Mayor Lopez called the meeting to order at 9:00 a.m.

PRESENTATIONS
1. California Highway Patrol (CHP) 10851 Grand Theft Auto Recovery Award
Chief Sousa presented the California Highway Patrol (CHP) “10851” Grand Theft
Auto Recovery Award to Nicholas Mannino, Carlos Saldana, Patrick Cam, Teresa
Flores, and Luis Vasquez.
CONSENT CALENDAR
MOTION
Council Member Ybarra moved and Council Member Merlo seconded a motion to
approve the Consent Calendar. The question was called and the motion carried
unanimously.
The Consent Calendar consisted of the following items:
2. Meeting Minutes
Recommendation: Approve the February 21, 2023 Regular City Council meeting
minutes.
3. Conduct of Meetings via Teleconference
Recommendation: Receive and file update on teleconferencing provisions.
4. Claims Against the City
Recommendation: Receive and file the claims submitted by Lineage Logistics,
Vernon CA in the amount of $8,126.22, Keith Carrillo in the amount of $310.40,
and Michael Gallant in the amount of $2,109.46.
5. Operating Account Warrant Register
Recommendation: Approve Operating Account Warrant Register No. 104, for the
period of February 5 through February 18, 2023, totaling $13,645,135.71 and
consisting of ratification of electronic payments totaling $12,724,908.92 and
ratification of the issuance of early checks totaling $920,226.79.
6. Donation of Surplus Vernon Public Utilities Equipment to City of Roseville –
Electric Utility
Recommendation: Approve and authorize the City Administrator to execute the
Deed of Gift and Donation Agreement and Release with the City of Roseville –
Electric Utility, in substantially the same form as submitted, for the donation of 16
ABB ACS-600 Motor Drive Modules.
7. Professional Services Agreement with Fleming Environmental, Inc. for
Underground Storage Tank Removal
Recommendation: A. Find that the proposed action is categorically exempt under
the California Environmental Quality Act (CEQA) review, in accordance with CEQA
Guidelines Section 15301, because the project consists of the removal of existing
structures and equipment and involves no expansion of an existing use; and B.
Approve and authorize the City Administrator to execute a Professional Services
Agreement with Fleming Environmental, Inc., in substantially the same form as
submitted, for underground storage tank removal for a total amount not-to-exceed
$135,600, for a forty-five (45) calendar day term.

8. Public Works Department Monthly Report
Recommendation: Receive and file the December 2022 and January 2023 Public
Works Department Building Reports.
NEW BUSINESS
9. City Council Appointments to Outside Agencies
City Clerk Pope presented the staff report.
MOTION
Mayor Lopez moved and Mayor Pro Tem Larios seconded a motion to appoint
Council Member Merlo as the City’s delegate and Council Member Ybarra as the
City’s alternate representative for the Southern California Association of
Governments 2023 Regional Conference and General Assembly Business
Meeting. The question was called and the motion carried unanimously.
ORAL REPORTS
City Administrator Reports on Activities and other Announcements.
City Administrator Fandino invited comments on the City’s 2021-2029 Draft
Housing Element; discussed outreach conducted by City staff and WEA regarding
community health needs; and announced the Vernon Housing Commission
Meeting on March 8, at 6:00 p.m.; Spring Egg-Stravaganza on March 23, 5-7 p.m.;
Vernon Job Fair on April 6, 2023; and budget sessions beginning in April.
City Council Reports on Activities (including AB 1234), Announcements, or
Directives to Staff.
None.
ADJOURNMENT
Mayor Lopez adjourned the meeting at 9:09 a.m.
