Recommendation:
A. Find that approval of the agreement proposed in this staff report is exempt from California
Environmental Quality Act(CEQA)review,because it is an administrative activity that will not
result in direct or indirect physical changes in the environment,and therefore does not constitute
a"project" as defined by CEQA Guidelines section 15378; and
B. Adopt the attached resolution appointing Keith S. Allen to serve as Director of Health and
Environmental Control of the City of Vernon effective January 18, 2018, and approving and
authorizing the execution of a related At-Will Employment Agreement.
