2017-08-10 Business and Industry Commission MinutesMINUTES OF THE REGULAR VERNON BUSINESS AND INDUSTRY COMMISSION MEETING OF THE CITY OF VERNON HELD THURSDAY, AUGUST 10, 2017, AT 9:00 A.M. IN THE CITY HALL COUNCIL CHAMBER, LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA MEMBERS PRESENT: Eric Gustafson, Robert Wendoll, Jack Whalen, Jack Cline, and William Davis MEMBERS ABSENT: Douglas Pittman and Stan Stosel The meeting was called to order at 9:00 a.m. by Chair Gustafson, Chair Gustafson also led the flag salute. City Clerk Maria Ayala announced were no changes to the agenda. PUBLIC COMMENT Chair Gustafson announced that this was the time allotted for public comment and inquired whether anyone in the audience wished to address the Commission. The public will also be given a chance to comment on matters which are on the posted agenda during Commission deliberation on those specific matters. No public comment provided. MINUTES 1. Minutes of the Special Business and Industry Commission Meeting held May 11, 2017 It was moved by Davis and seconded by Wendoll to approve the minutes from the Special Business and Industry Commission Meeting held May 11, 2017. Motion carried, 5-0. Gustafson: Yes Wendoll: Yes Whalen: Yes Cline: Yes Pittman: Absent Stosel: Absent Davis: Yes PRESENTATION 2. Status of the California High Speed Rail (CHSR) Project Presented by: California High Speed Rail Project Representative Regular Vernon Business and Industry Commission Meeting Minutes August 10, 2017 Page 2 of 3 Melissa de la Pena, Project Manager, and Michelle Boehm, Southern California Regional Director, provided a PowerPoint Presentation. A dialogue lengthy dialogue ensued between the California High Speed Rail Project Representatives, City Staff and the Commission about areas of the High Speed Rail; its impacts to the City; timelines; and other possible location options. The Commission came to a consensus to recommend to staff to explore all options to limit economic and community impacts the High Speed Rail project might impose. NEW BUSINESS 3. Mission Statement for the Vernon Business and Industry Commission Recommendation: A. Find that adoption of the proposed mission statement is exempt from California Environmental Quality Act (“CEQA”) review, because it is an administrative activity that will not result in direct or indirect physical changes in the environment, and therefore does not constitute a “project” as defined by CEQA Guidelines section 15378; and B. Approve the Mission Statement for the Vernon Business and Industry Commission. It was moved by Davis and seconded by Cline to approve the Mission Statement for the Vernon Business and Industry Commission. Motion carried, 5-0. Brief reports on activities, other brief announcements, and directives to staff City Administrator Carlos Fandino reported on a presentation on Measure R that would take place at the next Business and Industry Commission and the appointment of a new Public Works Director. 5.
