REGULAR MEETING.
A regular meeting of the Board of Trustees of the city of
Vernon) Oounty of Los Angeles, and State of California) was held
on the 15th day of Febru8,ry , 191 e, at 2 0' clock P. M. of
said day at the regular meeting place of said Board in said city
of Vernon, which said time and place is the time and place fixed by
ordinance for regular meetings of the said Board to be held.
There were present at such meeting Trustees, Furlong, stevens and
Kniffin.
There were absent from such meeting Trustee, Durbin and Leonis.

The minutes of the meetings, held on January 4th, 18th, and
191 6, were: read and approved.
25th,
An application was received from the Southern California Gas
Company for a permit to excavate a.t 2900 Santa Fe Avenue for the pur-
pose of installing a gas pipe.
Said application was granted.
This being the day upon which bids were to be received and
opened for a franchise for the right to place, erect and maintain
poles, wires and other appliances and conduits and to lay underground
cables for the transmission of electricity for fire alarm, night
watch supervision, burglar alarm, sprinkler supervisory, or other like
electric signaltng bus iness purposes, in, upon and under the streets,
alleys, avenues, thoroughfares and public places in the City of Vernon,
and to exercise the privilege of operating fire alarm, night watch su-
pervision, burglar alarm, sprinkler supervisory or other like electric
signal.ing business in said City of Vernon; the Clerk reported that
he had received one bid from the Los Angeles District Telegraph Company,
the same being in words and figures as follows, to-wit:

Dear Sir:-
Pursuant to Notice of Sale of Franchise on February 15th, 1916,
for the right to place, erect and maintain poles, wires and other
appliances and conduits and to lay underground cables for the trans-
mission of electricity for fire alarm, night watch supervision, burglar
alarm, sprinkler supervisory, or other like electric signaling business

purposes, in, upon and under the streets, alleys, avenues, thorough-
fares and public places in said City of Vernon, and to exercise the
privilege of operating fire alarm, night watch supervision, burglar
alarm, sprinkler supervisory or other like electric signaling business
in said City of Vernon:
The Los Angeles District Telegraph Company bids One Hundred
Dollars ($100.00) in gold coin of the United states for said franchise,
it being understood that this amourrt will represent the entire sale
cost to the Los Angeles District Telegraph Company and that our cer-
tified check No. 1143 amounting to $100.00 deposited with the Board
of Trustees on January 5th, 1916, guaranteeing expense for printing
and advertising the franchise may upon acceptance of this bid be used
for its Pur.chf1.Se.
The undersigned is authorized to sign this bid by the Company's
Board of Directors.

Thereupon the Board considered said bid and accepted the s~me
and the franchise was ordered struck off and awarded to the Los A~geles
District Telegraph Company.
Thereupon Ordinance No. 166 entitled an ordinance granting to the
Los A'1.geles District Telegraph Company a franchise for the right to
place, erect and maintain pOles, wires and other appliances and con-
duits and to lay underground cables for the transmission of electricity
for fire alarm, night watch supervision, burglar alarm, sprinkler
supervisory, or otl1er like electric signaling business purposes, in,
upon and under the streets, alleys, avenues, thoroughfares and public
places in said City of Vernon, and to exercise the privilege of
operating fire alarm, night watch supervision, burglar alarm, sprinkler
supervisory or other like electric signaling business in said City of
Vernon, was introduced, read and passed ita first reading.
Thereupon Resolution lTo. 149, bej.ng a resolution awarding the con-
tra,ct fox' the improvement of that portion of Ross street in the City of
Vernon extending from the South line of 37th Street, formerly Muriel
Aven':e, to the North line of 38th Street, formerly Jefferson Str(~et, as
shown on the corrected map of the Aldine Square Tract, a.s per map

Said Resolution No. 149 being in words and figures &RQ as follows:
"RESOLUTION NO. 149."
"Resolution of Award of Contract for improvement of Ross street
in the City of Vernon, California from the Southerly line of 37th Street
to the ITortherly line of 38th Street in said city, excepting such
portions thereof as are required by law to be kept in order and repair
by any person, firm or corporation.
WHEREAS, the Board of Trustees of the City of Vernon, California,
did in open session on the 25th day of January, 1916 publicly open,
examine and declare all sealed proposals or bids for doing the fol-
lowing work in said city, to-wit:
That portion of Ross Street in said City of Vernon, extending
from the South line of 37th Street, formerly Muriel Avenue,to the
North line of 38th street, formerly Jefferson Street, as shown on the
corrected map of the Aldine Squ8xe Tract, as per map recorded in Book
29, page 12 of Miscellaneous Records of the County of Los Angeles,
State of California, to be improved in the manner described in Resolu-
tion of Intention No. 146 passed by said Board on the 16th day of
November, 1915 in accordance with the plans and specifications referred
to; and,
~JAS it is resolved and determined in said Resolution No. 146
that serial bonds sha.1l be issued to represent assessments of $25.00
or over for the cost of said work or improvement; said serial bonds
shall extend over a period ending nine years from and after the 2nd
day of January next succeeding the date of said bonds, and an even
annual )I'oportion of the principal sum thereof shall be payable by

coupon on the 2nd day of January every year after their de.te until the
whole is paid, and the interest shall be payable semi-annually by coupon
on the 2nd days of January and July. respectively. of each year t at the
rate of seven per cent per annum on all sums so unpaid until the whole
of the principal and interest is paid.

in accordance with the provisions of the act of of the legislature of
the state of California, entitled "An act to provide a system of street
improvement bonds to represent certain assessments for the cost of
street work and improvements within municipalities, and also for the
payment of such bonds" approved Februe.ry 27th, 1893 and all acts
supplementary thereto or amendatory thereof.
RESOLVED:
That the~oard of Trustees of said city hereby rejects
all the proposals or bids except the n ex:t hereinunder mentioned, and
hereby awards the contract for doing said work or improvement to the
lowest responsible bidder, to-wit; L. A. Paving Company, a corporation,
at the pr ices named in their bid, as follows, to-wi t:
Paving per square foot, 17 cents.
Grading, per lineal foot 40 o e nt s .
Cemen t curb, per lineal foot, 30 cents.
Cenient gutters, per square foot 17 oen ts.
The City Clerk is hereby direoted to post a notioe of this award
in t}~ee of the most publio places in the City of Vernon; to-w.t; one
at the Northwest corner of Santa Fe Avenue and 37th street, another at
the Uorthwest corner of Santa Fe Avenue and 38th street, and another at
the front door of the City Hall in said city.
Said Clerk is also directed to attaoh a copy of the specifications
referred to in Resolution No. 146 to the copy of the Notioe of Award
which is to be posted at the front door of the City RaIl of said city.
Adopted and approved this 15th day of February, 1915.

work in its proposal or bid, as follows, to-wit:

Cement curb" per lineal foot
Cement gutters, per square foot

And it was resolved and determined in said Resolution of Intention
No. 146 that serial bonds shall be issued to repreeent aseessments of
$25.00 or over for the cost of said work or improvement; said serial
bonds to extend over a period ending nine years from and after the 2nd
day of January next... succeeding the date of said bonds, and an even
annual proportion of the principa,l sum thereof to be payable by coupon
on the 2nd day of January every year after their date until the whole
is paid, and the interest shall be payable semi-annually by coupon on
the second days of January and July respectively of each year, at the
rate of seven per cent per annum on all SUJYlS so unpaid until the whole
of the principal and interest is paid.
