Recommendation:
A. Find that adoption of the resolution proposed in this staff report is exempt from the California.
Environmental Quality Act (" CEQA'), because adoption of the budget is the creation of a
government funding mechanism or other government fiscal activity that does not involve any
cornnitment to any specific project which may result in a potentially significant physical impact on the
environment and is therefore not a `project" as defined under Section 15378(b)(4). Further, even if
