2017-11-09 Business and Industry Commission MinutesMINUTES OF THE REGULAR VERNON BUSINESS AND INDUSTRY COMMISSION MEETING OF THE CITY OF VERNON HELD THURSDAY, NOVEMBER 9, 2017, AT 9:00 A.M. IN THE CITY HALL COUNCIL CHAMBER, LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA MEMBERS PRESENT: Eric Gustafson, Robert Wendoll, Jack Whalen, Jack Cline, Douglas Pittman, Stan Stosel, and William Davis MEMBERS ABSENT: None The meeting was called to order at 9:02 a.m. by Chair Gustafson, who also led the flag salute. There were no changes to the agenda. PUBLIC COMMENT Chair Gustafson announced that this was the time allotted for public comment and inquired whether anyone in the audience wished to address the Commission. The public will also be given a chance to comment on matters which are on the posted agenda during Commission deliberation on those specific matters. No public comment provided. PRESENTATION 1. Los Angeles River Path Feasibility Study Presented by: Emily Duchon, City of Vernon's LA River Project Consultant Emily Duchon, City of Vernon's LA River Project Consultant, provided a PowerPoint presentation. A lengthy dialogue ensued between the Commission and the Consultant regarding route considerations, access and security concerns, possible business disruptions, previous developments, estimated usage of bike path, potential issues, alignment options, obstructions, funding options, regional examples, clarification on how the money is set up, and a possible scope change. The Business and Industry Commission came to a consensus to explore different options on how the project funds could be better spent. Commissioner Wendoll inquired about the Council making a decision, Assistant Engineer Felix Velasco responded that a final report would be created and presented to Council for input. Brief reports on activities, other brief announcements, and directives to staff City Clerk Ayala spoke about the City of Vernon SPOOKtacular event and the positive response it received. Chair Gustafson expressed interest in participation in future City events. The Business and Industry Commission came to a consensus to send condolences to the recent passing of former Vernon Mayor Leonis Malberg. Senior Deputy City Attorney Brian Byun briefly spoke about a recent rule change from the AQMD. A brief dialogue ensued between the Commission and Staff regarding the shaping of the legislation and the reporting. 3.
