Background: At its January 7, 2020 meeting, the City Council established a Temporary Advisory Committee comprised of the entire Vernon City Council body for the sole purpose of evaluating the prospect and feasibility of veteran housing opportunities in Vernon. Based on the City’s current limited zones designated for residential use, re-zoning and other land use studies would be necessary to determine a suitable location for a veteran housing development. This process of assessing the feasibility and prospects for the development of veterans housing in Vernon will be carried out as part of the City’s comprehensive mixed-use plan. Establishing a mixed-use specific plan is an important step in determining the viability of a veterans housing project as studies and data collection will identify various opportunities and constraints that the City may leverage to enable successful developments within City limits. With its proximity to the Arts District and the rest of Downtown Los Angeles, the west side of Vernon presents significant opportunity for new development. Public Works Director Dan Wall will provide an overview of the City’s plan and goals to re-vitalize the west side of Vernon, and specifically, how veterans housing can be incorporated into the mixed-use plan. Background: In consideration of the expressed interest in exploring opportunities related to veterans housing, City staff has invited the City of Santa Ana to provide valuable project-specific insight to the Veterans Housing Temporary Advisory Committee. Santa Ana's Veteran's Village has been called a "sanctuary of stability and hub of hope” by media – such as the Orange County Register and ABC7. Santa Ana’s Veterans Village is a three-story, 75-unit supportive housing development. Families at Veterans Village have immediate access to critical onsite supportive services, including employment assessment, training, and job placement as well as much-needed mental health services. Santa Ana's Veterans Village is an example of a unique solution to modern veterans housing. The presentation is designed to offer a conceptual framework for the potential development of veterans housing in Vernon. Fiscal Impact: There is no fiscal impact associated to this report.
