REGULAR MEETING.
A regular meeting of the Board of Trustees of the city of
Vernon, Oounty of Los Angeles? and state of California, was held
on the 20th day of Uovember ; 191 7.? at 2 o'clock P. M.ot
said day at the regular meeting place of said Board in said city
of Ve,rnon. which said time and place is the time and place fixed by
ordinance for regular meetings of the said Board to be held.
There were present at such meeting Trustees? Furlong, Leonis,
Durbin, Stevens and Kniffin.
There were absent from such meeting Trustee? None.

The minutes of the meetings? held on October 24th, and
November 6th, 1917, 191 ? were: read by the Clerk
and upon motion duly made, seconded and carried, were approved.

resolve as follows, to-wit:.
SECTIOI~ 1.
That the public interest and convenience require,
emd it is the intention of the 30ard of Trustees of the City of Vernon
State of Califol'nia" to order i./l~e folloHin@; impToveJ:leuts to be made
in said City, to-wit:
FIRST:
:rhat all of the roadwa~l of East Tvilenty-seventh street
from the Easterly line of Santa Fe avenue to the ~esterly line of the
right of W8.y of the i.\.tchison, Topekn & S::;,nta Fe Railway Company,
including all intersections of streets snd alleys, (except such
portions of East ~lenty-seventh street as are re~uired by law to be
kept in order or repe.ir by any person or compc::my having railroad
tracks thereon). be graded to the official grade. and paved with
asphalt, concrete pavement on 8. cement, concrete base in accordance

with plans Ho~ 141, adopted by said Board of Trustees, and on file in
the office of the City Engineer, and in further accordance with
specifications No. 14, adopted by said Board of Trustees, and on file
in the office of the City Clerk.
SECOND: That a cement curb be constructed alon~ each side of

the roadway of said East Twenty-seventh street from the Easterly line
of Santa Fe avenue to the Westerly line of the right of way of the
Atchison, Topeka &. Santa Fe Railway Company, (except such portions of
East Twenty-seventh street as are required by law to be kept in order
or repair by any person or compsny having railroad tracks thereon),
in accordance with the said plans 10. 141, and in accordance with
specifications llo. 9, adopted by said Board, and on file in the office
of the said City Clerk.
THIRD: That a cement gutter, 1 foot in width, be constructed
along each side of ,the roadway of said East Twenty-seventh street
from the Easterly line of Santa Fe avenue to the iJiesterly line of the
right of way of the Atchison, Topeka & Santa Fe Railway Company,
(except such portions of East Twenty-seventh street as are required by
law to be kept in order or repair by any person or company having
railroad tracks thereon), in accordance with the said plans No. 141,
and in accordance with specifications No. 10, adopted by said Board
and on file in the office of said City Clerk.
FOUHTH~ That Santa Fe avenu.e and said East Tvventy-seventh
street have an 8-inch vitrified, salt, glazed sewer constructed there~
from the existing sewer on Santa Fe avenue to the ~esterly line of the
right of way of the Atchison, Topeka & Santa Fe Railway Company,
{except such portions thereof as are required by law to b~ kept in
order or repair by any person or company having railroad tracks there-
on}, together with one brick manhole, and one brick flush manhole in
accordance with said plans No. 141, and in accordance with specificat-
ions IJo. 12, adopted by said Board of Trustees, and on file in the
office of the City Clerk.

SECTIon 2. The Board of Trustees of the City of Vernon
determines that serial bonds shall be issued to represent assessments
of twenty-five ($25.00) dollars or over for the cost of said work or
improvement; said serial bonds shall extend over a period ending nine
(9} years from and after the second day of January next succeeding the
date of said bonds, and an even annual proportion of the principal
sum thereof shall be payable, by coupon, on,the second da~ of January
every year after their date until the whole is paid; and the interest
shall be payable semi-annually. by coupon, on the second days of
January and July, respectively. of each year. at the rate of seven
(7) per cent per annum on all sums unpaid. until the whole of said
principal and interest are paid. Said coupons shall be issued in
accordance with the provisions of an Act of the Legislature of the
State of California, entitled. 'An Act to prlbvide a system of street
improvement bonds to represent certain assessments for the cost of
street work and improvement within municipalities, and also for the
payment of such bonds.' approved February 27. l893. and of all acts
supplementary thereto or amendatory thereof.
SECTIon 3.
It is further resolved that there is no newspaper
printed or circulated in said City of Vernon.
SECTIOB 4. The Street Superintendent of said City of Vernon
is hereby directed to post notices of the passage of this resolution
along the streets and parts of streets, or other public places and
rights of ways where any work is to be done or improvements made in
the manner and in the form required by law. and to cause a similar
notice to be posted in three of the most conspicuous place. in the
..aid City of Vernon, to ~.wi t ;
One at the Northwest corner of Santa Fe avenue and Thirty-seventh
street; another at the Northwest corner of Santa Fe avenue and Thirty-
eighth street. and another at the front door of the City Hall.
SECTION 5. The City Clerk of the said City of Vernon is
hereby directed to post this resolution of intention conspicuously

for two days on, or near the chamber door of the Board of Trustees,
and to cause a copy of same to be posted in three of the most public
places in the City of Vernon, to-wit:
One at the northwest corner of Santa Fe avenue and Thirty-seven~
street; another at the Northwest corner of Santa Fe avenue and. Thirty-
eighth street; and another at the front door of the City Hall.
SECTION 6.
All of the proposed work is to be done in
pursuance of an Aot of the legislature of the State of California,
entitled 'An Act to provide for work upon streets, lanes, alleys,
courts, places and sidewalks, and for the construction of sewers
within municipalities,' approved March 18, 1885, and the several
acts amendatory thereof or supplementary thereto.
Adopted and approved this 20th day of November, 1917.

The following members were appointed a Committee to confer with
City Attorney Chamberlin relative to ordinances regulating and licens-
inc boxing con~ests, and baseball games, respectively; and granting
of franchise to Union Oil Company; viz; Trustees Leonis, Durbin and

Draft of an ordinance entitled 'An ordinance granting to the
Southern Pacific Railroad Company the right, privilege and permission
to lay and construct a railroad spur track in the City of Vernonp'
for spur track across 25th street serving property of Nichols-Loomis
Company, read by the Clerk, and laid over.
The City Clerk was instructed to communicate with Southern
Pacific Company, ordering them to lower their spur track across E 25th
street, to grade.
City,Attorney Chamberlin was instructed to draft an ordinance
charging a license fee for hauling of sand and gravel over public
streets in the City of Vernon.
The matter of P. J. Durbin's request for permission to handle
live stock in the City of Vernon, was laid' over.
Financial report of the City of Vernon for month ending October
31st, 1917, was presented to the Board, by City Clerk.
