A regular meeting of the Board of Trustees of the city of Vernon 1 Oounty of Los Angeles, and State of California1 was held on the 15th day of May , 1917 , at 2 o'clook P. M. of said day at the regular. meeting plaoe of said Board in said city of Vernon, which said ~i~e and plaoe is the time and plaoe fixed by ordinanoe for regular meetings of the said Board to be held. There were present at suoh meeting Trustees1 Kniffin, stevens, Leonis, Furlong. There were absent from suoh meeting Trustee, Durbin. President Trustee Furlong :presiding. The minutes of the meeting , held on May 1st and May 8th, 1917 , were: read and approved. Ordinanoe No. 184 entitled an ordinance establishing an "Infor- mation Bureau" and providing for a secretary therefor and defining the powers and duties of such seoretary, was read for the second time and adopted. Thereupon the President of the Board of Trustees was authorized to appoint a secretary for the Information Bureau and to fix a \ salary for such secretary. The matter of making necessary arrangements to reduce the dis- tance at which crude oil or the products thereof may be stored from the side line of any public street, avenue, highway or boulevard in the City of Vernon in accordance with ordinance No. 154 was re- ferred to the committee of the whole. The Clerk presented a letter from the E. K. Wood Lumber Company complaining in regard to a barn adjoining the lumber company on Audry street. The compa.ny stated that rabbits, chickens etc. are kept on the premises on which the barn is located and the premises are in an unsanitary condition. They further requested that the premises be ordered cleaned up. Said letter was referred to the police department. A letter was received from the Railroad Commission in regard to signs at grade crossings and said letter was laid over. The Boara, also received a communication from the County Council of defense regarding the promo.ion of production and conservation of foods. Said letter was taken under consideration. Ordinance No. 185 entitled an ordinance granting to the Atchi- son, Topeka and Santa Fe Railway Company a franchise for a spur track 260, 5/15/17 -1- aeross 26th Street East of Boyle Avenue for the purpose of serving the Stauffer Chemical Company, was introduced, read and passed its first reading. Thereupon the City Clerk was instructed to send a letter to the Atchison, Topeka & Santa Fe Railway Company in words and figures as follows, to-wit: "Atchison, Topeka and Santa Fe Railway Company, Los Angeles, California. Gentlemen: At a regular meeting of the City Council of Vernon, held on the 15th day of May, 1917, the following resolution was adopted by unanomousvote of the members present: Referring to application presented by the Atchison, Topeka and Santa Fe Railway Company on May 1st, for franchise covering the construction of track across 26th Street in the City of Vernon for the purpose of serving an industry. It is the sense of the Board of Trustees of the City of Vernon that permit be granted the said Atchison, Topeka and Santa Fe Railway Company allowing for the con- struction, operation and maintenance of said track as reflected on drawing L-7-707, with the understanding that, regular franchise ordinance will follow, will be accepted by the said Railway who agree to comply to such requirements as are set forth therein. Deeds from the General Petroleum Corporation and the New- market Company, conveying to the City of Vernon an easement for the construction and maintenance at all times as against the Newmarket Company at the City's own cost and expense, but as against the other creditors it must bear its proportionate expense whether by assessment or otherwise, a storm water sewer in, along, and through a strip, piece or parcel of land being 20 inches in width and lying 10 inches each side of the following described center line$ Beginning at a point on the South line of East 37th street said point being South 89002' West 282.1 feet from the Northeast corner of Lott 3, Tract No. 3058 as per map recorded in Book\3l" (2) 5/15/17 231- ., \ page 50 of Maps, Records of Los Angeles County, Ca.lifornia; thence South ~ 0010' West along a. line pa.rallel with the East line of said Lot 3, Tract No. 3058 to a point on the South line of Lot A, Tract No. 3037 a.s per map recorded in Book 31, page 10 of Maps, Records of said Los Angeles County; thence South 0010' West along a prolonga- tion of the above described center line to its intersection with the North line of Vernon Avenue, a,ll being in the City of Vernon, County of Los Angeles, State of California, were received by the Board and said deeds were accepted and ordered recorded. The City Attorney reported that in accordance with instructions received from the Board of Trustees he had written a letter to the City Council of the City of Los Angeles regarding the construction of the lateral to the outfall sewer of Los Angeles, which letter is in words and figures as follows, to-wit: "May 3rd, 191? To the Honorable City Council of the City of Los Angeles, Los Angeles, California. Gentlemen:- At a meeting of the Board of Trustees of the City of Vernon, ~ duly a,nd regularly held on the 3rd day of April, 1917, I was requested to wri te you 8,S follows: 1. A short while preceding the meeting of the Board the Griffin Wheel Co., California Food Products Company; Globe Cotton Seed Oil Mills; Western Oxygen & Gas Products Company; Kinmout Manufacturing Company; Union Iron Works; Boyle Manu~acturing Company, Vernon Manufacturing Company; Pioneer Paper Company; Cali- fornia. Tissue Mills and E. F. Eisemeyer asked the Board of Trustees ~ of the City of Vernon to provide for And cause to be constructed a swwer springing from the present outfall sewer on Compton Avenue in the City of Los Angeles in Slauson Avenue and thence Easterly a.long Slaus on Avenue to Santa Fe Avenue and thence North along Santa. Fe Avenue to at least 49th Street in the City of Vernon. 2. Your Board will be reminded by referring to your archives and records, that some years ago by joint agreement between the City of Los Angeles and the City of Vernon, your outfall sewer was 262 5/15/17 -3- constructed through the City of Vernon, with the right in the City of Vernon to construct laterals joining to and by direct connection joining to the outfall sewer system but of necessity caused from the contour of the ground, a small section of the City of Vernon was excepted from this right of .connection to your outfall sewer. It being agreed among your officers and the officers of the City of Vernon who consulted in reference to the arrangement, that at the proper time and as necessity arose, other and further arrangement I might be made so as to provide for the said section of the City of \ Vernon left out of the former arrangement. 3. The time has now come and the necessity is urgent for the further carrying out of the arrangement between the two cities for the construction of the lctteral to your outfall sewer asked for by the concerns first hereinbefore mentioned. The section of the City of Vernon to be covered by the sewer now asked for is that section of said city which was excepted from the origina.l j oint agreement between the two cities. The section now asking for a. sewer is in the extreme Southwest section of the City of Vernon and is now thickly settled Ylith large manufacturing con cerns and is rapidly being more thickly built upon by such factories. The owners of the factories mentioned sbove are practically all citizens and residents of the City of Los Angeles a.nd in the ~'i interests of the City of Los Angeles as well as the City of Vernon the sewer should be constructed. 4. By following the route 8sked for by the bus inesses e.bove mentioned, the sewer would pass along and within the Northern limits of the City of Huntington Park and likewise int~ the County of Los Angeles. If, however, instead of passing along Slauson Avenue, as asked for, the sewer would be YGAde to pass Along 8 str'3et immediately North of Slauson Avenue, it would serve the factories in the City of Vernon just HS well a.nd would eliminate the City of Huntington Park and the County of Los Angeles in providing for its construction 8.S the sewer line would then rea.ch the City of Los Angeles almost at the Southwest intersection of Vernon with the City of Los Angeles, which would be at Alameda immediately North of Slauson.--Not intendq- iug to be technically correct but substantially so, at 57th and Alameda 233 5/15/17 -4- Streets. The great advantage to accrue to the City of Los Angeles in addition to that mentioned above in serving :its citizens who own factories in the City of Vernon, is that;- after the sewer leaves the Ci ty 0 f Vernon f),t the Southwest corner it will, 1letvreen Alameda street o.nd Compton Avenue, serve 8 section of Los Angeles which is badly in need of sewer service. 5. A cornmittee representing the industries desiring the sewer in the City of Vernon have appointed a connnittee and this committee made the request on the City of Vernon for the Rction it has taken; and this committee h8s joined with the City of Vernon in asking me to write you this letter asking you to a.ppoint a committee to con- fer with them for the purpose of providing for the construction of the lateral sewer asked for and mentioned hereinbefore. The City Clerk was instructed to notify the }\[ushet Audit Company to audit the books of the city do\vn to June 1st, 1917 at which time the secretary of the information bureau will take charge of such books.
