Mayor Lopez called the meeting to order at 9:00 a.m.

APPROVAL OF THE AGENDA
MOTION
Mayor Pro Tem Ybarra moved and Council Member Davis seconded a motion to approve
the agenda. The question was called and the motion carried unanimously.
ELECTION
1. Results of the City of Vernon April 13, 2021 General Municipal Election
Recommendation: Adopt Resolution No. 2021-09 reciting the facts of the General
Municipal Election held on April 13, 2021, declaring the results and such other matters as
provided by law.
City Clerk Pope presented the staff report.

MOTION
Council Member Davis moved and Mayor Pro Tem Ybarra seconded a motion to adopt
Resolution No. 2021-09 reciting the facts of the General Municipal Election held on April
13, 2021, declaring the results and such other matters as provided by law. The question
was called and the motion carried unanimously.
City Clerk Pope administered the oath of office to Leticia Lopez, Council Member.
Mayor Lopez thanked the community and her family for its support of her reelection.
The City Council reorganized with Melissa Ybarra as Mayor and William “Bill” Davis as
Mayor Pro Tem.
PUBLIC COMMENT
Marisa Olguin commended Council Member Lopez on her reelection.
Rosemary Vivero, Los Angeles County Fire, introduced Acting Assistant Fire Chief Robert
Harris and Battalion Chief Al Yanagisawa.
Susie Ybarra thanked the City for the Easter event. She recognized City Administration
and the Council Members who supported distribution of the vaccine. She expressed
surprise over the claim by Mirna I. Tovar Rodriquez, Consent Calendar Item No. 5. She
stated housing should be considered a privilege and she would be suggesting the Housing
Commission update the rental agreement to terminate the lease for any malicious acts
putting the City at risk.
Juliet Goff, Kal Plastics, congratulated Council Member Lopez on her reelection.
2. Sexual Assault Awareness Month and Denim Day Proclamation
Recommendation: Proclaim the month of April 2021 as “Sexual Assault Awareness
Month” and Wednesday, April 28, 2021 as “Denim Day” in the City of Vernon.
City Clerk Pope presented the Proclamation declaring the month of April 2021 as “Sexual
Assault Awareness Month” and Wednesday, April 28, 2021 as “Denim Day” in the City
of Vernon.
3. Fiscal Year 2021-2022 Budget Overview
Recommendation: No action required by City Council. This is a presentation only.
Finance Director Williams presented an overview of the proposed Fiscal Year 2021-2022
Budget.

CONSENT CALENDAR
MOTION
Mayor Pro Tem Davis moved and Council Member Lopez seconded a motion to approve
the Consent Calendar. The question was called and the motion carried unanimously.
The Consent Calendar consisted of the following items:
4. Approval of Minutes
Recommendation: Approve the April 6, 2021 Regular City Council meeting minutes.
5. Claims Against the City
Recommendation: Receive and file the claim submitted by Mirna I. Tovar Rodriguez in
the amount of $100,000.
6. City Payroll Warrant Register
Recommendation: Approve City Payroll Warrant Register No. 778, for the period of March
1 through March 31, 2021, totaling $2,274,777.12 and consisting of ratification of direct
deposits, checks and taxes totaling $1,459,218.46 and ratification of checks and electronic
fund transfers (EFT) for payroll related disbursements totaling $815,558.66 paid through
operating bank account.
7. Operating Account Warrant Register
Recommendation: Approve Operating Account Warrant Register No. 65, for the period of
March 21 through April 3, 2021, totaling $10,622,812.36 and consisting of ratification of
electronic payments totaling $10,426,074.68 and ratification of the issuance of early checks
totaling $196,737.68.
8. Fire Department Activity Report
Recommendation: Receive and file the January 2021 Report.
9. Police Department Activity Report
Recommendation: Receive and file the February 2021 Report.
10. Sale of Surplus Vernon Police Firearm Accessories and Tools to HudsonGunner LLC
Recommendation: Approve and authorize the City Administrator to execute the Agreement
for the Sale of Surplus Equipment with HudsonGunner LLC, in substantially the same form
as submitted, for the sale of surplus Vernon Police firearm accessories and tools, with
proceeds equating to $6,389.
11. Services Agreement with SDI Presence LLC. for Enterprise Resource Planning
System Implementation Project Management
Recommendation: Approve and authorize the City Administrator to execute the Services
Agreement with SDI Presence LLC, in substantially the same form as submitted, for project
management services for Enterprise Resource Planning (ERP) system implementation, in
an amount not to exceed $819,000 for a three (3) year term.
12. Amendment No. 1 to Paragraph 10 to the Collateral Annex with Southern California
Edison (SCE) and Approval of the Certificate of the Vernon Public Utilities General
Manager of the City of Vernon Authority
Recommendation: A. Approve and authorize the General Manager of Public Utilities to
execute Amendment No. 1 to Paragraph 10 to the Collateral Annex to the Edison Electric
Institute (EEI) Master Power Purchase and Sale Agreement between Southern California
Edison (SCE) and the City of Vernon, in substantially the same form as submitted, for the
purpose of increasing the City's credit line when buying and selling power and resource

adequacy capacity to or from SCE; and B. Approve and authorize the General Manager of
Public Utilities and the City Administrator to execute the Certificate of the Vernon Public
Utilities General Manager of the City of Vernon Authority with SCE.
13. COVID-19 Resident Grant Assistance Program Update
Recommendation: Receive and file the report.
14. Verizon Wireless Standard Agreement Amendment
Recommendation: Authorize an additional amount of $10,000 to be expended on Contract
IT -0062 with Verizon Wireless for the City's Multi-Protocol Label Switching (MPLS)
service.
NEW BUSINESS
15. Services Agreement with Aon Risk Insurance West, Inc.
Recommendation: Approve and authorize the City Administrator to execute a three-year
services agreement with Aon Risk Insurance, Inc. (Aon), in substantially the same form as
submitted, to perform professional property/casualty insurance broker of record services
through fiscal year 2023-24 for a total amount not to exceed $277,500.
Finance Director Williams presented the staff report.
Marisa Olguin thanked the Finance Department for implementing best practices.
MOTION
Council Member Lopez moved and Council Member Gonzales seconded a motion to
approve and authorize the City Administrator to execute a three-year services agreement
with Aon Risk Insurance, Inc. (Aon), in substantially the same form as submitted, to
perform professional property/casualty insurance broker of record services through fiscal
year 2023-24 for a total amount not to exceed $277,500. The question was called and the
motion carried unanimously.
16. Contract Award to Haul-Away Rubbish Service Co. for City Contract No. CS-0894
for Refuse Collection, Recycling, and Waste Disposal Services
Recommendation: A. Accept the bid proposal from Haul Away Rubbish, Inc. as the lowest
responsive and responsible bidder for the Refuse Collection, Recycling, and Waste
Disposal Services and reject all other bids; and B. Approve and authorize the City
Administrator to execute contract CS-0894 in the amount of $257,922 for Refuse
Collection, Recycling, and Waste Disposal Services for various City locations, for a period
not to exceed three (3) years.
Public Works Director Wall presented the staff report.
MOTION
Council Member Lopez moved and Mayor Pro Tem Davis seconded a motion to: A. Accept
the bid proposal from Haul Away Rubbish, Inc. as the lowest responsive and responsible
bidder for the Refuse Collection, Recycling, and Waste Disposal Services and reject all
other bids; and B. Approve and authorize the City Administrator to execute contract CS-
0894 in the amount of $257,922 for Refuse Collection, Recycling, and Waste Disposal

City Administrator Fandino welcomed the new Los Angeles County Fire Staff and
discussed the ammonia release at Randall Foods on April 20, 2021. He commented on the
successful COVID-19 vaccinations.

Staff.

CLOSED SESSION REPORT
Interim City Attorney Alvarez-Glasman reported that the Council, with all five members
present, met in Closed Session, and discussed the items on the agenda. He announced that
the Council unanimously approved an amendment to the agreement for authorized
attorney’s fees in the case of Jerry Chavez v. City of Vernon – Los Angeles Superior Court
Case No. BC719460 and the settlement agreement in the case of City of Signal Hill
(including the City of Vernon) v. Central Basin Municipal Water District – Los Angeles
Superior Court Case No. 19STCP03882.
