Presentation of the Stakeholder Survey Results

Background
The California Energy Commission (CEC) requires Publicly Owned Utilities to create an
Integrated Resource Plan (IRP) every five years. IRPs describe how utilities plan to meet their
energy and capacity resource needs, policy goals, physical and operational constraints, and
other utility priorities while maintaining competitive rates. Pursuant to Public Utilities Code (PUC)
Section 9621, IRPs are reviewed by the CEC to ensure they meet various law policies and
regulations, including greenhouse gas emission reduction targets and renewable energy
procurement requirements. The City of Vernon (City) filed its last IRP in 2018 and is currently
creating its new plan.
On March 21, 2023, City Council approved a services agreement with Ascend Analytics, LLC
(Ascend) to assist in the development of an IRP. Together, the City and Ascend will analyze the
City’s demand forecast and energy efficiency programs, review the City’s existing and proposed
energy resources and programs, examine the City’s interconnections and distribution facilities,
and assess renewable energy and Renewable Portfolio Standard (RPS) compliance.
As the IRP will provide a comprehensive strategy to deliver reliable service, maintain competitive
rates, and achieve environmental goals, the City has sought guidance and feedback from its
stakeholders. To that end, Vernon Public Utilities provided questionnaires to community
stakeholders to gauge interest in important factors that will shape the utility’s future. The purpose
of this presentation is to present the survey results.

APPROVAL OF THE AGENDA
MOTION
BIC Commissioner Browne moved and BIC Commissioner Perez seconded a
motion to approve the agenda. The question was called and the motion carried,
BIC Commissioners Cline and Larios, and GVC Commissioners Daerr and Edry
absent.

PRESENTATIONS
1. Presentation on the Integrated Resource Plan Survey and Upcoming
Outreach Efforts
Recommendation: No action required by the Commissions. This is a presentation
only.
Public Utilities Integrated Resources Manager Raufdeen presented the staff
report.
In response to Commissioner questions, Public Utilities Integrated Resources
Manager Raufdeen stated the previous IRP was available on the City’s website.
He discussed means of promoting the survey and efforts to include prospective
stakeholders; renewable requirements and resources; efforts to meet the 2045
California mandate; and State mandates for both public-owned and investor-
owned utilities. He acknowledged the challenge of meeting State regulations while
prioritizing reliability and low rates. He confirmed the IRP would model renewable
options, and thus present the least cost gap necessary to achieve these goals. He
stated plans for converting MGS to become a green asset would also be included
in the IRP study. Public Utilities Business and Account Supervisor Serrano
explained that businesses utilizing solar were based on NEM (Net Metering
program), which prevented customers from over producing energy and thus could
not assist with meeting renewable requirements.
