REGULAR MEETING.
A regular meeting of the Board of Trustees of the City of
Vernonl Oounty of Los Angeles, and State of Californial was held
on the 21st day of December ,191 5, at 2 0' clock P. M. of
said day at the regular meeting place of said Board in said city
of Vernon, which said time and place is the time and place fixed by
ordinance for regular meetings of the said Board to be held.
There were present at such meeting Trustees, stevens, Kniffin
and Furlong.
There were absent from such meeting Trustee, Leonis and Durbin.

The minutes of the meeting
held on December 7th, 1915
~l ,were: laid over.
The Clerk reported that this was the day upon whioh bids were
to be received for the improvement of the South end of Santa Fe
Avenue in accordanoe with the Notice duly and regularly posted
on December 7th, 1915.
He further stated that he had received
one bid from the L. A. Paving Company, in words and figures as
folloW's, to-wit:
"COI1TRACTOR'S PROPOSAL, WITH BOND.
City of Vernon, Dec. 21, 1915.
To the Honorable Board of Trustees of the
City of Vernon:
In oompliance with the annexed advertisement we hereby propose
and agree to perform the work and furnish materials in accordanoe
with the speoifi cations and to exeoute,..the contraot therefor, to
the satisfaction and under the supervision of the Street Superintendent
of the City, at the following prices, viz:

WHEREAS, I am about to hand in and submit to the Board of Trustees
of the City of Vernon the foregoing bid or proposal, acoompanied with
a certified check in the sum of $1000.00 for the performance of the
work therein mentioned (which includes the furnishing of necessary
and proper materials therefor), under an invitation of said Board of
Trustees, contained in the notice or advertisement attaohed to this
bid or proposal. Now if thie bid or proposal shall be accepted, and
said work be awarded to me thereupon by said Board of Trustees, and I

shall fail or neglect to enter into a contract therefor, and to
execute the bond required, to the satisfaction of the street Superin-
tendent with two or more good and sufficient sureties, for the faithful
performance of such contract on my part, as required by the act of the
Legislature of the state of California, entitled "An Act to provide
for work upon streets, lanes, alleys, courts, places and sidewalks,
and the construction of sewers in municipalities," approved the 18th
day of March, 1885; and of the Acts amendatory thereof, then and in
that case, I hereby authorize the President of the Board of Trustees
of the City of Vernon to present the certified check deposited with
him and collect the sum of .1000.00 as LIQUIDATED DAKAG~S for such
failures and neglect, and pay the same into the City'Treasury to the
credit of the fund provided for in said Act.

The Bond referred to in the foregoing proposal and which ~
made a part thereof, is in words and figures as follows, to-wit:
"BOND"
"Know all Men by these Presents: That we L. A. Paving Co., as
principal and E. J. Weinig and E. W. Koopman, as sureties, are held
and firmly bound unto the President of the Board of Trustees of the
City of Vernon, aforesaid, in the just and full sum of One Thousand
Dollars, for the payment whereof we hereby bind ourselves, our heirs,
executors and administrators, jointly and severally, firmly by these
presents.
Given under our hands and sealed with our seals, on this 21 day
of Deoember, A. D. 1915.
Now the condition of the foregoing obligation is such that
whereas, the above bounden principal, L. A. Paving Co. is about to
hand in and submit to the Board of Trustees of the City of Vernon, the
foregOing bid or proposal, for the performance of the work therein
mentioned which inoludes the furnishing of all materials in compli-
ance with the speoifications therefor, under an invitation of said
Board of Trustees, oontained in the notice or advertisement, attaohed
to said bid or proposal; Now if the bid or proposal of said Principal
L. A. Paving Co. shall be aocepted, and the said work awarded to said

Principal L. A. Paving Co., thereupon by said Board of Trustees, and
if said Principal, L. A. Paving Co. shall fail or neglect to enter
into a contract therefor, and to execute an adequate bond to the satis-
faction of the Superintendent of Streets of said City, with two or
more good and sufficient sureties. conditioned for the faithful per-
formance of such contract on L. A. Paving Co. part, in such case re-
quired by Statute, then and in that case the above named obligors will
pay to the said President of the Board of Trustees, of said City, the
full sum of One Thousand Dollars as liquidated damages for such failure
and neglect.

E. J. Weinig and E. W. Koopman, being severally
duly sworn, each for himself and not one for the other, says that he
is one of the sureties named in the foregoing bond, that he executed
the same, and that he is worth double the sum mentioned therein as
the penalty, over and above all his just debts and liabilities, and
exclusive of property exempt from execution.

The Notice inviting bids for street work proposals referred to in
the foregoing bid and which is made a part thereof is set out in full
in the minutes of December 7th, 1915 and reference is hereby made
thereto for a full, true and complete transcript thereof.
The foregoing bid was referr~d to the City Engineer to report on
at the next meeting.
An application from Two Boys Oil Company for a permit to build
a sheet iron shed and garage Was received. The permit was granted.

An application was received from the General Petroleum Company
for a permit to maintain a loading station on the West side of Santa
Fe Avenue NOrth of 37th Street.
The said application was denied.
A letter was received and read from the Board of Supervisors
announcing a meeting of the Los Angeles County Flood Control Associa-
tion to be held December 23rd. 1915.
Mr. Stevens and Mr. Furlong
were appointed to represent the Board at said meeting.
The following letter was received from the Paoific Telephone
and Telegraph Company:
Los Angeles. Ca1. Dec. 17, 1915
"To the Honorable Board of Trustees
and Officials of the City of Vernon,
Vernon. California.
Gentlemen:
Through the courtesy of the American Telephone and Telegraph
Company, Los Angeles is to have the first public demonstration of
transcontinental telephony aside from those given at the two
California Expositions.
This demonstration will take place at Hamburger's Arrow Theatre,
320 West 8th Street, at 7:30. 8:30, and 9:30 on the evenings of
December 22nd. 23rd and 24th.
We cordially invite you and your friends to be present to witness
this Triumph of Science.
Please advise B. G. Wright. 622 South Hill Street. Los Angeles,
telephone Main 6. as early as possible how many there will be in each
party and which performance will be attended.
Also inform the
attendant at the door of the arrival of your party.

Upon suggestion of Mr. Stevens, the City Attorney was instruc-
ted to write a letter to the Telephone Company aCknowledging the
invitation and accepting the same on behalf of the Board.
Mr. W. H. Daum who had presented a map on behalf of the Faotory
Site people for acoeptance by the city was not present at this meeting
to learn what action had been taken on the same and thereupon the City
Engineer was instructed to inform l~. Daum that Alameda Street should
be shown upon said map and when the same was done the Board would pass
upon it; and the matter went over one week.
