REGULAR MEETING.

A regular meeting of the Board of Trustees of the city of
Vernon~ Oounty of Los Angeles, and State of California, was held
on the 20th day of April , 191 5, at 2 0' clock P. M. of
said day at the regular meeting place of said Board in said city
of Vernon, which said time and place is the time and plaoe fixed by
ordinance for regular meetings of the said Board to be held.
There were present at suoh m~tin~ Trustees, Kniffin, stevens
and Furlong. Also City Attorney wil11~as.
There were absent from such meeting Trustee, Durbin and Leonis.

The minutes of the meeting , held on April lOth
1915, were: read and approved.
The Clerk reported that he had received an application from
J. O. Chapin, J. J. Andrews and Jesse Miles to construct a building
upon certa.in property facing Santa Fe Avenue in the City of Vernon for
the purpose of establishing and maintaining a Christian Mission and
so much of the building as is not used for such purposes to be used
for a store building to aid in supporting the Mission.
Upon motion of Trustee stevens, said application was laid over
until such time as the full Boa~d of Trustees was present.
The City Attorney was instructed to order certain notices printed
for the improvement of streets etc. in front of property in the
City of Vernon, at a cost not to exceed approximately $5.00
The Olerk stated that it had been planned to deposit all funds
of the City in one bank under "General Fund" and transfer the money
in the First National Bank to the Merchants National Bank and that said
bank be instructed to pay all checks bearing the signature of the
treasurer only.
Said matter of making such transfer was laid over until a full
Board was present.

The City Engineer requested that the Board adopt an ordinance
orderir~ the Southern Pacific Company to lower its tracks on Alameda
street at the crossings located at 25th and 38th streets to correspond
with the official grade of the City of Vernon.
The City Attorney was instructed to prepare such an ordinance.
The City Engineer presented a map of Tract No. 2688 for acceptance
by the Board.
The Board promised to accept said map providing same was approved
by Trustee Leonis.

The Clerk reported that the following letter had been received
from the Los Angeles Foundry Company.

Gentlemen:-
Information has been brought to the writer from various sources
that the paving work now being done on 25th Street easterly from
Alameda st. to Santa Fe Ave. by E. R. Werdin, Contractor, does not
conform to the specifications which are a part of the contract for
the doing of this work.
The writer communicated with Mr. E. R. Werdin, and made the re-
quest upon him that he allow certain samples of the work to be taken
for the purpose of making tests to ascertain whether the specifications
were being complied with to the end that any question as to the suf-
ficiency of the work might be speedily ascertained without any extended
controversy.
This request was refused by Mr. Werdin, who stated
that he would not allow any samples to be taken~
This is a matter which affects not only our own oompany, but
your Board and all of the other property owners who will be assessed
to pay for this work, and I shall be glad to cooperate with you in
ascerte,ining whether the specifications are complied with.
I have taken this matter up with Smith-Emery & Company who have
agreed to act for me in rraking such analysis as may be necessary,
and I shall be glad to receive word from you that they will be allowed
to take samples from this work without any opposition on the part
of Mr. Werdin.
If your Board takes this matter up with Mr. Werdin, I

believe he will allow semples to be taken without any further objections
as, of course, the alternative will be litigation, which will tie up
the payment of his money and will be unpleasant for all parties con-
cerned.

Said letter was referred to the City Engineer for a reply.
The Board instructed the City Attorney to appear and re~esent the
city in the case of the Southern Pacific Company, vs. the City of
Vernon.
The Clerk reported that he had received the fOllowing letter.

Gentlemen:-
In reference to my application for a permit to erect, construct,
maintain and operate an asphalt mixing plant at the corner of Thirty-
seventh and Ross Streets, in your city, I beg to say that if said
permit is granted, allowing me to ITAintain my plant as in said appli-
cation requested, that I will cease the operation of the said plant
on or before the 1st day of January, 1916, and will remove the said
plant from the district in which it is now located.
