2017-05-11 BIC MinutesMINUTES OF THE REGULAR VERNON BUSINESS AND INDUSTRY COMMISSION MEETING OF THE CITY OF VERNON HELD THURSDAY, MAY 11, 2017, AT 9:00 A.M. IN THE CITY HALL COUNCIL CHAMBER, LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA MEMBERS PRESENT: Eric Gustafson, Robert Wendoll, Jack Whalen, Jack Cline, Douglas Pittman, and William Davis MEMBERS ABSENT: Stan Stosel The meeting was called to order at 9:04 a.m. by Chair Gustafson, who also led the flag salute. There were no changes to the agenda. PUBLIC COMMENT Chair Gustafson announced that this was the time allotted for public comment and inquired whether anyone in the audience wished to address the Commission. The public will also be given a chance to comment on matters which are on the posted agenda during Commission deliberation on those specific matters. No public comment provided. MINUTES 1. Minutes of the Regular Business and Industry Commission Meeting held November 10, 2016 2. Minutes of the Special Business and Industry Commission Meeting held March 6, 2017 It was moved by Wendoll and seconded by Davis to approve the minutes from the Regular Business and Industry Commission Meeting held November 10, 2016 and the Special Business and Industry Commission Meeting held March 6, 2017. Motion carried, 5-0. Energy Resources Outlook Presented by: Abraham Alemu, Electric Resources Planning & Development Manager Electric Resources Planning & Development Manager Abraham Alemu provided a PowerPoint Presentation. A lengthy dialogue ensued between staff and the Commission regarding solar power, wind power, and other possible energy integrations. At the conclusion of the presentation the dialogue shifted towards costs, consumption, generation, other impacts affecting energy, and fund transfers. 4. Capital Improvement Projects (CIP) Overview Presented by: Ali Nour, Utilities Engineering Manager Utilities Engineering Manager Ali Nour provided a PowerPoint Presentation. DISCUSSION ITEMS AND POSIBLE DIRECTIVES TO STAFF 5. The West Santa Ana Branch Transit Corridor and the City’s Vision Study Public Works Interim Director Kevin Wilson introduced the item. Lillian Burkenheim Silver, Eco-Rapid Transit Representative, and Adam Maleitzke, Gruen Associates, provided a detailed overview of the vision study through a PowerPoint Presentation. A lengthy dialogue ensued between staff, project consultants, and the Commission about current rail usage, rail routes, possible transit stations & routes, and other aspects of the vision study. 6. Business and Industry Subcommittee Report Commissioner Cline provided the oral report. A dialogue ensued within the Commission about the mission and goals of the Business and Industry Commission. City Clerk Ayala reported out the voter outcome of the Measure Q election, and responded to other Commission question regarding Vernon elections, turnout, and outreach. A dialogue ensued between staff and the Commission on the reasons why Measure Q was unsuccessful and the possible introduction of a new Measure in the future. City Clerk Ayala noted that on a consensus from the Commission, a mission statement would be agendized on the next meeting.
