The goal of Ordinance 1270 is to align the Housing Overlay Zone
with existing privately owned housing on East Vernon Avenue in
accordance with the Zoning Ordinance and in support of the
General Plan.

Use Element. Both the Element and the Ordinance describe the
distribution and intensity limits for development. Whereas the Land Use
Element sets forth the broad policies forfuture development, the Zoning
Ordinance provides specific detail, enforcement mechanisms,
development standards, and provides for deviations through
Conditional Use Permits, Variances, and amendments to the Zoning
Ordinance

Ordinance 1270 aligns the Housing Overlay Zone
with existing privately owned housing on Vernon
Avenue in accordance with the Zoning Ordinance
and in support of the General Plan's Housing
Element, Goal H - 1 and Goal H-2 .
