~EGULAR MEETING.
A regular meeting of the Board of Trustees of the city of
Vernon~ Oounty of Los Angeles} and State of California~ was held
on the 2nd day of October ,19l7 , at 2 o'olook P. M. of
said day at the regular meeting plaoe of said Board in said city
of Vernon, whioh said time and plaoe is the time and plaoe fixed by
ordinance for regular meetings af the said Board to be held.
There were present at such meeting Trustees, Furlong, Kniffin,
Leonis and Durbin.
There were absent from such meeting Trustee, stevens.
President Trustee J. J. Furlong
presiding.
The minutes of the meeting , held on September 18th,
1917, were: read by the Clerk,
and on motion duly made, seconded and carried, were approved.
Draft of an ordinance entitled "0rd,inance Ho. 189. iill Ordinance
fixing the tax rate of the City of Vernon, County of Los Angeles,
State of California, for the year 1917-1918 and repealing an ordinance
entitled "An Ordinance fixing the tax rate for the year 1917-l9l8 to
carryon the various departments of the municipal governnlent of the
City of Vernon, California," and numbered 187, said ordinance having
been approved on the 4th day of September, 19l7,n was read for the
second time, and upon motion of Trustee Durbin, seconded by Trustee
Kniffin, said ordinance was passed and adopted by the following vote:
Ayes: Trustees Furlong, Kniffin, Durbin and Leonis.
Hoes: l~one.
Draft of an ordinance entitled "Ordinance Ho. 190. .An Ordinance
amending Section 1 of an ordinance entitled "An Ordinance regulating
the places where slaughter houses, oil refineries, fertili~er plants,
gas plants, or plants manufacturing chemicals are to be located,"
approved January 16th, 1912," was read for the second time, and upon
motion of Trustee Durbin, seconded by Trustee Kniffin, said ordinance
was passed and adopted by the following vote:

On motion duly made, seconded and carried, request of li. H. McLean
for permit to raise hogs in the City of Vernon, was laid over until
next regular meeting.

Resolution of Intention No. 156-1/2 for the improvement of
East 37th street, was introduced and read by the Clerk7 said

resolve as follows:
SIOTIOI L. That the publio interest and oonvenienoe
require, and it is the intention of the Board ot Trustees ot
the Oity of Vernon, state of Oalifornia. to order the fOllow-
ing improvements to be made in said City. to-wit:-
FIRST: That all of the roadway of Bast Thirty-
seventh Stre.' trom the easterly line of Santa Ie Avenue to
the westerly line ot Boyle Avenue, inoluding all interseotions
ot streets and alle'8, (exoept suoh portions of Bast Thirty-
eeventh Street as are required by law to be kept in order or
repair by any person or oompany haVing railroad traoks there-

with Plans. Bo. 142. adopted by said Board of Trustees. and
on file in the offioe of the City Engineer. and in further

FIFTH: That a re-inforoed oonorete and vitrified
pipe storm drain be oonstruoted along a line rltnning from
the southerly line of said East Thirty-Seventh street to
the northerly line of Vernon Avenue, said line running as
follows: beginning at a point on the sontherly line of sa1d
East Thirty-seventh street 282.10 teet westerl1 from the
northeast oorner of Lot 3, Traot Bo. 3068. as per map reoord-

SECTION 3. The Board of Trustees of the City
of Vernon determine that serial bonde shall be issued to
represent assessments of Twenty-five ($26.00) Dollars or
over for the cost of said work or improvement; said serial
bonds shall extend over a period ending nine (9) years from
and after the second day of Jannary next succeeding the
date of eaid bonds. and an even annu.a1 proportion of the
principal S11m thereof shall be payable, by ooupon, on the
second day of Ja.nnary every year after their date and until
the whole is paid; and the interest shall be payable seni-
annuall9. ba coupon, on the second daY8 of January and July;
respectively. of each ,year, at the rate of 7% per annum on
all sums unpaid, until the whole of said principal and
interest are paid. Said bonds Shall be issued in accordance
with the provisions of an Aot of Legislature of the state
of California, entitled "An Aot to provide a system of.
street improvement bonds to represent oertain assessments
for the cost of street work and improvements within ~lni-
oipalitiee, and also for the payment of such bonds," approv.;..
ed Februal9 27th, 1893, and af all acts supplementary thereto
or amendatory thereof.
SECTION 4.
That the City Engineer shall make a
diagram of the property affected or benefited by the pro-
posed work or improvement, as hereinbefore described, and
to be assessed to pay the expenses thereot. Suoh diagram
shall show eaoh separ~te lot, piece or parcel of land, the
area in squate feet of each of said lots, pieces or parcelS
of land, and the relative location of the same to the work

proposed to be done, all within the limits of the aSBess-
ment distriot.
SECTION 5. It is further resolved that there is
no newspaper printed or oiroulated in said Oits of Vernon.
SECTION 6. The street Superintendent of. said
City of Vernon is herebl directed to post notioes of. the
passage of this resolution along the streets and parts of
streets, or other publio places and rights-of-waI8 where
anI work is to be done or improvements made in the manner
and in the form required by law, and to oause a similar
notioe to be posted in three of the most publio places in
the 8aid Oity of Vernon, to-wit:
One at the north-west corner of Santa Fe Avenue
and Thirty-seventh Street; another at the North-west cor-
nel of Santa Fe Avenue and Thirts-eighth Street, ~~d
another on ot near the ohamber door of the Board of Trustees.
SECTION 7. The City Clerk of the said City of
Vernon -if hereby direoted to post this resolution of in-

tention oonspiouously tor two days on, or near the ohamber
door ot the Board of Trustee8, and to oause a oopy of same
to be posted in three of the most publio plaoes in the
Oit.v or Vernon, to-wit:
one at the Northwest oorner of Santa Fe Avenue and

Thirtl-seventh Street; another at the Northwest oorner of
Santa Fe Avenue and Thirty-eighth street; and another at
the front door of the City Hall.
SECTION 8. All of the proposed work 1s to be
done in pursuanoe of an aot of the Legislature of the
state of California, entitled, "An Aot to provide for work

dated October 1st. 1917. concerning the drafting of an ordinance
regulating the holding and licensing of sparring exhibitions
and boxing contests in the City of Vernon, and the dra:Eting of
an ordinance fixing the salary of the City attorney of the City
of Vernon, read by the Clerk, and upon motion duly made, seconded
and carried was ordered filed.

Upon motion duly made. seconded and carried, City Attorney
