COMMISSION MEETING OF THE CITY OF VERNON HELD
MONDAY, MARCH 6, 2017, AT 9:00 A.M. IN THE CITY HALL
COUNCIL CHAMBER, LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA
MEMBERS PRESENT: Eric Gustafson, Robert Wendoll, Jack Cline, William Davis,
Douglas Pittman, and Jack Whalen
MEMBERS ABSENT: Stan Stosel
The meeting was called to order at 9:00 a.m. by Chair Gustafson, who also led the flag salute.
There were no changes to the agenda.
PUBLIC COMMENT
Chair Gustafson announced that this was the time allotted for public comment and inquired whether anyone in the audience wished to address the Commission. The public will also be given
a chance to comment on matters which are on the posted agenda during Commission deliberation
on those specific matters.
No public comment provided.
Commissioner Whalen briefly introduced himself to the Commission members and the public.
PRESENTATION
1. Measure Q Presented by: Carlos Fandino, City Administrator
City Administrator Carlos Fandino provided a PowerPoint Presentation.
A lengthy discussion ensued between staff and the Commission regarding the City’s recent meeting with Moody’s; the City’s Bond rating; the current budget transfer; and the effect of the
tax on revenues as well as other aspects of the proposed measure.
2. Update on New Business Developments in Vernon Presented by: Carlos Fandino, City Administrator
City Administrator Fandino provided a brief report.
City Attorney Hema Patel provided insight into exploring the permitting of marijuana businesses in the City of Vernon.

A lengthy discussion ensued between staff and the Commission regarding the legalities, potential revenues, and complexities of allowing marijuana businesses in the City of Vernon. The
discussion also covered other possible ways to generate revenues; activity of various businesses
around the City; and the City services provided to the business community.
DISCUSSION ITEMS AND POSIBLE DIRECTIVES TO STAFF 3. Role of the Vernon Business and Industry Commission in the City’s Future
Economic Growth and Development
The Commission came to a consensus on creating a Sub-Committee tasked with developing a
mission and defining Commission objectives.
The Sub-Committee was formed with the following members who volunteered: Chair Gustafson;
Commissioner Cline; and Commissioner Pittman.
City Attorney Patel reported on the Redevelopment Agency funds to be expended in the future.
ORAL REPORTS
4. Brief reports on activities, other brief announcements, and directives to staff Utilities Engineering Manager Ali Nour provided a brief update on capital projects.
A lengthy discussion ensued between staff and the Commission regarding funding for the capital improvement projects and project priorities. 5. Next Meeting: Thursday, May 11, 2017 at 9 a.m.
With no further business, Chair Gustafson adjourned the meeting at 10:15 a.m.
