REGULAR MEETING.
A regular meeting of the Board of Trustees of the city of
Vernon, Oounty of Los Angeles" and State of California, was held
on the 7th day of Deoember, 1915, at 2 o'clook P.' M. of
said day at the regular meeting place of said Board in said city
of Vernon, which said time and place is the time and place fixed by
ordinance for regular meetings of the said Board to be held.
There were present at such meeting Trustees, Furlong, Kniffin,
Leonis.
There were absent from such meeting Trustee, stevens and Durbin,
President Trustee
Furlong.
presiding.
The minutes of the meeting , held on November
23rd,
1915 , were: laid over,
The Clerk reported that bids for the improvement of the South
end of Santa Fe Avenue were to have been received on the 23rd day
of November, 1915; but that there had been no bids received on that
day.
Thereupon the Clerk was instructed to re-advertise for bids
stating that the same would be reoeived and opened on the 21st day of
Deoember, 1915, and thereupon while the Board was still in session
the fOllowing Notioe to Contractors was duly and regularly posted:
"NOTICE INVITING BIDS FOR STREET WORK PROPOSALS."
"Pursuant to statute and to Resolution No. 145 adopted by the
Board of Trumees of the City of Vernon, California, Ootober 27th,
1915, directing this notice, said Board invites sealed proposals or
bids for the following street work to be done according to the plans
and specifioations for said work posted and on file.
That portion of SANTA FE AVENUE in said city lying East of
the center line of said Santa Fe Avenue and extending Southerly from
the production Westerly of the center line of Fruitland Road as shown
on map of Huntington Park Extension No.1, recorded in Book 8, page
181 of Maps, records of Los Angeles County, California, to its inter-
section with the production Easterly of the center line of Center
Avenue, sometimes oalled Center Street, as shown on map of the Hay
Tract, recorded in Book 29, page 2 of Miscellaneous Records of said
Los Angeles County and from thence Southerly to its interseotion with
the production Westerly of the South line of Lot 15, Block 6, Hunting-
ton Park Extension No.1 aforesaid, said line being the South oity

boundary line of said City of Vernon, a strip 80 feet wide being 40
feet either side of the oenter line exoepting suoh portions thereof
as are required by~w to be.kept in order and repair by any person,
f~m or oorporation to be improved in the manner desoribed in Resolu-
tion of Intention No. 144 adopted by said Board on the 21st day of
September, 1915, in acoordanoe with the plans and speoifications
therein referred to.
All of the herein proposed work shall be done in pursuance of
an act of the legislature of the state of California, entitled "An Act
to provide for work on streets, lanes, alleys, courts and places and
sidewalks, and for the construction of sewers within municipalities"
approved March 18th, 1885, and the several aots amendatory thereof
or supplementary thereto, and also in accordance with the plans and
speoifications therefor.
Said sealed proposals or bids are to be delivered to the under-
signed City Clerk of said city and Clerk of said Board of Trustees,
at his office in the city hall of said City of Vernon, on or before
two o'clook p. M. on Tuesday the 21st day of December, 1915.
Bidders must file with eaoh proposal or bid, either a oheck
payable to the order of the President of the Board of Trustees of
said city, certified by a responsible bank, for an amount whioh
shall not be less than ten per cent (10%) of the aggregate of the
proposal, or else a bond for said amount, payable as aforesaid, signed
by the bidder and two sureties, who shall ;w5-'* justify before an
officer competent to administer an oath in double said amount and
over and above all statutory exemptions.
The Board of Trustees determines that serial bonds ahall be
issued to represent a.sassments of Twenty-five Dollars ($25.00) or
over for the cost of said work or improvement; said serial bonds
shall extend over a period ending nine years from and after the
seoond day of January next succeeding the date of said bonds, and
an even proportion of the principal sum thereof shall be payable by
ooupon, on the second day of January every year after their date
until the whole is paid; and the interest shall be payable semi-annually
by coupon, on the seoond days of January and July respectively of each
year at the rate of seven per cent (7%) per annum on all sums unpaid,

until thewaole of said principal and interest is paid.
Said bonds shall be issued in accordance with the provisions of
an act of the Legislature of the State of California, entitled "An
Act to provide a system of streetiimprovement bonds to :represent cer-
tain -assessments for the cost of street work and ~prov.ments within
municipalities, and also for the payment of such bonds," approved
'ebruary 27th, 1893 and all acts supplementary thereto or amendatory
thereof.

Jlr. Pinney of Pinney & Boyle, appeared before the Board complain-
ing about the condition of 51st street. He claimed that during the
rainy seasons it was impossible to get a truck upon it and that it
was quite impassable.
Mr. Pinney stated that if the oity would
appropriate a oertain sum of money to put the street in better con-
dition along the side of his faotory, that Pinney and Boyle would
oontribute the balanoe.
Thereupon the Board agreed to appropriate $50.00 and no more far
the improvement of 51st street with the understanding that Pinney &
Boyle would cause the work to be done and when the same was finished,
the Board would pay the $50.00 toward the work.
Thereupon the meeting
