SUBJECT
City Hall Lighting Retrofit and Electrification Transportation Update
Recommendation:
No action is required. This is a presentation only.
Background:
Vernon Public Utilities (VPU) staff will provide an update on the City Hall Energy Efficiency
Lighting Project and VPU’s Electrification Transportation Plan.
At the end of 2021, VPU replaced nearly 1,800 indoor and outdoor light fixtures throughout
City Hall with light-emitting diode (LED) lights and sensors. LEDs are extremely energy
efficient, versatile, and durable. The amount of energy saved and greenhouse gas emissions
reduced by the recent lighting updates completed is equivalent to the amount of energy it
would take to power approximately 50 homes annually and what nearly 90 vehicles would
produce in greenhouse gas emissions in a year.
VPU also recently developed an Electrification Strategic Plan that outlines the areas VPU will
focus on to help advance electrification adoption, while taking into consideration Vernon‘s
unique customer base. Specifically, the Plan outlines a strategic approach to meet the
following goals of developing a wide range of electric offerings to support its residential and
business community, the creation of new rates that encourage demand response and help to
offset carbon footprint, and efforts to pilot test emerging technologies that would help the
business community meet legislative mandates.
The attached flyer summarizes the Electric Vehicle (EV) incentive program VPU provides its
residential customers for the purchase or lease of a new or used EV, and a separate incentive
for the installation of a level 2 charger at the place of residence.

Background:
The Public Works Department will provide a presentation highlighting recent events and
activities related to areas of interest for the Green Vernon Commission (GVC) including
climate change, air quality, sustainability, water resources, and natural resource conservation.
Staff will discuss the Urban Tree Summit and efforts to increase trees on City parkways, Clean
California Local Grant funds received for the construction of a City park, the Street Island
Desert Scape Project, and ongoing Railroad Clean-up efforts. Staff will periodically provide
updates on such initiatives and activities that benefit the community and are within the areas
of interest for the GVC.

NEW BUSINESS
1.Mandatory Organic Waste Disposal Reduction Ordinance
Recommendation: Discuss Senate Bill 1383 (SB 1383) requirements and the City’s Solid
Waste Management Program, in consideration of comments and feedback received from
the Business and Industry Commission and Green Vernon Commission SB 1383 Waste
Hauler Temporary Ad Hoc Committees; and recommend that the City Council adopt a
Mandatory Organic Waste Disposal Reduction Ordinance.
Health and Environmental Control Director Agyin presented the staff report.
In response to Commission questions, Health and Environmental Control Director Agyin
explained the timeframe for adopting the ordinance; and clarified the proposed small
businesses exemption, impact to residents, proposed education and outreach to businesses,
reporting process, hauler route consolidation, and two bin system.
BIC Vice Chair Andreoli explained CalRecycle’s plan to measure volume at the landfills,
statewide goals and enforcement action. He expressed concern with a third-party camera
monitoring his property.
The Commissions discussed proposed changes to the ordinance and directed staff to bring
back the proposed revisions.
MOTION
BIC Vice Chair Andreoli moved and GVC Commissioner Morfin seconded a motion to
direct staff to bring back a proposed ordinance for the Commissions consideration at a
future joint meeting. The question was called and the motion carried 12-0, BIC
Commissioner Williams absent.

Recommendation: Recommend that the City Council adopt the Organic Waste Disposal
Reduction ordinance.
Health and Environmental Control Director Agyin presented the staff report.
BIC Chair Cline expressed desire to hear from BIC Vice Chair Andreoli. City Clerk Pope
indicated he was going to try to join the meeting but might not be available.
Matthew Kotanjian, AA Rubbish, discussed the uniqueness of Vernon regarding organics
and difficulty in obtaining information from the customers. He asked if the City would
assist in gathering the data to ensure compliance.
In response to BIC Chair Cline, Mr. Kotanjian discussed their process and difficulties in
obtaining data from customers. He stated that customers were charged per container, not
the weight of the container.
In response to Commission questions, Health and Environmental Control Director Agyin
stated it was necessary for the businesses and haulers to collaborate to keep track of the
weight and content of waste. He stated the City would assist in informing the businesses

of the reporting requirements. He discussed the franchise and registration requirements for
haulers.
MOTION
GVC Vice Chair Franz moved and GVC Commissioner Perez seconded a motion to
recommend that the City Council adopt the Organic Waste Disposal Reduction Ordinance.
The question was called and the motion carried 8-3, BIC Commissioner Williams
dissenting; BIC Chair Cline and GVC Chair Morfin abstaining; and GVC Commissioners
Andreoli and Larios absent.
ORAL REPORTS
GVC Vice Chair Franz inquired as to the service provider other members utilized for internet and
expressed concern about the cost and speed of the City of Vernon service. BIC Commissioners
Sachdeva and Williams indicated they utilized BAI.

SUBJECT
Green Vernon Commission Work Plan and Budget for Fiscal Year (FY) 2022-2023
Recommendation:
A. Adopt the proposed Green Vernon Commission Work Plan and request for budget
authorization for FY 2022-2023; and
B. Direct staff to submit said work plan and budget to the City Council for review and
approval.
Background:
Vernon Municipal Code Section 2.44.060 directs the Green Vernon Commission to prepare an
annual work plan and request for budget authorization for review and approval by the City
Council. Accordingly, staff has drafted a proposed workplan and budget for FY 2022-2023 for
consideration by the Commission. The work plan outlines the goals and focus of the
Commission for the upcoming year. The proposed budget identifies grant funding available to
the Commission as well as anticipated expenditures for Commission related activities.
Fiscal Impact:
There is no fiscal impact associated with this report, but the Council would be asked to include
the amounts indicated in the proposed budget in the Health Department's Professional
Services (011.1060.595200), Travel (011.1060.596500) and Training (011.1060.596700)
account numbers.
