REGULAR MEETING.

A regular meeting of the Board of Trustees of the city of
Vernon I Oounty of Los Ange~esJ and State of Californial was held
on the 18th day of September ,191 'I, at 2 o'clock P. M. of
said day at the regular meeting place of said Board in said city
of Vernon. which said time and place is the time and place fixed by
ordinance for regular meetings of the said Board to be held.
There were present at such meeting TrusteesJ J. J. Furlong,
P. J. Durbin and J. B. Leonis.
There were absent from such meeting Trustee, W. M. stevens and
J. W. Kniffin.

presiding.
The minutes of the meeting , held on September 4th, 1917,
191 J were: read and upon motion
duly made, seconded and carried, were approved.

Communication from Mr. Harry A. Ch~ilierlin, City AttOTI1ey
dated September 17th, 1917, relative to suits now pending against
City of Vernon, and certain other matters, was read by the Clerk
and ordered filed.
The following resolution was introduced, numbered 157, and
read by the Clerk~
RESOLUTION NO. 15'1.
WHEREAS, there is a suit pending in the Superior Court of
Los Angeles County, State of California, and in the District Court
of the United States, in and for the Southern District, entitled
CITIZEnS TRUST & SA-VUlGS B1UJK, a corporation, plaintiff, vs.
JOSh~A G. TIeTURK, et al., plaintiff, and SOUTE2RH PACIFIC COIlPAlIY,
a corporation, complainant, vs. CITY OF VER~Oll, et al., defendants,
respectively, in Which the City of Vernon is a party thereto; and
WHEl-::EAS, Gesner Williams as City Attorney of the City of
Vernon has heretofore been authorized to appear for and represent
the City of Vernon in said

and he is hereby substituted as attorney for the City of Vernon
in the above entitled actions in the place and stead of Gesner
Williarns,and he is hereby authorized, empovvered, and directed
to appear for and on behalf of the City of Vernon in each of said
actions, and t~ce whatever step or steps in such matters as to him
may aljpear most advisable; to incur necessary expenses and costs
incident thereto, and to perform such services therein as he may
deem necessary and proper, and that the said Harry A. Chamberlin
be paid a reasonable cOill2ensation for services rendered therein,
and reimbursed for all moneys therein expended.
Upon motion of Trustee Leonis, seconded by Trustee Durbin,
said resolution No. 157 was adopted. by the following vote~

Draft of an ordinance, 110. l89, as follows, was
and read by the Clerk:
ORDINAl~CE Ho. 189.
entitled, An ordinance fixing the tax rate of the City
County of Los Angeles, State of California, for the year 191'~
1915'and repealing an ordinance entitled "An Ordinance fixing
the tax rate for the year 1917-1918 to carryon the various
departments of the municipal government of the City o~ Vernon,
California." and numbered 18'1, said ordinance having been
approved on the 4th day of September, 1917.
THE BOARD OF TRUSTEES OF THE CITY OF VERIWli DO ORDAIll AS
FOLLOWS:
Seetion 1. There shall be, and there is hereby levied
upon each one hundred dollars worth of property in the City ot
Vernon, County of Los Angeles, State of California, a.t the veJ.ue
assessed by the County Assessor of the County of Los Angeles. and
as the same may have been equalized by the Board of Supervisors
of the County of Los Angeles or the State
of the State of California, not including property taxable for
State purposes only under the provisions of Section 14 of Artiele
nIl of the Constitution of the State of California. for the puT*'
pose of raising revenUe to carryon the various departments
City of Vernon for the year 1917-1918 and to pay the bonded
indebtedness of the said City of Vernon, the sum of fifty-seven
(57) cents.
Section 2. That certain ordinance
"An ordinance fixing the tax rate for the year 1917-1918 to carrl
on the various departments of the municipal government of the Cit~
of Vernon, California," approved September 4th, 1.917,
expressly repealed.

Upon motion of Trustee Durbin seconded by Trustee Furlong,
said ordinance No. 189 passed its first reading by the following
vote:
Ayes: Trustees Furlong, Durbin and Leonis.

Communication from State Railroad Commission, dated September
14th, 191'1, relative to rehearing asked by City of Los Angeles in
applications Nos. 1830 and 1853 and Case No. 854 concerning gas
rates as recently fixed by said Commission, read by the Clerk,
and ordered filed.
Letter from Union Oil Company, dated September 15th, 191'1,
together with draft of an ordinance, asking for a franchise in
accordance with draft of ordinance submitted, for oil pipe line
in the City of Vernon, read by the Clerk, and on motion duly
made, seconded and carried the ietter and draft of ordinance
were laid over. until next regular meeting of Board of Trustees.
Communication from J. J. Doyle, dated September 18th, 191'1,
asking permission to hold a barbecue and street dance on the evening
of Saturday September 29th, 191'1, at the corner of 38th street
and Santa Fe avenue, read by the Clerk, and upon motion of Tru.stee
Leonis, seconded by Trustee Durbin, was referred to the ?resident
of the Board as a Committee of One with full power to act, by the
following vote:
Ayes:
Trustees Durbin, Leonis and Furlong.
Noes:
None.
City Attorney was instructed to draft and present at next
regular meeting of the Board, an ordinance fixing the salary of
the City Attorney, on motion made by Trustee Leonis, seconded by
Trustee Furlong., and passed by the following vote:
Ayes:
Tru.stees Furlong, Durbin and Leonis.

The following communication from P. J. Durbin, was read by
the Clerk:
"Vernon City, California,
September 18, 191'1.
To The Honorable City Council,
City of Vernon, California.
Gentlemen:
The undersigned, P. J. Durbin, a resident of your
City, hereby applies to your Honorable Body for permission to con-
struct, maintain and conduct the business of buying, selling and
transferring of live stock of all kinds. Said place of business to
be located at the corner of Boyle and Vernon avenues in the City
of Vernon on the tract known as the nVindicator" Stock Farm.
I also desire permission to manufacture and administer
a cholera serum on the premises above described, said manufacture
and administration to be done in accordance with all laws govern-
ing the same.
I also desire permission to lay and construct a spur track
to these premises.
Trusting you will give this application favorable and
immediate consideration, I am ,

City of Vernon, Cal.
I hereby make application for a permit to keep hogs etc.,
in excess of the number now allowed by the City Ordinance of
Vernon. Said hogs to be kept on the property of the Maple Leaf
Farm Co., an incorporation situated in Vernon City.

Upon motion of Trustee Leonis, seconded by Trustee Durbin,
said draft of ordinance Ho. 190 passed its first reading by the
following vote:
Ayes: Trustees Furlong, Durbin and Leonis.
Noes: :None.
Mr. Daum representing the Factory Site Company appeared
before the Board relative to paving of Pacific boulevard. but no
action was taken.
President Trustee J. J. Furlong appointed Trust,ee Leonis
as a member of the Finance Committee pro tem, in the place of
Trustees Kniffin and Stevens both of whom were absent.
On motion duly made, seconded and carried, City Clerk was
instructed to purchase necessary le'~ter heads and envelopes for
office of City Attorney, and revised letter heads for City Clerkls
office.
