COMMISSION MEETING HELD WEDNESDAY, DECEMBER
21, 2016, IN THE COUNCIL CHAMBER OF THE CITY HALL
LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA
MEMBERS PRESENT: David Honda, Michael Gavina, Jose Lizarraga, Hector Garcia, and
Jaime Villanueva
MEMBERS ABSENT: Jim Andreoli Jr. and Armando Espinoza
The meeting was called to order at 4:04 p.m. by Chair Honda; Vice Chair Gavina also led the
Flag Salute.
CHANGES TO THE AGENDA City Clerk Maria Ayala announced that there were no changes to the agenda.
PUBLIC COMMENT
Vice Chair Gavina announced that this was the time allotted for public comment and inquired
whether anyone in the audience wished to address the Commission. The public will also be
given a chance to comment on matters which are on the posted agenda during Commission
deliberation on those specific matters.
There was no public comment.
ELECTION
1. Election of Chairperson and Vice Chairperson to Serve until the Next Annual Election
Recommendation: A. Find that election of chairperson and vice chairperson does not constitute a
“project” pursuant to section 15378(b)(2) of the Guidelines to the California
Environmental Quality Act (“CEQA”), because it constitutes an administrative
activity that will not result in direct or indirect physical changes to the environment; and even if the adoption of the proposed resolution did constitute a project, it would be exempt from CEQA in accordance with Section 15061(b)(3),
the general rule that CEQA only applies to projects that may have an effect on the
environment; and
B. Elect one of its members as Chairperson for a one year term; and

C. Elect one of its members as Vice Chairperson for a one year term.
Vice Chair Gavina nominated Hector Garcia as Chair, the nomination was seconded by
Commissioner Lizarraga. Motion carried, 4-0.
Chair Honda nominated Vice Chair Gavina as Vice Chair, the nomination was seconded by Commissioner Garcia. Motion carried, 4-0.
Newly elected Chair Garcia and Vice Chair Gavina assumed their positions and took over duties
of the meeting.

2. Minutes of the Regular Green Vernon Commission Meeting held June 15, 2016
It was moved by Honda and seconded by Gavina to approve the June 15, 2016 Minutes. Motion carried, 4-0.
PRESENTATIONS
3. City's Bicycle Master Plan Presented by: Felix Velasco, Assistant Engineer
Assistant Engineer Felix Velasco provided a PowerPoint Presentation.
Chair Garcia inquired about the grant application process and the next steps. Assistant Engineer Velasco explained the master plan steps and detailed the submission process for grant funds.
At 4:19 p.m. Commissioner Villanueva joined the meeting.
4. Update on AB 1826 Presented by: Dave Davis, MSW Consultant
Dave Davis, MSW Consultant, provided a PowerPoint presentation.
Chair Garcia wanted to see recognition program for businesses who comply with AB 1826. Mr. Davis mentioned an effort for solid waste award programs and an exchange of ideas with
businesses.
5. Update on AQMD Rule 415
Presented by: Hector Garcia, Green Vernon Commissioner
Chair Garcia provided an oral presentation.

6. Brief reports on activities, other brief announcements, and directives to staff. Director of Health and Environmental Control Keith Allen introduced himself and briefly
reported on green building codes, the annual e-waste event, and gave a brief update on Exide
Chair Garcia inquired about the changes to the green building codes. Assistant Engineer Velasco explained the green building code sections applied to new developments.
Garcia inquired about electric revenue impact due to green building code measures. Director of
Public Works, Water and Development services Derek Wieske explained the impact of the green
building codes to businesses and the City.
City Clerk Maria Ayala noted that the AB1234 ethics training is due December 31, 2016.
Chair Garcia briefly recognized former Chair Honda for his service.
7. Upcoming Meetings:
A. Next regular meeting: March 15, 2017 at 3:30 p.m.
