M. of said day at the regular meeting plaoe of said Board in said city of Vernon. which said time and plaoe is the time and plaoe fixed by ordinanoe for regular meetings of the said Board to be held. There were present at suoh meeting Trustees, Furlong, Leonis and Yl.l1iffin. There were absent from suoh meeting Trustee~ stevens and Durbin. President Trustee Furlong presiding. The minutes of the meeting , held on December 5th, 191 6, were: read and approved. Ordinance No. 177 being an ordinance entitled an ordinance to reimburse the City of Vernon in a reasonable sum for the considera- tion of applications which are rejected, was introduced, read and passed its first reading. Ordinance No. 178 entitled an ordinance declaring the intention of the Board of Trustees of the City of Vernon to change and es- tablish the grade of East Twenty-seventh street from the East line of Santa Fe Avenue to the Easterly line of the Day star Tract, in the City of Vernon, County of Los Angeles, State of California, was introduced, read and passed its first reading. Ordinance No. 179 entitled an ordinance decla.ring the intention of the Board of Trustees of the City of Vernon to change and es- tablish the grade of East 52nd street from the West line of Santa Fe Avenue to the East line of Alameda Street in the City of Vernon, County of Los Angeles, State of California, was introduced, read and passed its first reading. Ordinance No. 180 entitled an ordinance declaring the intention of the Board of Trustees of the City of Vernon to change and establish the grade of East 37th Street from the East line of Santa Fe Avenue to the West line of Boyle Avenue, in the City of Vernon, County of Los Angeles, State \of California, was introduced, read and passed its first reading. The work herein provided for is to be done in accordance with the plans, profiles, and cross-sections on file in the office of the Ci ty 'Engineer of the Ci ty of Vernon, and in ) accordance wi t.ll the ordinance therefor, and all work s,nall, during its progre$s'Cdl1d on its completion, conform to the lines and levels which may, from time to time, be given by said City Engineer. -2- WORK. The work tobe done is as follows: 1.( To excavate or fill in the area upon which the pavement, hereinafter provided for, is to be constructed, to auch an extent and in such a marmer as may be required by the plana, profiles. cross-sections and specific,:ttions. 2. When mud or oUIer soft material is encountered, it shall be rOlled until the surface of the foundation ceases to sink under or creep in front of the roller. The Contractor, however, will not be required in such cases to excavate the mud or other soft material toa depth gre{"ter tnan two (2) feet below sub-grade. All filling shall be done with good sound earth or gravel. Whenever a fill ia to 'be made, the emba.nkment shall 'be brought vpin layers not exceeding one (1) foot 1n depth and eaCh layer shall be thoroughly dampened and rolled with a roller weighing not less than two hundred (200) pounds per lineal inch width of tire until it is firm,ly compacted. When special flooding is required, the Contractor ehall perform the same 1.n accordance \11i th the requirements as specifie4 on the plans. " No material of a perishable, spongy, or otherwise improper nature, shall be used in filling. The space over which fills are to be made shall first be cleared of all brush, timber, trash, or debris unfit for foundation. During the process of grading the street shall be maintaine4 in a reasonably good condition for traffic, care being taken to remove the surplus material as evenly as possible over the whole \ surfaoe of the street. Not more t,tlan one-half mile in length of any street shall be ploughed up before the laying of tne concrete base is begun; nor shall more than one..half mile in length of a.ny street be ( plOUgh.ed up in advance of the laying of the concrete base, except \ ~ 1....&..'.'..~....,.:. ~._.- 0/,' where there are car tracks on the street, in which case one side sha.ll be held intact until concrete base is begun on the other side. The Contractor shall at all times maintain proper , drainage on the street. The width of the street to be graded, unless otherwise specified on the pla.nsor in tlle Ordinance of Intention, sha.ll be held to mean the entire width of street from prop erty line to property line, nut the rQadway between the curb s and. prop erty lines shall be fini shed for its use as specifi ed herein. The spaces between the curbs and the property lines in cases where no cement walks are laid shall be graded to a plane rising at a rate of one quarter (1/4) inch in one (1) foot from the established grade at the curb line, and in cases where cement walks are constructed the spaces between the curbs and the walks or the walks and the property lines, as the case may be, shall be surfaced evenly wi th the tops of the curbs and walks. After a. block or section has been graded,a.s above specified, the surface shall be thoroughly drenched. with water and when sufficien Lly dry shall be rolled wi th a steam or gasoline roller weighing not less than four hundred (4~O) pounds to the lineal inCh width of tire until the surface is unyielding. Whenever pra.cticable the street shall be cross-rolled as well as rOll$d longitudinally. Depree sions J1'rade by rolling shall be leveled up with good earth and ~sain rolled. (a) CONSISTENCY. All c elJ1ent for set tests, test pats and nea.t briquettes will -be mixed N:i th suffic:ient water to reduce the cement to normal consistency as prescribed by the Committee of the American Society of Civil Engineers. Neat briquettes will be pressed into the molds by hand, and the mortar briquettes will be compacted by light tapping. A pat will then be kept in air at norma.l tempera.ture and ObserVed at intervals for at least twenty-eight (28) days. Another pat will, after having been kept in moist air twenty-four (24) hours, be pla.ced in water at normal terllperature. The surface shall then be rolled by a roller weighing not less than two hundred twenty-five (225) pouncis to the lineal inch width of tire.
