The Chairperson shall preside over all Commission meetings. The Vice Chairperson shall, in the absence of the Chairperson, perform the duties of the Chairperson." Section 2. 178(b) of the Vemon Municipal code states that "[t]he Commission members shall elect the Chairperson and Vice Chairperson at its first meeting and at its first meeting following July I each year... Status of the California High Speed Rail (CHSR) Project Presented by: California High Speed Rail Project Representative Regular Vernon Business and Industry Commission Meeting Minutes August 10, 2017 Page 2 of 3 Melissa de la Pena, Project Manager, and Michelle Boehm, Southern California Regional Director, provided a PowerPoint Presentation. A dialogue lengthy dialogue ensued between the California High Speed Rail Project Representatives, City Staff and the Commission about areas of the High Speed Rail; its impacts to the City; timelines; and other possible location options. The Commission came to a consensus to recommend to staff to explore all options to limit economic and community impacts the High Speed Rail project might impose. NEW BUSINESS 3. Mission Statement for the Vernon Business and Industry Commission Recommendation: A. Los Angeles River Path Feasibility Study Presented by: Emily Duchon, City of Vernon's LA River Project Consultant Emily Duchon, City of Vernon's LA River Project Consultant, provided a PowerPoint presentation. A lengthy dialogue ensued between the Commission and the Consultant regarding route considerations, access and security concerns, possible business disruptions, previous developments, estimated usage of bike path, potential issues, alignment options, obstructions, funding options, regional examples, clarification on how the money is set up, and a possible scope change. The Business and Industry Commission came to a consensus to explore different options on how the project funds could be better spent. Commissioner Wendoll inquired about the Council making a decision, Assistant Engineer Felix Velasco responded that a final report would be created and presented to Council for input. Senior Deputy City Attorney Brian Byun briefly spoke about a recent rule change from the AQMD. A brief dialogue ensued between the Commission and Staff regarding the shaping of the legislation and the reporting. 3. Fandino Jr., City Administrator Q4 t,'2t\'lg Originator: Diana Figueroa, Administrative Analyst Utility Users Tax Measure (Measure "R') Presentation Recommendation City Administrator, Carlos R. Fandino, Jr., will deliver a presentation on the Utility Users Tax Measure that will be submitted to the voters of the City of Vernon at the City's April 10,2018 General Municipal Election. Backsround Measure R is being proposed to increase the current rate of the Utility Users Tax ("UUT") for commercial/industrial properties from 1% to 6% within the City of Vemon (the "City") in order to generate revenues to stabilize the general fund. Measure R contains a "sunset" clause that discontinues the tax after a period often (10) years. If Measure R is approved by Vemon voters, the utility tax would be levied on commerciaVindustrial users of telephone, electricity, gas, water, fiber, cable, and/or video services and would exclude all residential users. Essentially, the UUT revenues will: r Remove the City's electric utility transfer of approximately $9 million to the general govemment firndo Preserve the high standards under which the City of Vemon operateso Ad&ess the City's general fund shortfall for this year and subsequent years.
