ADJOURNED REGULAR MEETING.
An adjourned regular meeting of the Board of Trustees of the
Oity of Vernon, county of Los Angeles, State of california, was
held on the 22nd day of August, 1917, at 8 o' olook
P. M. of said day at the regular meeting p1aoe of said Board in
said Oity of Vernon, whioh saidp1aoe is the plaoe fixed by ordi-
nanoe for regular meetings of said Board to be held, pursuant to
adjournment from the regular meeting held the 21st day of
August, 191 7,
There were present at suoh meeting Trustees, Furlong, Leonis,
Durbin, stevens and Kniffen.
There were absent from suoh meeting Trustee, None
President Trustee Furlong
presiding.

1917 , were: laid over for
correction.

Thereupon the ordinance"entit1ed "An ordinance fixing the tax
rate for the year 1917-18 to carryon the various departments of the
municipal government of the City of Vernon, California" fixing the
r8,te of taxation was introduced and read and passed its first reading
The City Attorney called attention to the fact that the law
required the rate to be "fixed" on a certain date, to-wit: the "first
Monday" in September, and that the "first Monday" is a holiday (being
Labor Day) and therefore the rate would have to be fixed on Tuesday,
the 4th day of September, 1917.
He suggested, however, that the
adjournment be taken to Monday at 2 P.M. at the regular meeting place
but that the meeting actuB.lly be held on the 4th day of September at
2 P.M. at the same time the regular meeting of the Board will be held,
it being the regular meeting day,place and hour of the Board.
Thereupon Mr. Edmondson appeared before the Board and complained
of the Globe Milling Company piling an immense st~lck of hay within about
20 feet of his house.
The Clerk referred to an Ordinance which was
prepared covering the storing of hay and other combustibles, but which
was neger signed, as it was decided it was too drastic and covered too
wide a scope.
Thereupon the ~atter was referred to a committee of one
cons1et~ng of Mr. Stevens, to go with some of the property owners and
interview the Globe Milling Company and see if something could not be
done to protect the property owners in some way, a.nd that the Com-
mittee report at the next meeting.

Two, and respectfully request your Honorable Body to formally vacate and
abandon for alley purposes, the north and south alley in Block 37, B"S
shown upon the attached map, colored red, and bounded on the east by Lot
1, 2, 3, 4, 5, and 6 and owned by the undersigned, and Lots 7 and 8,
together with the vacated alley lying between the northerly end of Lot
7, and the southerly end of Lot 28, bounding said alley purposed to be
vacated upon the west, also owned by the undersigned.
The undersigned will honor your 'bill for, or pay in advance,
the estimated cost of prln~ing, advertising and legal fees, end other
charges thatzour Honorable Board will incur by formally closing said
alley.

Thereupon Ordinance No. 188 entitled "An ordinance declaring the
intention of the Board of Trustees of the City of Vernon to close up,
va.cate and abandon for street and alley purposes, Third street and two
certain alleys in the Hay Tra.ct Addi tion to Nadea.u Pt'lrk in the City of
Vernon" was presented, read and passed by the following vote:
Ayes: Leonis; Durbin; Kniffen; Furlong; Stevens.
Noes: Irone.
Thereupon s, communication from the Department of Hea.lth of Los
Angeles was presented regarding a case of typhoid in the City of
Vernon.
The same was referred to the President of the Board and the
City Marshall for action.
Thereupon Trustee Leonis moved that as Boyl~ Avenue south of Vernon
Avenue near the Los Angeles River was in a very bad condition, that a
fence be placed across the street until such time as it was put in a
passable condition and a fill made by the County.

seconded the motion and the same was adopted.
Thereupon Trustee stevens stated that there should be something
done in regard to the way the automobiles speed along Santa Fe Avenue
on fight nights at Vernon, and that the City Marshall should look rdter
the matter more closely.
Mr. Harris Vlas instructed to keep a. close
watch on the matter in the future.
Thereupon the following resolution was adopted:
"RESOLVED, That whereas Howard McCurdy, City Engineer of the City
of Vernon, has informed this Board thpt he has been certified to the
District Board Division 1 Southern District of the State of California,
for military service, and
WHEREAS the City of Vernon was incorporated to promote and advance
manufacturing industries, and
WHEREAs'the Cit~t of Vernon is now chiefly a manufacturing and in-
dustrial municipality,
NOW Tm~REFORJ;j it is further 1:1'esol ved that the Board of Trustees
make a claim of discharge from liability for militA.ry service for said
Howard McCurdy upon the grounds that he is City Engineer of said Oity
and as such City Engineer hos now in hand the work of stree improvements
and other work vitally affecting the welfare and promotion of industries
now in operation in this City, certain of which industries are the manu-
facture of food products and oil refining, and that his removal would
work a. severe hardship and setback to such undertaJcings, and operate
against the welfare of the comrnuni ty".
Thereupon Trustee Durbin
moved that the President and Clerk be authorized to sign the resolution,
which motion wa,s adopted.

Petroleum Company to fix the crossing in front of the Pinal Dome Oil
Co. on 37th Street.
Thereupon Trustee Leonis moved that a vote of thanks be sent to
the retiring City Attorney Williams, a.nd thGt a copy of same be put en
the minutes of the meeting.
The same was adopted.
Thereupon Trustee Stevens moved that former City Attorney Williams
be asked to write a letter to the Board stating why he resigned. The
motion was not seconded.
Theeeupon Plans No. 142 and 142-B, together with specifications

Nos. 9, 10~and 14 touching the improvement of East Thirty-seventh
Street were read and approved, and the plans and specifications adopted.
