IN THE CITY HALL COUNCIL CHAMBER, LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA MEMBERS PRESENT:Robert Wendoll, William Davis, Stan Stosel, and Jack Whalen MEMBERS ABSENT:Eric Gustafson, Jack Cline, and Douglas Pittman The meeting was called to order at 9:00 a.m. by Vice-Chair Wendoll, who also led the flag salute. City Clerk Maria Ayala conducted roll call, and announced there were no changes to the agenda. PUBLIC COMMENT Vice-Chair Wendoll announced that this was the time allotted for public comment and inquired whether anyone in the audience wished to address the Commission. The public will also be given a chance to comment on matters which are on the posted agenda during Commission deliberation on those specific matters. No public comment provided. ELECTION 1.Election of Chairperson and Vice Chairperson to serve until the next annual election Recommendations A.Find that election of chairperson and vice chairperson does not constitute a “project” pursuant to section 15378(b)(2) of the Guidelines to the California Environmental Quality Act (“CEQA”), because it constitutes an administrative activity; and even if the adoption of the proposed did constitute a project, it would be exempt from CEQA in accordance with Section 15061(b)(3), the general rule that CEQA only applies to projects that may have an effect on the environment; and B.Elect one of its members as Chairperson for a one year term; and C.Elect one of its members as Vice Chairperson for a one year term It was moved by Davis and seconded by Stosel to elect Vice-Chair Wendoll as Chair. The Commission had questions and offered comments regarding the following: Measure R as it compared to the unsuccessful Measure Q from the 2017 election; the amount of expected revenue to be generated from Measure R; the impact on the City’s Utility bond covenant; support from the business community for Measure R; need for alternative forms of revenue for the general fund after the Measure’s 10 year sunset; etc. Administrator Fandino and Finance Director William Fox, provided responses accordingly. 4 Regular Vernon Business and Industry Commission Meeting Minutes February 8, 2018 Page 3 of 3 Vice-Chair Wendoll requested that the PowerPoint presentation be made available to the Commission. The Commission had questions on how the State of California compared in the area of ‘renewables’ in comparison to the rest of the nation. General Manager Nguyen explained the State of Hawaii’s approach in the area. This is a presentation only. Finance Director William Fox provided a brief summary of the study and its purpose. Daniel Edds, Representative Capital Accounting Partners, LLC, provided a PowerPoint Presentation. Chair Wendoll inquired about the base models used for every department, staff clarified that it was a sample model displayed and that each department had a unique methodology applied. A dialogue ensued between staff and the Commission regarding full cost recovery and Senate Bill 100. The Commission came to a consensus to address renewable energy and Senate Bill 100 at a future meeting. Ayala City Clerk 8 Business and Industry Commission Agenda Item Report Agenda Item No. COV-373-2018 Submitted by: Abraham Alemu Submitting Department: Public Utilities Meeting Date: November 8, 2018 SUBJECT A Presentation on the Vernon Public Utilities Integrated Resource Plan Recommendation: No action required by the Business and Industry Commission. This is a presentation only. Backgroud: Vernon Public Utilities (VPU) will provide a brief presentation on the City’s Integrated Resource Plan (IRP). In the upcoming years, the City faces multiple challenges in the areas of electric resource supply and services requirements. Compliance with state regulations such as SB 350, as further amended by SB 100, will increase the requirements of renewable energy supplies and greenhouse-gas emissions reduction. Additional areas of interest impacting VPU are maintenance of reliable and cost effective service to ratepayers, new and expanding distributed and demand side resources (including doubling energy efficiency savings). With the purpose of creating an inclusive long-term plan addressing these upcoming challenges to guide future decisions, the City of Vernon has been working on a comprehensive IRP. This presentation is intended to keep stakeholders apprised of the process employed in developing a comprehensive IRP for the City. Fiscal Impact: None. ATTACHMENTS  9
