REGULAR MEETING.
A regular meeting of the Board of Trustees of the city of
Vernon~ Oounty of Los Angeles~ and State of California~ was held
on the 11tH day of Ilarch , 1915, at 2 0 I clock P. M. of
said day at the regular meeting place of said Board in said city
of Vernon. whioh said time and plaoe is the time and plaoe fixed by
ordinanoe for regular meetings of the said Board to be held.
There were present at suoh meeting Trustees~Kniffin, Leonis and
Furlong. Also City Attorney Williams.
There were absent from such meeting Trustee, Durbin and Stevens.

Resolution No. 140 in regard to applications for the transfer of
~Wholesale and retail liquor licenses was laid over.
~ . Thereupon Resolution No. 139 being a resolution of intention to
~ order the improvement of East 28th street (formerly Joy street) in
leai,d City of Vernon, from the Easterly line of Santa Fe Avenue to the
~erlY line of the Day Starr Tract, as per map recorded in Book 25,

Said resolution being in words and figures as follows, to-wit:
RESOLUTION NO. 139.
A Resolution of the Board of Trustees of the City of Vernon,
declaring its intention to orden certain street work done on East
Twenty-eighth Street in said City.
The Board of Trustees of the City of Vernon, California, do hereby
resolve as follows, to-wit:
That the public interest and convenience require and it is the
intention of the Board of Trustees of said city to order East Twenty-
eighth street, formerly Joy Street, in said city, from the Easterly
line of Santa Fe Avenue to the Westerly line of the Day Starr Tract, as
per map recorded in Book 25, pp~e 66, Miscellaneous Reoords of Los
Ancelee County, exoepting suoh portions thereof as are required by law
to be kept in order and repair by any person, firm or company, to be

improved in the following manner:
(a) That said street, between said limits, be graded to the
official grade, and that the roadway space thereof be paved with
hydraulic cement, concrete base and asphalt wearing surface, in
acoordance with Speoifications No. 11 and Plan and Profile No. 135
of said city.
(b) That a concrete gutter eighteen inches in width be oonstruoted
along both sides of the roadway space of said street, as per specifica-
tions No. 10 of said oity, and as per said plan and profile.
(c) That oement curb be oonstructed along both sides of the road
way space of said street, between the aforesaid limits, in accordance
with speoifications No.9, and also as per said plan and profile.
(d) That an eight inoh vitrified pipe sanitary sewer, together
with manholes, flush-tanks and other appurtenances, be constructed
in the said street between the said limits, in acoordance with Plan
No. 136 and Specifications No. 12 of said city, to which plan and
speoifications referenoe is hereby made for further partioulars.
All specifications herein referred to are on file in the offioe
of the City Clerk of said oity.
All plans and profiles herein referred to are on file in the
office of the City Engineer of said city.
The Board of Trustees determines that serial bonds shall be issued
to represent assessments of twenty-five dollars ($25.00) or over for the
oost of said work or improvement; said serial bonds shall extend over a
periOd ending nine years from and after the second day of January next
suooeeding the date of said bonds, and an even annual proportion of
the prinoipal sum thereof shall be payable by ooupon, on the second day
of January every year after their date until the whole is paid; and the
interest shall be paid semi-annually by ooupon, on the second days of
January and July, respectively, of eaoh year, at the rate of seven per
oent (?%) per annum on all sums unpaid, until the whole of said prinoipal
and interest is paid.
Said bonds shall be issued in acoordance with
the pro~sions of an act of the Legislature of the state of California,
entitled "An Aot to provide a system of street improvement bonds to
represent certain assessments for the cost of work and tmprovements
within municipalities, and also for the payment of such bonds, "

approved February 27th, 1893, and all acts supplementary thereto or
amendatory thereof.
The City Clerk is hereby directed to post a copy of this reso-
lution in three of the most pUblic places in the City of Vernon, to-wit:
one at the Northwest corner of Santa Fe Avenue and 37th Street; another
at the Northwest corner of Santa Fe Avenue and 38th Street, and another
at the front door of the City Hall of said city.
The Superintendent of streets is hereby directed to post notices of
street work along the line of said ~provement, in the manner and form
required by law, and also in the three public places hereinabove speci-
fied.
Resolution No. 137, adopted Janua~y 5th, 1915, is hereby rescinded
and abandoned.
T. W. Garr is hereby appointed Superintendent of streets for all
purposes connected with this improvement proceeding.
Adopted and approved this 16th day of March, 1915.

I hereby certify that the foregoing resolution was adopted by
the Board of Trustees of the City of Vernon. California, at its
meeting March 16th, 1915, and on said date was approved by the President
of the Board of Trustees of said city.

The President of the Board of Trustees was instructed to appoint a
committee to recommend lines and boundaries for residence districts.
Thereupon the President appointed Trustees Leonis and Kniff'1n to
serve with himself upon such committee.
The City Au41to~ filed his report with the Board and the Bame
was referred to a committee of the whole.
