Background Staff will present the Quarterly City Housing Report for the period from March 2023 through May 2023. The report highlights rent, occupancy, inspections, and repairs. In conjunction with the quarterly update, City staff will provide the commission a summary of housing related inquiries. Fiscal Impact There is no fiscal impact associated with this report. In response to questions, Public Works Director Wall discussed the improvements in the Fruitland Avenue units, including flooring and tile replacement. MOTION Commissioner Lopez moved and Commissioner Ybarra seconded a motion to receive and file the March 2023 Quarterly City Housing Report. The question was called and the motion carried 6-0, Chair Goff absent. CONSENT CALENDAR MOTION Commissioner Lopez moved and Commissioner Froberg seconded a motion to approve the Consent Calendar. Revised Vernon Housing Commission Procedures Public Works Director Wall presented the staff report. Melissa Ybarra expressed confusion on the process for relocation of existing tenants. She explained the benefit of transfers to the City , as transfers often result in increased rent. In response to questions, Public Works Director Wall discussed the means of advertising; application process for specific units; timing for the application period; online applications; annual review and Commission approval of procedures; and transfer unit request process. MOTION Commissioner Edry moved and Commissioner Lopez seconded a motion to adopt revised New Tenant Lease Procedures and Occupant Relocation Procedures. Brief Reports, Announcements, or Directives to Staff City Administrator Fandino announced public review period for the Housing Element; WEA Outreach; distribution of the Residents Newsletter; Sustainability IRP Survey; Spring Event on March 23, 2023, from 5-7 p.m.; Job Fair on April 6, 2023; and General Municipal Election on April 11, 2023. Commissioner Lopez requested revisiting the new procedures in six months. CONSENSUS By consensus, the Commission agreed to revisit the procedures at its September 13, 2023 meeting. Background Pursuant to the New Tenant Lease Procedures, and to ensure that the selection process for new tenants remains equitable and transparent, the City conducts a housing lottery when a City- owned housing unit becomes available. The housing lottery is a random draw of all names on the Housing Interest and Unit Transfer lists and establishes a randomized order by which a vacancy shall be offered. The New Tenant Lease Procedures and housing lottery information are available on the City's website at www.cityofvernon.org/housing. Currently, the City has the following vacancies that require a lottery: •Two-bedroom apartment at 3390 50th Street; and •Two-bedroom house at 3560 Vernon Avenue. Pursuant to New Tenant Lease Procedures Section 2, the Notice of Available Housing was posted at City Hall on April 25, 2023; published in the Los Angeles Wave (Huntington Park Bulletin) on April 27, 2023; widely publicized on the City's website and social media outlets; sent via direct mail to Vernon businesses; provided to the Vernon Chamber of Commerce; and advertised on Zillow (and Zillow affiliated websites). The new online interest form submission system has yielded a tremendous response. Per New Tenant Lease Procedures Section 3 and Occupant Relocation Procedures Section B, all Interest Forms and Transfer Requests received by June 7, 2023, are included in the lotteries. Housing Interest and Unit Transfer Request Forms are available on the City’s website at cityofvernon.org/vernonhousinglottery.
