does not constitute a "project"

B. Elect one of its members as Chairperson for a one year term; and

Background
It is recommended that the Green Vemon Commission conduct its annual election of
Chairperson and Vice Chairperson pursuant to the Vemon Municipal Code.
Section 2.148 (a) of the Vernon Municipal Code states that "[t]he Commission shall have a
Chairperson and Vice Chairperson, who shall be from different appointing categories pursuant to
section 2.146(a)."
Section 2.148 (b) of the Vemon Municipal Code states that "[t]he Commission members shall
elect the Chairperson and Vice Chairperson annually. No Commission member may serve as
Chairperson for more than two (2) consecutive years. The Chairperson shall preside over all
Commission meetings and shall have the power to appoint subcommittees and the presiding

chairs of those subcommittees. The Vice Chairpenon shall, in the absence of the Chairperson,
perform the duties of the Chairperson."
In March 2014, Mr. David Honda was elected as Chair and therefore is not eligible to be elected
as chair pursuant to Sec. 2.148(b) of the Vernon Municipal Code.
In June 2014, at the same time the City Council retitled the Commission to the Green Vernon
Commission, it modified the terms of Commission members to run from July I through June 30
in the same staggered four-year increments, and the terms of existing members were adjusted
accordingly. In light of this change, it is recommended that the upcoming term of Chair and
Vice Chair run through June 30,2017 .
The Chair and the Vice Chair must be from different appointment categories. The members of
the three appointment categories are as follows:

The meeting was called to order at 3:32 p.m. by Vice Chair Gavina; also led the Flag Salute.
CHANGES TO THE AGENDA City Clerk Maria Ayala announced that there were no changes to the agenda.
PUBLIC COMMENT
Vice Chair Gavina announced that this was the time allotted for public comment and inquired whether anyone in the audience wished to address the Commission. The public will also be
given a chance to comment on matters which are on the posted agenda during Commission
deliberation on those specific matters.
There was no public comment.
Chief Deputy Director David LeDuff briefly introduced himself to the Commission.
PRESENTATIONS 1. Assembly Bill 341: The Mandatory Commercial Recycling Law; and, Assembly Bill 1826: The Mandatory Commercial Organics Recycling Law.
Presented by: Dave Davis, MSW Consultants, Inc.
Dave Davis, MSW Consultant, provided the presentation.
Chair Honda joined the meeting at 3:39 p.m.
A dialogue ensued between Mr. Davis and the Commission about the aggressiveness of the legislations, infrastructure, and costs associated with organic waste recycling.
Mr. Davis explained that he will continue to monitor the law and business compliance.

ORAL REPORTS
3. Brief reports on activities, other brief announcements, and directives to staff.
Deputy Director LeDuff provided a brief report on the Exide situation and DTSC sampling.
Commissioner Garcia inquired about the residents receiving the reports. Deputy Director LeDuff explained that the results were recently received, but were not reviewed by staff.
Deputy Director LeDuff briefly explained the commission re-appointment process.
Commissioner Garcia provided a brief update on AQMD Rule 415 and the partnership being formed with the City. Commissioner Garcia shifted the topic to the advocacy efforts for Item
No. 1, AB 341 and AB 1826.
A dialogue ensued between Mr. Davis and the Commission about compliance, exemptions, and
outreach efforts to waste haulers and businesses.
The Commission requested a status update on the businesses affected by the assembly bills.

City's Bicycle Master Plan Presentation for the Green Vernon Commission
Presentation by Felix Velasco of the Department of Public Works on the City's Bicycle Master
Plan.
Background
The City of Vemon encompasses 5.2 square miles and has a population of just over 200. With
approximately 1,800 businesses and 50,000 workers, the number of employers and employees in
Vemon far outnumbers the number of residents. This presents unique transportation pattems
within this "exclusively industrial" city. The City is currently undergoing two concurrent bicycle
planning efforts: one for bikeways throughout the city, and another focused on the Los Angeles
River. The bike plan will engage Vemon's community of workers and employers through
interactive outreach, identiS current roadway safety issues and recommend improvements to
enhance bicycle access to and from the City of Vemon. The resulting Bicycle Master Plan will
reflect the community's input and recommend a comprehensive bikeway network and safety
improvements, as well as establish policies and programs to help implement the plan.

AB 1826 Update Presentation for the Green Vernon Commission
Presentation by Dave Davis on updates regarding Assembly Bill 1826'Mandatory Commercial
Organics Recycling".
Background
CalRecycle has adopted AB 1826 the "Mandatory Commercial Organics Recycling" Bill to
reduce the amount of organic wastes that is currently going into landfills. In order to reduce that
amount, they have mandated that local enforcement agencies direct their efforts in educating and
informing the public of new measures that will take effect in January 2017.
This presentation is an update of AB 1826 to the Commission.

Air Quality Management District Rule 415 Update Presentation
Presentation by Hector Garcia on updates regarding AQMD Rule 415 "Rendering Odors" and
the effects it will have on Vemon Businesses ifenacted as planned.
Background
AQMD has proposed a "Rendering Odor" rule to address a long-time complaint from residents
in surrounding neighborhoods that are subject to odors from near-by businesses. Those
businesses have been identified as "Rendering" which process animal carcasses and wastes fiom
food processors, and which have been in existence for many decades. The update provided will
include information discussed at the December l3th 2016 meeting held by AQMD.
