Recommendation
Select one member to serve as Chair and one member to serve as Vice Chair for the term ending
June 30, 2024.
Background
The Vernon Housing Commission consists of seven members, including three residents (one
member of the City Council), three business representatives, and one employee of a Vernon
business. Members serve four-year terms, serving no more than two consecutive, full four-year
terms.
The current members are as follows:

Municipal Code Section 2.40.050 requires a Chairperson and Vice Chairperson from different
appointing categories and prohibits a member from serving as Chair for more than two (2)
consecutive terms.
Chair Goff was appointed as Chairperson on September 14, 2022, serving one consecutive
term; therefore, she is eligible to continue to serve as Chair if the Commission so determines.
Additionally, all other Commissioners are eligible to serve as Chair
The Commission should select a Chair and Vice Chair to serve through June 30, 2024.

Recommendation

Background
Staff will present the Quarterly City Housing Report, for the period from June 2023 through
August 2023. The report highlights rent, occupancy, inspections, and repairs. In conjunction
with the quarterly update, City staff will provide the Commission a summary of housing related
inquiries.

Public Works Director Wall presented the staff report.
MOTION
Commissioner Edry moved and Commissioner Spanks seconded a motion to
receive and file the June 2023 Quarterly City Housing Report. The question was
called and the motion carried 4-0, Vice Chair Nevarez, Jr., and Commissioners
Lopez and Ybarra absent.

Recommendation: Approve the March 8, 2023 Regular Vernon Housing
Commission Meeting Minutes.
NEW BUSINESS
3. Housing Lotteries for City-Owned Housing
City Clerk Pope presented the staff report and conducted the housing lotteries to
establish the randomized order to fill City-owned housing vacancies at 3390 50th
Street (two-bedroom apartment), and 3560 Vernon Avenue (two-bedroom house).
ORAL REPORTS
4. Brief Reports, Announcements, or Directives to Staff
Deputy City Administrator Kimmey reported that the May Resident Newsletter had
been distributed; the free blood lead testing was conducted on June 4, 2023 and
results indicated no elevated blood lead levels; and DTSC soil remediation for lead
had been completed at all Vernon housing. She announced the July 9, 2023
Summer Swim event.
City Clerk Pope and Chair Goff thanked Commissioner Spanks for his service on
the Housing Commission.

PRESENTATIONS
1. Amending Title 17 of the Municipal Code and General Plan to Allow Mixed
Use Industrial Zoning in Four Districts
Commissioner Ybarra indicated she had a conflict of interest due to her property
interest in the City and would recuse herself.
Commissioner Ybarra left the dais at 6:10 p.m.
Public Works Director Wall presented the staff report.
In response to Commission questions, Public Works Director Wall explained the
environmental impact report, which included traffic studies; stakeholder group of
17 members, including business owners; public notification provided; and
proposed live workspace.
MOTION
Commissioner Edry moved to mail notices to businesses separate from utility bills.
The motion died due to lack of a second.
MOTION
Chair Goff moved and Commissioner Padilla seconded a motion to receive the
presentation and recommend that the Council adopt amendments allowing Mixed
Use Industrial Zoning in four districts. The question was called and the motion
carried 4-0, (Vice Chair Nevarez, and Commissioners Froberg and Ybarra absent).
Commissioner Ybarra returned to the dais at 6:37 p.m.
ORAL REPORTS
2. Brief Reports, Announcements, or Directives to Staff
Administrative Analyst Figueroa reported on the Department of Toxic Substances
Control (DTSC) lead remediation of soil at Vernon Village Park Apartments and at
the City owned home on Vernon Avenue and its plans to distribute reimbursement
checks to residents that had relocated; and on the City’s successful Summer Swim
community outreach event at the Southeast Rio Vista YMCA.
