The Vernon CommUNITY Fund and Vernon City Council are dedicated to enriching the local community, and promoting higher education is aligned with our overall mission to contribute to the betterment of the Southeast Los Angeles County region. Vernon leaders are excited to offer the VCF Scholarship to students who are committed to investing in their education for a brighter future. The City Council of the City of Vernon and governmental entities for projects and programs that benefit those residing and working in Vernon and its surrounding areas. Sections of the Vernon Municipal Code were adopted by the City Council to establish the e the basic guidelines and operational procedures for said Committee and its officers, including those related to the allocation of funds and the processes for reviewing and ranking applications and awarding grants. Since its inception in 2014, the VCF Grant Committee has awarded nearly $ million in grants to non-profit organizations in the Vernon Area. Over the years, the Grant Committee has sought to expand the work of the Vernon CommUNITY Fund in meaningful ways. The VCF Scholarship Program began as a concept, but quickly gained traction amongst Vernon leaders. The program was deemed to be a great opportunity for the VCF to establish a personal, viable connection with youth in the Vernon Area while supporting their pursuits of higher education and, in turn, elevating the region as a whole by ensuring that the career goals of students in our community are more attainable. On October 16, 2018, the Vernon City Council authorized the Grant Committee to proceed with the implementation of the VCF Scholarship Program. The implementation of this program is the result of much thought, planning, and care. It has been designed with a true philanthropic mindset. It is the hope of the Vernon CommUNITY Fund and Vernon City Council that the VCF Scholarship Program will be a vehicle that offers many motivated, exceptional young people a path to accomplish their academic and career goals. Vernon CommUNITY Fund Scholarship Grant Agreement Vernon CommUNITY Fund Scholarship Program Applicant Package I.Vernon CommUNITY Fund Scholarship Program Guidelines The Vernon CommUNITY Fund Scholarship Program focuses on 12th grade students living in the Vernon Area (which includes the cities of Vernon, Maywood, Bell, Huntington Park, Commerce, the area within the City of Los Angeles known as Boyle Heights, and the unincorporated area known as East Los Angeles). Scholarship Criteria Vernon Municipal Code (VMC ) Section 2.166(a)(vi) sets forth the specific selection criteria for scholarship recipients and will be the specific standards used to identify qualified applicants who, ultimately, will be recommended as scholarship recipients. Selection criteria have been identified to clearly define the profile of the scholarship recipient. Many factors will be considered when evaluating scholarship applicants. Scholarship criteria financial need, academic achievement, and the geographic distribution of scholarships. The scholarship criteria support the purpose of the Vernon CommUNITY Fund, which was established to provide charitable contributions in support of improved quality of life, strengthening of families, and affirmation of communities in pursuit of bright futures. The Vernon CommUNITY Fund Scholarship Program was created to provide disadvantaged youth in the Vernon Area the opportunity to achieve success in their post-secondary educational endeavors. Award Criteria Financial need (30 points) Community/extracurricular involvement and leadership (30 points) Academic achievement (20 points) Awards and recognition (10 points) Personal and/or family attributes and values (10 points) Eligibility 12th grade students enrolling in a post-secondary educational institution with full-time status who reside in the Vernon Area (as defined above) may submit an application for a Vernon CommUNITY Fund (VCF) Scholarship. Specific eligibility standards are identified within this section. In order to be considered for award, applicants must meet all of the following detailed criteria: Graduating High School Senior Achievement of a Minimum Weighted Grade Point Average of 2.0 in high school level coursework for trade school or two-year College applicants; or Minimum Weighted Grade Point Average of 2.5 in high school level coursework for four-year College/University applicants at the time of VCF Scholarship application submission Vernon CommUNITY Fund Scholarship Program Applicant Package Pursuit of a two-year or four-year Degree from accredited College/University; or pursuit of Trade School Certification Full-time enrollment at post-secondary educational institution of choice (minimum of 12 units for college) at the time of award Immediate transition into a post-secondary educational institution upon graduation from high school (must begin post-secondary coursework within 6 months of graduation) Residency in the Vernon Area (U.S. Citizenship is not required); minimum Area residency of 12 months Demonstration of strong leadership skills and responsibility (successfully communicated in scholarship application) Active in extracurricular activities (i.e., school/community involvement/employment/internship) A minimum of 20 hours of community service from 9th grade to first semester of 12th grade Not a City of Vernon employee or a legal dependent of a City of Vernon employee, Vernon City-appointed official, or Vernon City-elected official Application Procedures The information requested on the application is a reflection of the selection criteria designated for the VCF Scholarship Program. The following question and answer section (Q&A) addresses issues related to the VCF Scholarship application process: Q: Where and when are scholarship applications available? A: Beginning on January 1st of each year, applications will be available on the Vernon CommUNITY Fund website: www.vernoncommunityfund.org Q: Where should scholarship applications be submitted? A: Students may submit their complete application packages to the Vernon City Hall City Administration Office. Contact information is available on the website if any questions or technical issues arise during the application submission process. Q: When are scholarship applications due? A: The Vernon CommUNITY Fund will accept scholarship applications through the last Thursday in March. Q: What additional information/documents must accompany the scholarship application? A: As per the eligibility criteria noted above, students must submit proof that they reside and have resided for at least 12 months in the Vernon Area (e.g. utility bills); most recent report card; evidence of GPA with high school transcripts; sworn statement (found on the Vernon CommUNITY Fund website in scholarship applicant package) of a teacher or program director/supervisor with knowledge that applicant has performed the minimum amount of community service; and evidence of extracurricular activities. Although not required, students may also include letter(s) of recommendation, and/or letter(s) from post- secondary educational institution(s) along with their scholarship application. Vernon CommUNITY Fund Scholarship Program Applicant Package Q: How and when will the scholarship award winners be notified? A: Scholarship grant applicants recommended for award will be reviewed at the regular VCF Grant Committee meeting in May. Applicants selected for award will be notified within one week of scholarship award via email. Q: How and when will the scholarship awards be disbursed? A: Award disbursement will occur in June, with checks directly mailed to scholarship grantees. The VCF Grant Committee retains the right to withhold scholarship grants in any given year if no candidate is determined to be qualified. Additional Considerations Scholarship amount will be based on applicant competition and funds available for award Personal interview of scholarship applicant may or may not be required, and shall be determined after initial review of applicant pool Applications may be summarily denied, with or without prior notification to the applicant, if any statements or representations in the application and supporting materials are found to be untruthful, dishonest, or misleading Selection Procedures Procedures for selection of award will mirror the current process used for the award of direct service grants and capital grants through the Vernon CommUNITY Fund. The initial evaluation of a scholarship application will be a joint effort amongst City staff and consultant, Jemmott Rollins Group (JRG). Ultimately, the application of any candidate(s) recommended for award will be brought to the Vernon CommUNITY Grant Committee in May for deliberation and approval(s) of grant(s). The VCF Scholarship Program is designed to benefit a broad class of beneficiaries through an objective process that is nondiscriminatory in nature. Vernon CommUNITY Fund Scholarship Program Applicant Package II.Vernon CommUNITY Fund Scholarship Program Timeline A VCF Scholarship Program Timeline has been established based upon the calendar year. In summary, applications are accepted beginning January 1st through the last Thursday in March of a given year. In May, the Vernon CommUNITY Fund Grant Committee will select scholarship grantees. Funds for scholarship awards will be dispersed in June to all scholarship grant recipients. (Please insert your essay following this page) Autobiographical Statement Going to college has always been one of my greatest educational goals and ultimately, my most empowering dream. This dream began with my first ever role model and inspiration, my mother. To me, my mother is my motivation and by far, my biggest supporter. She never fails to encourage me and whenever she sends me an email reminding me about college deadlines or school events, I just smile. I am so fortunate to have her in my life and I want her to know that all of her sacrifices were worth it. Her catching the 4 am bus at the bus stop down the street to get to school and every hour that she stayed up studying preparing for her exams during college, while at the same time carrying me, was worth it. Taking my little brother and me with her to class at UCLA because there was no one else that could take care of us, was worth it. The ambitious and determined adolescent that I am is a product of her hard work and dedication. We may have the same name, but we have not faced the same obstacles in life. I will never be able to fully understand the various difficulties she had to overcome as a young mom pursuing postsecondary education, but I understand why receiving higher education is so important. Through my experiences as a female Mexican-American student, I grew up realizing that life for minorities and women, like my mother, came with so many expected and unexpected obstacles. Many of the women that raised me and that I was surrounded by as a little girl, carried not just the weight of the household tasks and children,but also the discrimination of sexism. Over time, I learned that these women had had their own dreams and goals for their future, but they were held back by those that were ignorant of the fact that women are also capable of being successful. The impact of these firsthand experiences are what have influenced my current educational and career goals. I am proud to be a young,Latina and because of this, I aspire to be part of the wave of women in my generation that pursue an education in STEM. My educational goals as of now begin with me graduating as the valedictorian of my senior class. After high school, I plan on attending a four-year university where I will major in biomedical engineering with a minor in computer science. At my future university,my goals are to get an internship and gain research experience within my major. Moving forward into my higher education, the highest degree that I plan on pursuing is my doctorate degree.I am determined to keep studying even after I receive my doctorate so that I can further develop my skills and create positive connections with others. My greatest career goal is to become a biomedical engineer. I would like to work in third world countries so that I can bring new technological advancements, help create solutions to health issues, and change the cost of healthcare for those that have been deprived of medical treatment. There are many students that limit themselves when it comes to their post-secondary education and goals because the financial aspect of it is a huge burden. It will increase my chances of continuing into graduate school while relieving some of the financial barriers. From a young age, I started helping out my community and volunteering at events that they provided for those in need. It began with my curiosity about the well-being of those in my community. The City of Huntington Park hosted the Greater Los Angeles Homeless Count every year and I never fully comprehended the purpose of this event until I actually began to volunteer. My family faced near homelessness when both my brother and I were little kids. I wasn’t aware of the seriousness of the situation at that moment,but as I grew up I realized that many people face homelessness every day of their lives. It is a huge issue that is prevalent throughout our society, yet I feel like it is overlooked and neglected at times. As a little girl, I didn’t know the difference between living in a house or an apartment,or simply not having a roof over my head. Now that I am older, I can see how it affects and sometimes even destroys the lives of so many people. This is why I started to volunteer at the homeless count hosted by my city. The purpose of the Greater Los Angeles Homeless Count is to ensure that every one of our neighbors experiencing homelessness in our communities is counted.It is a step towards ending homelessness in our country and helping improve the lives of others who aren’t as fortunate as us. My community helped me by teaching me the values of responsibility, integrity, and leadership. I learned how to become a selfless leader and how it can help a low-income, minority populated community like my own become aware of the issues in our environment. I give back to my community because I want to help provide opportunities for other people just like my community helped me. Applying to this scholarship is one of those opportunities that I have and if I was to receive this scholarship, it would become my hope that I can pursue a post-secondary education. Vernon CommUNITY Fund Scholarship Grant Agreement Vernon CommUNITY Fund Scholarship Program Applicant Package I.Vernon CommUNITY Fund Scholarship Program Guidelines The Vernon CommUNITY Fund Scholarship Program focuses on 12th grade students living in the Vernon Area (which includes the cities of Vernon, Maywood, Bell, Huntington Park, Commerce, the area within the City of Los Angeles known as Boyle Heights, and the unincorporated area known as East Los Angeles). Scholarship Criteria Vernon Municipal Code (VMC ) Section 2.166(a)(vi) sets forth the specific selection criteria for scholarship recipients and will be the specific standards used to identify qualified applicants who, ultimately, will be recommended as scholarship recipients. Selection criteria have been identified to clearly define the profile of the scholarship recipient. Many factors will be considered when evaluating scholarship applicants. Scholarship criteria financial need, academic achievement, and the geographic distribution of scholarships. The scholarship criteria support the purpose of the Vernon CommUNITY Fund, which was established to provide charitable contributions in support of improved quality of life, strengthening of families, and affirmation of communities in pursuit of bright futures. The Vernon CommUNITY Fund Scholarship Program was created to provide disadvantaged youth in the Vernon Area the opportunity to achieve success in their post-secondary educational endeavors. Award Criteria Financial need (30 points) Community/extracurricular involvement and leadership (30 points) Academic achievement (20 points) Awards and recognition (10 points) Personal and/or family attributes and values (10 points) Eligibility 12th grade students enrolling in a post-secondary educational institution with full-time status who reside in the Vernon Area (as defined above) may submit an application for a Vernon CommUNITY Fund (VCF) Scholarship. Specific eligibility standards are identified within this section. In order to be considered for award, applicants must meet all of the following detailed criteria: Graduating High School Senior Achievement of a Minimum Weighted Grade Point Average of 2.0 in high school level coursework for trade school or two-year College applicants; or Minimum Weighted Grade Point Average of 2.5 in high school level coursework for four-year College/University applicants at the time of VCF Scholarship application submission Vernon CommUNITY Fund Scholarship Program Applicant Package Pursuit of a two-year or four-year Degree from accredited College/University; or pursuit of Trade School Certification Full-time enrollment at post-secondary educational institution of choice (minimum of 12 units for college) at the time of award Immediate transition into a post-secondary educational institution upon graduation from high school (must begin post-secondary coursework within 6 months of graduation) Residency in the Vernon Area (U.S. Citizenship is not required); minimum Area residency of 12 months Demonstration of strong leadership skills and responsibility (successfully communicated in scholarship application) Active in extracurricular activities (i.e., school/community involvement/employment/internship) A minimum of 20 hours of community service from 9th grade to first semester of 12th grade Not a City of Vernon employee or a legal dependent of a City of Vernon employee, Vernon City-appointed official, or Vernon City-elected official Application Procedures The information requested on the application is a reflection of the selection criteria designated for the VCF Scholarship Program. The following question and answer section (Q&A) addresses issues related to the VCF Scholarship application process: Q: Where and when are scholarship applications available? A: Beginning on January 1st of each year, applications will be available on the Vernon CommUNITY Fund website: www.vernoncommunityfund.org Q: Where should scholarship applications be submitted? A: Students may submit their complete application packages to the Vernon City Hall City Administration Office. Contact information is available on the website if any questions or technical issues arise during the application submission process. Q: When are scholarship applications due? A: The Vernon CommUNITY Fund will accept scholarship applications through the last Thursday in March. Q: What additional information/documents must accompany the scholarship application? A: As per the eligibility criteria noted above, students must submit proof that they reside and have resided for at least 12 months in the Vernon Area (e.g. utility bills); most recent report card; evidence of GPA with high school transcripts; sworn statement (found on the Vernon CommUNITY Fund website in scholarship applicant package) of a teacher or program director/supervisor with knowledge that applicant has performed the minimum amount of community service; and evidence of extracurricular activities. Although not required, students may also include letter(s) of recommendation, and/or letter(s) from post- secondary educational institution(s) along with their scholarship application. Vernon CommUNITY Fund Scholarship Program Applicant Package Q: How and when will the scholarship award winners be notified? A: Scholarship grant applicants recommended for award will be reviewed at the regular VCF Grant Committee meeting in May. Applicants selected for award will be notified within one week of scholarship award via email. Q: How and when will the scholarship awards be disbursed? A: Award disbursement will occur in June, with checks directly mailed to scholarship grantees. The VCF Grant Committee retains the right to withhold scholarship grants in any given year if no candidate is determined to be qualified. Additional Considerations Scholarship amount will be based on applicant competition and funds available for award Personal interview of scholarship applicant may or may not be required, and shall be determined after initial review of applicant pool Applications may be summarily denied, with or without prior notification to the applicant, if any statements or representations in the application and supporting materials are found to be untruthful, dishonest, or misleading Selection Procedures Procedures for selection of award will mirror the current process used for the award of direct service grants and capital grants through the Vernon CommUNITY Fund. The initial evaluation of a scholarship application will be a joint effort amongst City staff and consultant, Jemmott Rollins Group (JRG). Ultimately, the application of any candidate(s) recommended for award will be brought to the Vernon CommUNITY Grant Committee in May for deliberation and approval(s) of grant(s). The VCF Scholarship Program is designed to benefit a broad class of beneficiaries through an objective process that is nondiscriminatory in nature. In summary, applications are accepted beginning January 1st through the last Thursday in March of a given year. In May, the Vernon CommUNITY Fund Grant Committee will select scholarship grantees. Funds for scholarship awards will be dispersed in June to all scholarship grant recipients. While this might seem like a juvenile reason to choose nursing as my perfect career choice,the examples continued throughout my life.I want to become a nurse because working with others and helping them would make me happy.I am a very social person,and I can use it to my advantage since I have always been in love with the medical field.When I was eight,I told my parents I wanted to be an anesthesiologist, probably not knowing what one did.Now that I am older,it has morphed into nursing with my ultimate goal of becoming a nurse anesthetist.The high school I attend is STEM-focused.I have taken very rigorous math and science courses and have taken every AP class possible.I exhausted all the math offerings by junior year because I took rigorous math courses over the summers to advance. Although I grew up in a Spanish-speaking home, I have excellent communication and language skills and have taken multiple AP English courses where I scored a four on the exam. I am also fluent and proficient at reading and writing in Spanish and have many years of experience translating documents since my mother speaks and reads only Spanish. Utilizing my strong bilingual skills in the nursing field will benefit others. I have witnessed the divide and struggle between my mother and English-speaking medical professionals. At my current high school in Boyle Heights, I have received the Principal's Honor Roll and the Student Recognition award every semester throughout high school. I am thrilled to have been invited into UCLA’s pre-licensure nursing program,with an acceptance rate of only 2%. My parents are my primary motivation to attend college.Growing up, I noticed how hard they worked and how little they earned. They always mentioned that getting a degree meant that I would work but not as hard as they had to for the little income they made. Whenever there was a choice between public or charter schools, my parents always decided to enroll me in charter school since I would have better opportunities. Even though my parents did not get a chance to go to college, they’ve always recognized the importance of obtaining a good education.I would benefit from Vernon Community Scholarship Fund to pay loans, cover personal expenses,travel/commute expenses, housing, etc. Our Expected Family Contribution at $21,000 is still very unaffordable for my family. I know that I will need additional financial help to attend UCLA. Although I have had prominent leadership roles, such as Junior Class Vice President and this year's Class President, I have expressed nursing leadership skills with my family. For the past four years, I have taken on a significant role in caring for my brother's children. My brother is in the U.S. Airforce and gets deployed often; I offered my help in taking care of his children. I drive up to Sacramento to watch over my seven-year-old niece and my three-year-old twin nephews. Every summer, it is my job to oversee them while their parents work. I schedule meals, organize bathing routines, play games, and read to them. This past October, I spent the whole month with the children assisting with online school while my sister-in-law worked overnight shifts and my brother was deployed to New York. I needed to organize my time well since I was also managing my academics virtually.Through this experience, I took on a parental caregiving role and gained the trust of my brother and his children. Right before I left for Sacramento, my father was diagnosed with pre-diabetes. I became quite concerned since he is relatively young at 47 years old. I created a diet for him to lose not only weight but also lower his blood sugar. My father is obese, so I had to find a way for him to eat well and workout in a healthy way that would apply to his specific condition.Before my departure, I set him up on a regimen and checked in with him daily via FaceTime. My father lost 55 pounds in four months and regulated his blood sugar thanks to my positive influence. Taking on these responsibilities has helped me expand my leadership and caretaking skills, directly related to my nursing career choice. I intend to be as motivating, reliable, and compassionate to my future patients as I am with my father and my brother's children. In March 2019, I was diagnosed with Polycystic Ovarian Syndrome (PCOS). PCOS causes enlarged cystic ovaries, obesity, depression, acne,and hair loss--a laundry list of the worst possible things a teenage girl could experience. Another symptom,infertility, I would be retested for at 18. I proceeded to find comfort through eating, attempting to fill empty and depressed feelings, so getting on a scale became my greatest fear as I watched the numbers grow bigger.During the next five months, I experienced a severe change in myself, not in a healthy way. In September of that same year, I decided not to allow this disorder to control my life, mentally or physically. I joined Students Run Los Angeles and made it my goal to lose weight and become healthier.I changed my diet by eating fewer carbohydrates and sugar, and soon after, I began running. I started with one mile and gradually increased my mileage. While training, I started losing weight, and as a result,my blood pressure and menstrual cycle regulated. Running was an outlet for me to forget about my worries and allowed me to focus on breathing and letting go.The culmination of my many months of training was running 26.2 miles in the L.A Marathon on March 8th,2020. After being diagnosed with PCOS, I discovered ways to access support. While I have always enjoyed helping others, I finally had the opportunity to be a successful advocate for myself.The camaraderie I experienced with my new running friends was a great mental benefit to me during this time, but the nurses at the hospital taught me about self-care. They suggested specific diets, gave me helpful resources, and, most importantly, made me feel at ease. My care team’s attention to detail, compassion,and bilingual communication are skills that I also share. Having an interest in a medical field career since I was ten, this personal experience solidified nursing as a major for me. My experience also demonstrates my ability to problem solve effectively, which is another quality of an excellent nurse. SchŽlaƌƐhiƉ Cƌiƚeƌia Vernon Municipal Code (VMC ) Section Ϯ.ϭϲϲ(a)(vi) sets forth the specific selection criteria for scholarship recipients and will be the specific standards used to identify qualified applicants who, ultimately, will be recommended as scholarship recipients. Selection criteria have been identified to clearly define the profile of the scholarship recipient. Many factors will be considered when evaluating scholarship applicants. Scholarship criteria financial need, academic achievement, and the geographic distribution of scholarships. The scholarship criteria support the purpose of the Vernon CommUNITY Fund, which was established to provide charitable contributions in support of improved quality of life, strengthening of families, and affirmation of communities in pursuit of bright futures. The Vernon CommUNITY Fund Scholarship Program was created to provide disadvantaged youth in the Vernon Area the opportunity to achieve success in their post-secondary educational endeavors. A͗ Beginning on January ϭst of each year, applications will be available on the Vernon CommUNITY Fund website: www.vernoncommunityfund.org Q͗ Where should scholarship applications be submitted? A͗ Students may submit their complete application packages to the Vernon City Hall City Administration Office. Contact information is available on the website if any questions or technical issues arise during the application submission process. Q͗ When are scholarship applications due? A͗ The Vernon CommUNITY Fund will accept scholarship applications through the last Thursday in March. Q͗ What additional information/documents must accompany the scholarship application? A͗ As per the eligibility criteria noted above, students must submit proof that they reside and have resided for at least ϭϮ months in the Vernon Area (e.g. utility bills); most recent report card; evidence of GPA with high school transcripts; sworn statement (found on the Vernon CommUNITY Fund website in scholarship applicant package) of a teacher or program director/supervisor with knowledge that applicant has performed the minimum amount of community service; and evidence of extracurricular activities. Although not required, students may also include letter(s) of recommendation, and/or letter(s) from post- secondary educational institution(s) along with their scholarship application. A͗ Award disbursement will occur in June, with checks directly mailed to scholarship grantees. The VCF Grant Committee retains the right to withhold scholarship grants in any given year if no candidate is determined to be qualified.
