Background: The Green Vernon Commission consists of seven members including three Vernon Business Representatives, two Labor Representatives, and two Representatives that Engage in the Advancement of Environmental/Sustainability Issues. Members serve four-year terms, serving no more than two full consecutive terms. Chair Morfin was appointed as Chairperson on December 15, 2021, serving one consecutive term; therefore, he is eligible to continue to serve as Chair if the Commission so desires. City Hall Lighting Retrofit and Electrification Transportation Update Recommendation: No action is required. This is a presentation only. Public Utilities Assistant General Manager Dusenberry presented the staff report. In response to Commission questions, Assistant General Manager Dusenberry explained the City Hall light replacement project; potential partnership with Tesla for charging stations and incentives for businesses and employees. 2. Update from Public Works on: Urban Tree Summit, Clean California Local Grant, and City Beautification Efforts Recommendation: No action required by the Commission. This is a presentation only. Public Works Deputy Director Garcia presented the staff report. In response to Commission questions, Deputy Director Garcia discussed the tree analysis and cost of planting the trees Mario Dagonel, Tree People, expressed enthusiasm for the tree planting project and invited the community to participate in the survey. ORAL REPORTS Health and Environmental Control Director Agyin discussed the single use foodware accessories and standard condiment ordinance introduced at the April 19, 2022 City Council meeting. He announced the Electronic and Universal Waste Recycling Event on May 12, 2022 and City of Vernon Spring Clean-Up Day on May 7, 2022. City Clerk Pope reminded the Commission that applications were being accepted for the City’s Commissions and Committees. Direct staff to proceed with the process to update the City's Environmental Sustainability Action Plan adopted in 2011; and B. Appoint two members of the Commission to serve on a temporary ad hoc committee to work with the staff Steering Committee to provide support, guidance, and oversight of the Plan update project. Background: The City recognizes that a healthy and prosperous community strategically balances the economic, environmental, and social sectors of community planning. In 2011, the City developed an Environmental Sustainability Action Plan (Plan) as a detailed, long-range strategy to achieve sustainability in the sectors of greenhouse gas (GHS) emission, energy, transportation, land use, solid waste, water, biological resources, air quality, public health, and economic development. On September 16, 2020, the Green Vernon Commission (Commission) discussed the need to update the Plan to include Senate Bill 1383 mandates and metrics to track progress and evaluate accomplishments. The Commission requested that City staff determine the cost of updating the Plan. Due to the COVID-19 pandemic and its impact on City resources, the execution of the Commission's request to determine the cost of updating the Plan was delayed. Based on preliminary cost analysis, the consulting services to update the Plan was anticipated to exceed $50,000. Therefore, on May 10, 2022, pursuant to Vernon Municipal Code Section 3.32.080, the City published a Request for Proposal (RFP) for Environmental Sustainability Action Plan Technical Consulting Services. The City received two (2) proposals from qualified firms, including the service amount. Based on the results of the RFP the cost to update the sustainability plan is approximately $100,000. Staff is requesting direction to proceed with updating the Plan and for the Commission to appoint two members to a temporary ad hoc committee to work with the staff Steering Committee to provide support, guidance, and oversight of the Plan update project. Fiscal Impact: Funds for technical consulting services to update the Environmental Sustainability Action Plan were budgeted in Fiscal Year (FY) 2021-2022 Electric Fund, Administration Division Account No. 055.9000.596200. A mid-year adjustment will be made to the FY 2022-2023 budget to re- appropriate and utilize the funds. Attachments: None.
