adjournment from the regular meeting held the 17th day of

17th 1915, were: laid over.
Ordinance No. 16eLentitled an ordinance fixing the amount of
money necessary to be raised by taxation upon taxable property in the
City of Vernon, as a revenue to carryon the various departments of said
city for the current year, not to exceed the limit fixed by law and to
pay the bonded or other indebtedness of said city, was read for the
second time and adopted.

Ordinance No. 161 entitled an ordinance declaring the intention
of the Board of Trustees of the City of Vernon, california, to change
and establish the grade of Ross Strre t, was read for the second time
and adopted.
Ordinance No. 162 entitled an ordinance fixing the tax rate
for the year 1915-16 to carryon the various departments of the muni-
cipal government of the City of Vernon, California, was read for the

bids for material to be furnished and work to be performed for doing

the improvement work on East Twenty-eighth street, formerly Joy street,
in the City of Vernon, from the Easterly line of Santa Fe Avenue to the
Easterly line of the Day star Tract, as per map recorded in Book 25,
page 66 of Miscellaneous Records; but as there was no quorum presept
and no business attended to on August 17th, 1915, the opening of said
bids was postponed until this meeting.
Thereupon the Clerk reported that he had received one bid from
the L. A. Paving Company.

WHEREAS, I am about to hand in and submit to the Board of Trus-
tees of the City of Vernon the foregoing bid or proposal, accompanied
with a certified check in the sum of $1000.00 for the performance of
the work therein mentioned (which includes the furnishing of neces-
sary and proper materials therefor,) under an invitation of said
Board of Trustees, contained in the notice or advertisement attached
to thi s bid or proposal. Now if thi 13 bi d or proposal shall be
accepted, and said work be awarded to me thereupon by said Board of
Trustees, and I shall fail or neglect to enter into a contract there-
for, and to execute the bond required, to the satisfaction of the
Street Superintendent, with two or more good and sufficient sureties ,
for the faithful performance of such contract on my part, as re-
qui red by the act of the Legislature of the State of California, en-
ti tIed "An act to provide for work upon streets, Ian es, alleys, courts,
places and sidewalks, and the construction of sewers in municipalities"
approved the 18th day of March 1885 and of the Acts mandatory thereof,

pay the same into the City Treasury to the credi t of the fund pro-

The Bond attached to the above bid is in words and figures as

as sureties are held and firmly bound unto the President of the Board
of Trustees of the City of Vernon, aforesaid, in the just and full
sum of One Thousand and 00/100 ($1000.00) Dollars, for the payment
whereof we hereby bind ourselves, our heirs, executors and adminis-
trators, jointly and severally, firmly by these presents.
Given under our hands and sealed with our seals, on this 17th
day of Au€~st, A. D. 1915.
Now the condition 0 f the foregoing obligation is such that
whereas, the above bounden principi L. A. Paving Co., is about
to hand in and submit to the Board of Trustees of the City of Vernon,
the foregoing bid or proposal, for the ~formance of the work therein
mentioned which includes the furnishing of all materials in compli-
ance with the specifications therefor, under an invitation of said
Board of Trustees, contained in the notice or advertisement, attached
to said bid or proposal: Now if the bid or proposal of said principal
L. A. Paving Co. shall be accepted and the said work awarded to said
Princip:i L. A. Paving 'Co. thereupon by said Board of Trustees, and if
said Principal L. A. Paving Co. shall fail or neglect to enter into
a contract therefor, and to execute an adequate bond to the satisfac-
tion of the Superintendent of streets of said City with two or more
good and sufficient sureties, conditioned for the faithful performance
of such contract on its part, in such case required by Statute, then

RESOLUTION NO. 143.
Resolution and Award of Contract for the Improvement of
East 28th Street in the City of Vernon.
RESOLVED, that the Board of Trustees of the City of Vernon, Cal-
ifornia, have, in open session on the seventeenth day of August, 1915,
opened, examined and publically declared all sealed proposals or bids
offered for the following work, to-wit, that East 28th Street, formerly
Joy Street, in the said city of Vernon, from the easterly line of
Santa Fe Avenue to the easterly line of Day Star Tract, as per map
recorded in Book 25, at page 66, in Miscellaneous Records of Los Angeles
County, be improved in the manner described in Resolution No.141, that
the Board of Trustees of the City of Vernon adopted May 18th, 1915,
to which resolution reference is hereby made for further description
of the said work, and hereby rejects all of said bids, except that
next herein mentioned, and hereby awards the contract for said work
to the lowest regular responsible bidder, ",o-wit: L. A. Paving Co., at
the prices mentioned in its proposal, on file for said work, to-wit:

Grading per lineal foot seventy cents
Curb per lineal foot thirty-four cents

The City Clerk is hereby directed to post notice of this award
in the manner requiree by law in three of the most public places in
the City of Vernon, to-wit: one at the north-west corner of Santa Fe
Avenue and 37th Street; one at the north6west corner of Santa Fe
Avenue and 38th Street; and another at the front door of the City Hall
of said City of Vernon.
Adopted and approved this seventeenth day of August, 1915.

"Pursuant to statute, and Resolution No. 143 of the Board of
Trustees of the City of Vernon, adopted August 24th, 1915, directing
this notice, notice is hereby given that the said Board in open session
on August 24th, 1915, opened, examined and publical1y declared all
sealed proposals offered for the following work, to-wit, that East
Twenty-eighth Street, formerly Joy Street, in said City of Vernon,
from the Easterly line of Santa Fe Avenue to the Easterl;y line of
Day star Tract, as per map recorded in Book 25, at page 66, Miscel-
laneous Records of Los Angeles County, be improved in the manner
described in Resolution No. 141 of the Board of Trustees o~the City
of Vernon adopted May 18, 1915, to which resolution reference is hereby
made for a further description of said work.
The Board of Trustees determines that serial bonds shall be
issued to represent assessments of Twenty-five Dollars or over for the
cost of said work or improvement; said serial bonds shall extend over
a period ending nine years from and after the second day of January
next succeeding thedate of said bonds, and an even annual proportion
of the principal sum thereof shall be payable by coupon on the 2nd
day of January every year after their date until the whole is paid;
and the interest shall be paid semi-annually by coupon on the second
days of January and July, respectively of each year at the rate of
seven per cent per annum on all sums unpaid until the whole of said
principal and interest is pid.
Said bonds shall be issued in accor-
dance with the provisions of an act of the legislature of the State
of California, entitled "An act to provide a system of street im-
provementbondsto represent certain assessments for the cost of work

and improvements within municipalities and also for the payment of
said bonds," approved February 27th, 1893, and all acts supplementary
thereto or amendatory thereof.
And thereafter, on the 24th day of August, 1915, by Resolution
of award No. 143 awarded the contract for said work to the lowest
regular responsible bidder, to, to-wit: L. A. Paving Co., at the prices
named in its proposal for said work on file, namely:

first blank the number of the resolution of award, and the other

copies. Then post in the three places mentioned, a copy of the
Notice of Award.
With the one posted at the Council Chamber door,
you should attach the specifications referred to in the Resolution
of Intention, which are numbers 11, 10, 9, 12.
