Both the Element and the Ordinance describe the distribution and intensity limits for development. Ordinance 1270 aligns the Housing Overlay Zone with existing privately owned housing on Vernon Avenue in accordance with the Zoning Ordinance and in support of the General Plan's Housing Element, Goal H - 1 and Goal H-2 .
