An adjourned regular meeting of the Board of Trustees of the City of Vernon, county of Los Angeles, State of ca.liforniaf was held on the 11 th day of January 1916, at 2 0' olock P. M. of said day at the regular meeting plaoe of said Board in said Oity of Vernon, whioh said plaoe is the place fixed by ordi- nanoe for regular meetings of said Board to be held, pursuant to adjournment from the regular meeting held the 4th day of 1916 , January There were present at suoh meeting Trustees, and Leonis. Kniffint Furlong There were absent from such meeting Truste€$ Durbin and stevens. President Trustee Furlong presiding. Th~ minutes of the~meeting , held on December 28tht 1915 and January 4th, 1916 , were: read and approved. George Curtis applied for a permit to move his SBphalt plant from its present location at the corner of 37th and Ross streets to 26th street and the Santa Fe tracks east of Santa Fe Avenue on Mr. Stevens property. Said permit was granted with the understanding that the proper map showing the location of said plant be filed. Thereupon the Clerk stated that he had received the following application from the General Petroleum Company: "To the Honorable Board of Trustees of the City of Vernont County of Los Angeles, State of California. Gentlemen: The undersigned hereby petitions your Hcnorable Body to issue a permit to lay and construct, maintain and operate a pipe line, of not exceeding eight (8) inches in diameter, for the purpose of transporta- tion and distribution of mineral oils and the products thereof, along a route and under and along those certain portions of the streets of the City of Vernon, County of Los Angeles, State of California, des- cribed as follows: Beginning at a point on the South side of Thirty-seventh street . a distance of one hundred ninety-seven and one-half (197-1/2) feet from Santa Fe Avenue, being the Northwest corner of the General Pipe Line Company of California's property; thenoe in a Northwesterly direction to an alley in the Day Star Tract; thence along said alley in a Northerly direction to Thirtieth Street; thence along Thirtieth Street 1/11/16 -1- Al0'2 ^'.,1' ",,' ~, ". .- ,,~ in a Westerly direction to Santa Fe Avenue; thence across Santa Fe Avenue in a Northwesterly direotion to a point one hundred thirty-two and one half (132-1/2) feet North of the center line of Thirtieth street. Respectfully submitted, GENERAL PETROLEUM COMPANY, By C. R. Stevens Seeretary. Los Angeles, California, January lOth, 1916." Thereupon a permit was granted to the General Petroleum Company to lay, construct, maintain and operate a pipe line over the afore- mentioned streets for a period not to exceed four years, the Board reserving the privilege of revoking said permit at its pleasure. The City Attorney reported to the trustees that he had written the fOllowing letter to the City Attorney of the City of Los Angeles. "December 28th" 1915 Albert Lee stevens, Esq., City Attorney of Los Angeles, Los Angeles, Cal. Dear Mr. stevens:- The Board of Trustees of the City of Vernon have requested me to ask you if it is possible for the City of Los Angeles to stop the estate of J. G. DeTurk, which either through the deceased's wife or through the deceased's personal representative, William Gaines, is dumping rubbish consisting of tin cans and general waste of various kinds in the bed of the Los Angeles River immediately North of the Southern line of the City of Los Angeles where it crosses the river, being the Korthern line of the City of Vernon where it crosses the river. The intersection between Los Angeles and Vernon is a short distance North of a concrete bridge recently erected by the City of Vernon in 26th street; and the dumping is causing the water to run to the East and is undermining the East pier of the bridge. The dumping started some time ago in the City of Vernon and we caused it to be stopped and thereupon the parties moved their ,~ ;[j'0 JL (;,;;.~-) 1/11/16 -2- dump a little further North in the City of Los Angeles and continue the obstructing of the stream. Is there anything the City of Los Angeles can and will do towards assisting the City of Vernon in preserving the bridge? The City Attorney further stated that in reply to the above letter he had received the fOllowing communication from the City Attorney of Los Angeles. "Deoember 29, 1915 Mr. Gesner Williams 710-14 Haas Building, Los Angeles, California. :My dear Mr. Williams: I have forwarded to the Counoil a oopy of your letter of December 28th, oomplaining of the dumping of rubbish in the Los Angeles River just above the Vernon City line, and have asked that the same be re- ferred to Committee for investigation and remedy. I believe the big oity and the little oity should work together in all these matters. Kindly acoept my very best Compliments of the Seasont and my well wishes for the ooming year.
