Energy Resources Outlook Presented by: Abraham Alemu, Electric Resources Planning & Development Manager Electric Resources Planning & Development Manager Abraham Alemu provided a PowerPoint Presentation. A lengthy dialogue ensued between staff and the Commission regarding solar power, wind power, and other possible energy integrations. At the conclusion of the presentation the dialogue shifted towards costs, consumption, generation, other impacts affecting energy, and fund transfers. 4. Capital Improvement Projects (CIP) Overview Presented by: Ali Nour, Utilities Engineering Manager Utilities Engineering Manager Ali Nour provided a PowerPoint Presentation. DISCUSSION ITEMS AND POSIBLE DIRECTIVES TO STAFF 5. The West Santa Ana Branch Transit Corridor and the City’s Vision Study Public Works Interim Director Kevin Wilson introduced the item. Lillian Burkenheim Silver, Eco-Rapid Transit Representative, and Adam Maleitzke, Gruen Associates, provided a detailed overview of the vision study through a PowerPoint Presentation. A lengthy dialogue ensued between staff, project consultants, and the Commission about current rail usage, rail routes, possible transit stations & routes, and other aspects of the vision study. 6. Business and Industry Subcommittee Report Commissioner Cline provided the oral report. A dialogue ensued within the Commission about the mission and goals of the Business and Industry Commission. City Clerk Ayala reported out the voter outcome of the Measure Q election, and responded to other Commission question regarding Vernon elections, turnout, and outreach. A dialogue ensued between staff and the Commission on the reasons why Measure Q was unsuccessful and the possible introduction of a new Measure in the future. City Clerk Ayala noted that on a consensus from the Commission, a mission statement would be agendized on the next meeting. Becksround The Califomia High-Speed Rait Authority (Authority) is responsible for the planning, design, construction and operation ofa statewide High Speed Train System that will be electric powered, steel wheel on steel rail, which will be capable of reaching speeds of 220 miles per hour. At ultimate build out, the system would extend from Sacramento to San Diego for a distance ofabout 800 miles, with up to 24 stations. The Authority is working with partner agencies, corridor cities and stakeholders to bring high-speed rail to Southem Califomia in order to improve the region's mobility. The Authority recently informed City staff that the segrient from Los Angeles to Anaheim has changed and the alignment ofthe high-speed rail will now have a tremendous negative impact on the City of Vemon. Previously, the proposed high-speed rail encroached partially on 266 Street and would have required roughly a I S-foot wide strip of right-of-way. while not insignifican! the remaining width of266 Street could have accommodated one travel lane in each direction and one two-way left-tum lane. Public Works Department staff met with Authority staff, and Authority staff advised that BNSF was not amenable to the high-speed rail's previous alignment. To accommodate the high-speed rail, BNSF is seeking to expand Hobart Yard located on the City's northern border with the City of Commerce. As a result, numerous parcels would have to be acquired by the Authority causing a greater negative impact on the City of Vemon. is the latest design plan depicting the potential acquisitions required along 266 Exhibit A has not been finalir d and rnay change in the future. Authority staff advised Public Works pepartment staff that 26ft, Street would be closed and relocated although Public Wbiks Departmenf staff have yet to see'any cbnceptual plans as to how 26s Street would be relocated. Public Works DeparEnent staffare currently working on an analysis of the negative impacts to the City of Vemon on the potential acquisitions required along 26ft Street. Fiscal Imoect No fiscal impact to receive and file a presentation by the Califomia High-Speed Rail Authority staff on the status of the California High-Speed Rail Project. Backsround At the March 6,2017 Special Business and Industry Commission meering, a subcommittee was formed from Chair Gustafson, Commissioner Cline, and Commissioner Pittman, tasked with developing a mission and defining Commission objectives. At the May 11,2017 Special Business and Industry Commission meeting, the subcommittee brought forth a draft mission statement. The Commission came to a consensus to formalize the mission statement to make it a guiding principle to which the Business and Industry Commission would create future objectives and goals.
