Business and Industry Commission / Green Vernon Commission Agenda Report Meeting Date:March 15, 2023 From:Todd Dusenberry, General Manager of Public Utilities Department:Public Utilities Submitted by:Adriana Ramos, Administrative Analyst Subject Presentation on the Integrated Resource Plan Survey and Upcoming Outreach Efforts Recommendation No action required by the Commissions. This is a presentation only. Background The California Energy Commission (CEC) requires Publicly Owned Utilities, like Vernon Public Utilities, to create an Integrated Resource Plan (IRP) every five years. IRPs describe how utilities plan to meet their energy and capacity resource needs, policy goals, physical and operational constraints, and other utility priorities, while maintaining competitive rates. Public Utilities Code requires the CEC to review IRPs to ensure they meet various law policies and regulations, including greenhouse gas emission reduction targets and renewable energy procurement requirements. VPU completed its last IRP in 2018 and is currently in the process of updating its plan. VPU is using the contracted services of Ascend Consulting Services (Ascend) to assist in the IRP process. Together, VPU and Ascend will analyze the City’s electric demand forecast, review the City’s existing and proposed energy resources and programs, examine the City’s interconnections and distribution facilities, and assess renewable energy and Renewable Portfolio Standard compliance requirements. The IRP will provide a sustainable, comprehensive strategy to deliver reliable service, maintain competitive and stable rates, and achieve environmental goals, the City wishes to engage its stakeholders, like the Green Vernon Commission, BIC, Businesses, and residents to gauge interest to obtain renewable sources in the utility’s portfolio. VPU will provide a presentation that outlines its upcoming outreach efforts to help develop the IRP, including the introduction of a survey to get feedback.
