COMMISSION MEETING HELD WEDNESDAY, MARCH 15,
2017, IN THE COUNCIL CHAMBER OF THE CITY HALL
LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA
MEMBERS PRESENT: Hector Garcia, Michael Gavina, David Honda, Jim Andreoli Jr.,
Armando Espinoza, and Jaime Villanueva
MEMBERS ABSENT: Jose Lizarraga
The meeting was called to order at 3:31 p.m. by Chair Garcia; and he also led the Flag Salute.
CHANGES TO THE AGENDA City Clerk Maria Ayala announced that there were no changes to the agenda.
PUBLIC COMMENT
Vice Chair Gavina announced that this was the time allotted for public comment and inquired whether anyone in the audience wished to address the Commission. The public will also be given
a chance to comment on matters which are on the posted agenda during Commission deliberation
on those specific matters.
No comment was provided.
MINUTES – TO BE RECEIVED AND FILED
1. Minutes of the Regular Green Vernon Commission Meeting held December 21, 2016 It was moved by Honda and seconded by Villanueva to approve the December 21, 2016 Minutes.
Motion carried, 6-0.
PRESENTATIONS 1. Update on AB 1826 Presented by: Eugene Tseng, MSW Consultant
Eugene Tseng, MSW Consultant, provided a PowerPoint presentation. A dialogue ensued between staff and the Commission regarding the impact and direction that AB
1826 has on the City and the business community.
Chair Garcia recommended the presentation be delivered to the Vernon Business and Industry Commission.
2. Business Sustainability Excellence Awards

Yu Yue Yen, MSW Consultant, provided a PowerPoint presentation.
A dialogue ensued between staff and the Commission about award ideas and incentives.
The Commission reached a consensus to form a sub-committee to further discuss the goals and objectives of a Business Sustainability Excellence Award.
The sub-committee was formed from the following volunteering members: Vice Chair Gavina,
Member Andreoli, and Member Honda.
ORAL REPORTS 3. Brief reports on activities, other brief announcements, and directives to staff.
Health and Environmental Control Director Keith Allen briefly reported on the upcoming e-Waste event and also provided a brief update on Exide.
A lengthy dialogue ensued between staff and the Commission regarding the clean-up efforts at
Exide and the surrounding areas, the role of the Department of Toxic Substances Control, the
role of the City, and dissemination of information regarding clean-up efforts for Vernon area workers.
The Commission reached a consensus to form a sub-committee to strictly explore the education
and outreach to inform Vernon area workers on clean-up efforts and other services available to
them.
The sub-committee was formed from the following volunteering members: Chair Garcia,
Member Espinoza, and Member Villanueva.

A. Next regular meeting: June 21, 2017 at 3:30 p.m.
