REGULAR MEETING.

A regular meeting of the Board of Trustees of the city of
Vernon} Oounty of Los Angeles, and State of California} was held
on the 1st day of June } 1915, at 2 0 I clock P. M. of
said day at the regular meeting place of said Board in said city
of Vernon, which said time and place is the time and place fixed by
ordinance for regular meetings of the said Board to be held.
There were present at such meeting Trustees, Furlong, Kniffin,
Durbin and Leonis. Also City Attorney Willia~s.
There were absent from such meeting Trustee, stevens.

The minutes of the meeting ) held on May 18th, 1915
and May 25th, 1915, were: read and approved.
The Wilshire Oil Company represented by George L. Machris,
presented an application for a permit to erect certain 1mprovements
for the purpose of refining crude oils.
The said application being in words and figures as follows, to-wit:

Gentlemen:-
Attached hereto is a ma.p or plat ilarked "EXHIBIT Aft shOWing Lots
5, 6, 7, 8 and 9 in Block A of the Day Starr Tract as recorded in
Book 25, page 66 of Miscellaneous Records of Los Angeles County.
California.
We also enolose you check for $25.00 to be used under your ordi-
nance relating to applications of this kind.
This application is an amended applioation to the one heretofore
:f11ed with you.
Said plat or map indicates the location of certain improvements
which we desire to erect upon said premises for the purpose of refining
crude oils and manufacturing by-products therefrom.
We will comply with all of the ordinances, regul~tione and rules
governing the eatablishment, maintenance and operation of such business.

An applioation was also received by the Board of Trustees from
the S. A. Thompson Oil Company and the Wilshire Oil Company, for a permit

to excavate and lay two three inch oil pipes in suoh excavation.
The said application being in words and figures as follows,
to-wit:
"May 27th, 191.5.
To the }Ionorable Board of Trustees
of the City of Vernon, California.
Gentlemen:-
We herewith enclose you a map or plat marked "EXHIBIT AU and by
reference thereto the red line indicates the line hereinafter described
of the certain pipes which we desire to lay.
For the purpose of laying said pipes, i.t will be necessary to
make exoavations.
The excavation to be about two (2) feet deep and about eighteen
hundred (1800) feet long and under your Ordinance No. 44, we herewith
enclose One Hundred Eighty (t180.00) Dollars which is deposited under
the terms of your ordinanoe No. 44 and to be returned to us upon our
having complied with the terms of Ordinanoe No. 44.
We desire to lay in the bottom of said excavation two three inch
oil pipe lines and will lay the same strictly in acoordance with the
requirements of your Engineer and street Superintendent and will striotly
follow aU the terms and provisions of your said Ordinance No. 44.
The undersigned S. A. Thompson Oil Co., ie an individual, to-wit
s. A. Thompson, doing business under the said firm name and the under-
sigbed Wilshire Oil Company is a co-partnership composed of George L.
Haohris, Alfred p. Machris and Victor A. Machris, doing bueiness under
said firm name of the Wilshire Oil Company.
There are no improved streets to be cut or crossed over or under.
In event there are any ordinances, rules and regulations, whether
adopted by your Board or any Commission having authority sO to do. which
would require for the purpose of protecting public health, publio wel-
fare or public sa.fety. tha,t the trenohes be made deeper, we will make
such trenches deeper promptly upon receipt of notice that the same is
required to be done.
We further ask that we be permitted to lay said two pipe lines

agreeing at all times to abide by any ordinance, rules, regulations or
laws now in force 01" hereafter adopted in reference thereto.
The description for the franchise applied for herein is as tollows:
Commencing at a. point on the South line of ]~ast 3?th street
(formerly Beulah st.) as per map of the Day starr Tract recorded in
Book 25, page 66 of Miscellaneous Records of Los An~eles County,
California, said point being one hundred fifty-two (152) feet Easterly
from the East line of Santa Fe Avenue; thence Northerly along the
~roduction southerly of a line which is parallel to and distant two
{2) feet Easterly from the Westerly 11ne of that certain alley in
Blocks "J". "H", "E" and "D" Day starr Tract aforesaid and the pro-
long~t1on of said line across E. 30th st., E. 29th St. and E. 28th St.
across E. 3?th St. thru said Block "J" acrose E. 30th at , through said
Block "H" across E. 29th st., through said Block "E" across E. 28th st.
through said Block "D" to a point distant one hundred eighty-two and
five tenths (182.5) teet from the Northerly line of E. 28th st. thence
one (1) pipe to run Easterly fourteen (14) feet across said alley to
Lot Eight (8), Block MD" aforesaid and one (1) pipe to continue Northerl;
along said line through said Block "D" thence Northerly along the pro-
longation of said line to a point distant forty-six (46) feet Northerly
from the Southerly line of said E. 2?th st. thence Easterly parallel to
and distant fourteen (14) feet trom the Northerly line of said E. 2?th
st. to a point, said point being at the intersection of said line with
the prolongation Southerly of the Easterly 11ne of Lot Six (6)_ Block
"AU Day starr Tract aforesaid; thence Northerly along the pro~ongation
of the Easterly line of said Lot Six (6) to the Northerly line of East
2?th street.

By resolution duly made and adopted, permits were granted to
both the S. A. Thompson Oil Co. and to the Wilshire Oil Company subjeot
to future action by the Board of Trustees.
The City Clerk reported that he had reoeived a request from the
County of Los Angeles that the City of Vernon take the necessary steps
to provide for the sprinkling of Fruitland Avenue where the County has
improved the ssme.
The matter was laid over for further oonsideration.
Ordinance No. 156 entitled an ordinance declaring it unlawful
for persons, firms or corporations to deposit or cause to be deposited
whether from a stear.a railway coach or trcdn or street railway,':e.r or
automobile or truck or otherwise any personal property whatever in a
public street, public alley or public place in the City of Vernon, and
prOViding a penalty for the violation of this ordinance. was introduced,
read and passed its first reading.
The City Marshal was instruoted to notify the Curtis Company not
to drive or permit to be driven any teams over the curb so 8S to break

or damage the same and that it take such steps as maybe necessary to co...

The President ot the Board, J4r. J. J. J'ur long and ur. Leonis
were appointe. a committee to see the Southern Ca11fornia Gas
Oompany in regard to installing gas in Bast Twenty-sixth street.
ordinance 1'0. 15'7 entitled an ordinance deolaring the 111tentlon
of the Board of Trustees of the City of Vernon, Oalifornia to ohange
ad establish the srade of the lIaster1y portion of Santa Fe Avenue,
from the Southerly line ot Fruitland Road to the Southerly oity
boundary, was introduoed, read and passed its first reading.
Thereupon the meeting ad.j ourned to meet asain on Tuesday the
8th d.., of June. 1915 at the hour of two 0 'clock p.. M. at the
regular meetine place of the :Board.

pany, the Southern Pacific Compe.ny and the L. A. Street Railway
Company in regard to their culverts where the same cross Santa Fe
Avenue.
The Pres ident of the Board, Mr. J. J. Fur long and Mr. r.Jeonis
were appointed a committee to see the Southern California Gas
Company in regard to installing gas in East Twenty-sixth street.
Ordinance No. 15? entitled an ordinance declaring the intention
ot the Board of Trustees of the City of Vernon, California to change
and establish the grade of the Easterly portion of Santa Fe Avenue.
from the Southerly line of Fruitland Road to the Southerly city
boundary. was introduced, read and passed its first reading.
Thereupon the meeting adjourned to meet again on Tuesday the
8th day of June, 1915 at the hour of two o'clock p. M. at the
regular meeting place of the Board.
