ADJOURNED REGULAR MEETING.
An adjourned regular meeting of the Board of Trustees of the
Oity of Vernon, county of Los Angeles, State of california. was
held on the 22nd. day of August 191 6, at 2 0 I olook
P. M. of said day at the regular meeting p1aoe of said Board in
said Oity of Vernon, whioh said place is the plaoe fixed by ordi-
nance for regular meetings of said Board to be held, pursuant to
adjournment from the regular meeting held the 15th day of August
1916 ,
There were present at such meeting Trustees, Furlong, Leonis
and Kniffin.
There were absent from such meeting Trustees stevens and Durbin.
President Trustee Furlong presiding.
Th~ minutes of the meeting , held on August 15th,
1916 , were: laid over.
Ordinance No. 173 entitled an ordinance fixing the tax rate for
the year 1916-17 to pay the bonded or other indebtedness of said city
to carryon the various departments' of the municipal government
of the City of Vernon, Ca1ifornia.,... for the current year, was in-

traduced, read and passed its first reading.
Thereupon a letter was p~esented from William Guthrie, an
attorney of San Bernardino, in words and figures as follows, to-wit:
"William Guthrie

412-413 Katz Block,
San Bernardino, California.
Hon. Board of Trustees,
Vernon, Calif.
Gentlemen :-

I believe that your city has money due to it from your county
by reason of the reimbursement clause in Article XIII of the State
Constitution and of acts of the Legislature enacted in pursuance of
that Article.
To obtain this money, it if be determined to be due your city,
will probably necessitate an action in the Courts. I have made a very
careful study of the law in this regard and will shortly bring suits
for several cities, by whom I have been employed.
I would be very glad to obtain employment by your city in such
work, upon a contingent basis.
It is impossible for me to give any estimate of the amount which .

may be due, but in all probability it will amount to a oonsiderable
sum for your City.

Said letter was referred to the City Attorney who reported that
he had oommunioated with Yr. Guthrie and. had reoeived the fOllowing
reply from him:
"San Bernardino, California.
August 19th, 1916.
Mr. Gesner Williams,
710 Haas Building,
Los Angeles, Cal.
Dear Sir:
I have your letter of the 16th inst., in regard to reimbursement
from the County of Los Angeles to the City of Vernon.
This is
entirely satisfaotory to me.
I will oall on you the next time I am
in Los Angeles.
A suit will be brought for the City of San Ber-
nardino to test the proposition within the next few weeks.

Thereupon the meeting adjourned.
