REGULAR MEETING.
A regular meeting of the Board of Trustees 'of the city of
Vernon I Oounty of Los Angeles, and State of California, was held
on the 4th day of September ,1917 , at 2 o'olook P. M. of
said day at the regular meeting plaoe of said Board in said city
of Vernon, which said time and place is the time and place fixed by
ordinance for regular meetings of the said Board to be held.
There were present at such meeting Trustees, Furlong, Kniffin,
Stevens, Durbin and Leonis.
There were absent from suoh meeting Trustee, None.

The minutes of the meeting , held on August 7th, 1917,
191 ,were: read and upon
motion duly made and seconded were approved by the following vote:

Noes:
Trustees Furlong, Kniffin, Stevens and Durbin.
Trustee Leonis.
Minutes of the meetings held on August 21st and August 22nd,
1917, were read and upon motion duly made, seconded and carried,
approved.
Draft of an ordinance, No. 187, entitled "An ordinance
fixing the tax rate for the year 1917-1918 to carryon the various
departments of the municipal government of the City of Vernon, Calif.."
introduced and read for the first time at an adjourned regular meeting
of the Board of Trustees held on the 22nd day of August, 1917. was
read for the second time and on motion of Trustee Leonis seconded by
Trustee Kniffin was passed and adopted by the following vote:

noes:
Trustees Furlong, Durbin, Stevens, Leonis & Kniffin.
None.
Draft of an ordinance, No. 188, entitled "An ordinance
declaring the intention of the Board of Trustees of the City of Vernon
to c10se up. vacate and abandon for street and alley purposes, Third
street and two certain alleys in the Hay Tract Addition to Nadeau
Park in the City of Vernon,tl introduced and read for the first time
at an adjourned regular meeting of the Board of Trustees held on the
22nd day of August, 1917, was read for the second time and on motion
of Trustee Kniffin, seconded by Trustee Furlong, was passed and adopted
by the following vote:

A communication from the City of Glendale to the Board of
Trustees of the City of Vernon, dated August 25th, 1917, protesting

against the State Railroad Commission raising the gas rates in the Cit~
of Glendale, was read by the Clerk, and ordered filed.
On motion duly made, seconded and carried, Trustees Furlong
Kniffin and Durbin were appointed a Committee to investigate the matter
of proposed changes in gas rates contemplated hy the State Railroad
Commission, with a view to ascertaining in what manner such contemplat.ed
changes might affect the gas rates now in effect in the City of Vernon!
A comnnl~tcation from the California State Board of Health
to the Board of Trustees of the City of Vernon, dated August 22nd, 1911,
asking that it be notified of the appointment of a successor to Dr.
O. R. Stafford Health Officer of the City of Vernon, resigned, was read
by the Clerk, and ordered filed.
On motion made by Trustee Kniffin and seconded by Trustee
Leonis, Dr. L. J. Williams was appointed Health Officer of the City of
Vernon to succeed Dr. O. R. Stafford resigned, by the following vote:
Ayes: Trustees Durbin, Stevens, Kniffin, Leonie and
Furlong.
Noes: l~one.
Report of H. F. Hawkins, Bac.teriologist, on water taken from
well of Walter S~e.kaszkiewicz., at No. 200 East Vernon avenue, and from
tap of P. Dromboski, No. 2038 Audrey street, dated August 23rd, 1911,
rea.d and ordered filed.
Commanication from the O. K. Sawdust & Shavings Company com-
plaining of condition of Fruitland Avenue East of Santa Fe avenue, and
asking that repairs be made thereto, was read and ordered filed.
Communication from County Council of Defense relative to
the operation of free employment bureaus was read and ordered filed.
Report of Trustee Stevens, appointed as a Committee of One
to investigate the storage of hay next to the residence of Mr. Edmondaon
on East 38th street, was read, accepted and ordered filed.
On motion made by Trustee Leonis and seconded by Trustee
Durbin, the following resolution was unanimously adopted:
"Resolved that the Board of Trustees of the City of Vernon
in accepting the resignation recently tendered by Mr. Gesner Williams

as City Attorney, has not done so without a. deep feeling of regret that
he. with a view to the protection of his own best interests elsewhere,
has found it necessary at this time to sever the pleasant relations
which have obtained between the members of the Board and himself as
City Attorney during the pa.st twelve years. and.
Be it further resolved, that the Board of Trustees express
its a.ppreciation of the long years of efficient services rendered by
Mr. Williams as City Attorney. and
It is further resolved. that ~ copy of this resolution be
forwarded to Mr. Williams. with the best wishes of the Board for his
every success in present and future undertakings."
On motion made by Trustee Leonis, seconded by Trustee Furlong,
and carried, City Marshal Garr was ordered to investigate the collection
of delinquent licenses reported by the Auditor, and make report to the
Board of Trustees at its next regular meeting.
On motion duly made. seconded and carried. Trustees Furlong
and Kniffin were appointed as a Cornmi ttee to have erected and maintained
a fence across Boyle avenue near the Los Angeles River. until such time
as said street is put in a passable condition and a fill made by the
County of Los Angeles.
On motion duly In$de, seconded and carried, City Attorney
Chamberlin was instrQcted to draft an ordinance amending ~evious
ordinances regulating places where slaughter houses. oil refineries,
fertilizer plants. etc., may be located, so as to exclude from the
present district that section of the City of Vernon lying North. of
26th street. between Santa Fe avenue and Boyle avenue. and City Engineer
Howard McCurdy was ordered and instructed to furnish the City Attorney
with an adequate description of said district by metes and bounds.
On motion duly made, seconded and carried, meeting adjourned.
