" A regular meeting of the Board of Trustees of the city of Vernon~ Oounty of Los Angeles, and State of California~ was held on the 16th day of January ~ 191 7, at 2 0' clock P. M. of said day at the regular meeting plaoe of said Board in said city of Vernon, whioh said time and plaoe is the time and plaoe fixed by ..... ordinanoe for regular meetings of the said Board to be held. There were present at suoh meeting Trustees, 'Furlong, Leonis, Kniffin and stevens. "\ There were absent from such meeting Trustee, Durbin. ~ Preside~ Trustee Furlong presiding. The minutes of the meeting , held on January 2nd, 1917 } were: laid over. An application was received from W. A. Henry for permission to haul refuse consisting of fresh vegetable matter from the Los Angeles Public Market through the City of Vernon was laid over for future .., action. The application of Tim Harnett for permission to haul garbage on Mondays and Fridays from the City of Huntington Park through the City of Vernon was referred to the Police Department. The application of R. G. Lamar for permission to establish a place of recreation for ~empers consisting of employees of the Federal Government of Los Angeles County, was laid over for further considera- tion by the Board. The City Attorney reported that he had received another letter from the Union Oil Company since the last meeting of the Board and that said letter was in the following words and figures: "LAW OFFICES OF ANDREWS TOLAlID & ANDREWS" "Union Oil Building Los Angeles January 3, 1917. Mr. Gesner Williams, Haas Building, Los Angeles, Cal. In re Vernon Franchise. Dear Sir:- Replying to;Paragraph 1 of your letter of December 20th, am very sorry that by inadvertance the word "destroyed" was used in my letter as there was no intention on my part to imply any wilfull destruction and in this connection allow me to make amendment to my letter by sug- gesting that the word "inadvertently" be inserted before "destroyed." 1/16/17 -1- ntrJ'.2 ~... p.....--; ;".~.-':;'~,'~".-~.;m"-"'" }",:","-',~:-:r~~:~;;~'''W]'!;',:r,,~"-,~St~~~~,:,>^ ... --"~..'r....~tP:'''':V''-~:; , In order to comply with your request of Paragraph 2 of your letter, accompanying this letter please find blue print map showing in detail all of the property now traversed by Union Oil pipe lines in the City of Vernon. This map is loaned you for your convenience. MDA:EF. Very truly yours, (Signed) M. D. Andrews." Thereupon the map accompanying said letter was ordered filed by the Board. The Board ordered that the unexpended money from the bond fund, amounting to $6221.02, be made a separate fund. The Clerk reported thRt he had received a letter from the West Coe.st Tile Company requesting that the city appropriate at least $200.00 for the repair of 52nd street in front of its property. Said matter was referred to Trustee stevens. Thereupon Resolution No. 151 was introduced, read and adopted. Said resolution being in words and figures as follows, to-wit: "RESOLUTION NO. 151." "W1il~REAS, it is claimed that this Board of Trustees did not fix the time for the hearing of certain appeals filed in connection with the work, the proceedings and the assessment for the improvement of 25th street in the City of Vernon, from the Easterly line of Alameda Street to the Westerly line of Santa Fe Avenue, and did not order the City Clerk to post notices of said hearing, although notices of such hearing were posted and the hearing was had, and, V1ID'!1REAS, there has now' been presented a.ppeals by the Los Angeles Foundry Company and Henry Chamberlain against said work, proceedings and assessments, therefore, BE IT RESOLVED by this I30ard that Tuesday the 30th day of January, 1917, at the hour of three o'clock P. M. at the council chambers of the Board of Trustees, in the City Hall in the City of Vernon, is hereby fixed as the time and place for tle hearing of said appeals, and the City Clerk of the City of Vernon is hereby directed to post notices of the time and place of the hearing thereof, all in accordance with Section 11 of the Vrooman Act, which notices shall briefly refer to the work contracted to be done and other subjects of a.ppeal, and to the acts complained of, which posting ... 1/16/17 -2- '-"03 N~ shall be for five days prior to said date of hearing; said posting shall be rnade in tl1ree of the most public places in the City of Vernon, to-wit: one at the Northwest corner of Santa Fe Avenue and 37th street; another at the Northwest corner of Santa Fe Avenue and 38th Street; and another at :the front door of the City Hall, a.ll in said City of Vernon. The City Clerk isfurther directed to notify the appellants by mail of the time and place of said hearing. Adopted and approved this 16th day of January, 1917. (Signed) J. J. M. at the Council Chamber of the Board of Trustees of the City of Vernon, in the City ~ Hall in said city the appeals of the Los Angeles Foundry Company and Henry Chamberlain, concerning the work done and the warra,nt, assessment and diagram issued for the improvement of Twenty-fifth Street in said city, from the }1jasterly line of Alameda Street to the Westerly line of Santa Fe 1/16/17 -3- r:cQA ,.;..1'...."-:1: -",",,,"~,yr,.~;'":'c Avenue will be heard by said Board of Trustees. The acts, determina- tions and proceedings objected to and complained of and other subjects of appeal are that the work does not conform to the specifications; that E. R. Werdin, representing the contractor, has refused to allow samples of the work to be taken for the purpose of making tests to ascertain the sufficiency of the work; also that the assessment made by the street superintendent is incorrect in particulaxs not set forth in the appeal; that the contract has not been properly completed in conformity with the plans and specifications. Any and all persons who are interested in the said assessment, desiring to be heard, who will appear at the said time and place will be given a full and fair hearing. T. J. To the Members of the Vernon Board of Trustees, Vernon, California. Gentlemen: We are herewith sending you a form of resolution and duplicate copy which has to do with the successful conducting of the campaign for the county flood control bonds. the enormous damage from flood-waters may be reduced to an incon- siderable minimum. The taxpayers of this county have lost $21,000,000 in property since 1910 through uncontrolled storm waters. Since 1907, they have lost at the rate of nearly five millions a year, not in all years but in a ratio taken from the full amount of property des- truction since that period. The fact that the damage is universally done to all inhabitants 1/16/17 -4- r r .':; f, ( ....... of the county, makes it a matter of general assessment. Flood waters damage the people's highways, the people's bridges and the people's work in municipalities and the harbors that the :?eople maintain. 'The almost incalculable damage done to individual ranchers is felt also by municipalities, for the prosperity of the countryside is reflected in the prosperity of the city. An organization of the most powerful business men of Los Angeles city, of which Motley H. Flint, of the Los Angeles Trust and Savings Bank, is chairman, is influential in sending to you this communica- tion and resolution. Will you, as a board, take favorable action as outlined in the enclosed resolution? Stevens Kniffin Leonis Furlong Said Res.olution No. 152 is in words and figures following, to-wit: "RESOLUTION NO. 152" W'.IDJREAS the Board of Trustees of the City of Vernon, recognizing the vital importance of a thorough method of flood control which will protect the entire county and which will remove the danger to valuable public work within cities, as well as to insure protection to ranches, highways, harbors and bridges, therefore be it RESOLVED: That the Board of Trustees of the City of Vernon is heartily in favor of the provisions for flood control as set forth in the report of Engineer J. W.
