19171218 Regular City Council Meeting - Minutes -~~ REGULAR MEETING. A regular meeting of the Board of Trustees of the city of Vernon~ Oounty of Los Angeles, and State of California, was held on the 18th day of December ,191 ", at 2 0' olock P. M. of said day at the regular meeting plaoe of said Board in said city of Vernon, whioh said time and plaoe is the time and place fixed by ordinance for regular meetings of the said Board to be held. There were present at such meeting Trustees, FUrlong, Kniffin, Leonia and Durbin. There were absent from such meeting Trustee, stevens. President Trustee J. J. Furlong presiding. The minutes of the meeting , held on December 4th, 1917, were: read by the Clerk and u~on motion duly made, seconded and carried., were approved. Upon motion of Trustee Durbin, seconded by Tru.ste4!t Kniffin, and oarried by the following vote, Section 2 of draft of an ordinanoe numbered 194, entitled "An ordinanoe regulating and licensing the hauling of dirt, sand or gravel in the city of Yernon," was amended to read as follows: "Seotion 2. Any person, firm or corporation, desiring to haul. transport or convey. any dirt, sand or gravel, on, through or over any public street, alley or place in the City of Vernon, shall make application to the Board of Tru.stees at any regular meeting thereof for a permit so to dO and upon the payment of the license fees hereinafter set forth, a permit shall be granted. For ever.J wagon or vehicle of not more than three (3) ton oapaoity, fifty (60) cents per month. For every wagon or vehicle of not more than five (5) ton eapacity .eventy-five ('51 cents per month. For every wagon or vehicle of not more than ten (lO) ton capaoity One dollar fifty cents ($1.60) per month. For every wagon or vehicle of not mofe than fifteen (IS) ton capacity, two dollars fifty cents ($2.50) per month. D~a.ft of an ordinance, numbered 194, entitled "'An ordinance regulating and licensing the hauling of dirt, sand or gravel in the City of Vernon," as amended, was read for the second time, and upon motion of Trustee Durbin, seconded by Trustee Kniffin, was passed and adopted by the following vote: Ayes: Trustees Furlong, Kniffin, Leonis and Durbin. Boes: None. The following resolution, No. 160, was introduced and read by the Clerk: RESOLUTIOB NO. 160. RESOLUTION of the Board of Trustees of the City of Vernon, ordering that a certain alley in Block 37 of, the Huntington Park Extension No.2 Tract in the City of Vernon be closed up, vacated and abandoned for alley purposes as contemplated by Resolution of Intention Bo. 169. WHEREAS the Board of Trustees of the City of Vernon did, on the 16th day of Ootober, 1917, pass its resolution No. 169 declaring its intention to o~der the following work and improvement to be done, to- wit: To close up, vacate and abandon for alley purposes, that certain alley running Northerly an~ Southerly from the Southerly line of Forty-eighth street to the Northerly line of Forty-ninth street between Mala.bar street and Pacific boulevard in Block 37 of the Huntington Park Extension No. 2 Tract in the City of Vernon, county of Los Angeles, state of California, as per map recorded in Book 11, page 6 of Maps, Records of said county and state; and specifying in said resolution the exterior boundaries of the lands to be affec.ted or benefitted by said work and improvement; and WHEREAS the City Marshal of the City of Vernon, appointed and deaignatedin said Resolution as the person to perform the duties ~~9 /~t/;7 · -2- ... of street Superintendent, did thereupon and thereafter. to..it; on the 5th day of November, 191', post notices of the passage of said Resolution at the places and in the manner required bl law, and in addition thereto, posted and kept posted for a period of four suoc. essive weeks, copies of the notice of the passange of said Resolution in three of the most public places in the City of Vernoll, there being no daill. weekly or semi......eekly newspaper printed. published and circulated in said city, and WHEREAS. nO objeotions have been filed against the said proposed work and improvement, and more than ten days have elapsed after the expiration of the time of the posting of said notiees of the passage of said Resolution. and the Board of Trustees of the City of Vernon has aoquired jurisdiotion to order said work and improvement as pro- posed in said Resolution to be done; BOW THEREFOR!}. BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE OITY OF VERNON that the publiC interest and convenience requires the work and improvement hereinbefore desoribed and it is hereby ordered that said work and improvement be done as aforesaid and as specifioallY desoribed and set forth in said Resolution No. 169 and ill paragraph one (1) hereof. The work and improvement hereby ordered to be done being for the closing up, va.cating and abandoning of an alley. and it appear- ing to the Board of Trustees of the City of Vernon that no assessment is necessary for said work and improvement. no commissioners are appointed to assess benefits and damages and have general supervision thereof. I hereby certify that the foregoing resolution was passed and adopted by the Board of Trustees of the City of Vernon at a meeting thereof, duly and regularly held on the 18th day of December, 191'. Upon motion of Truatee Kniffin, seconded by Trustee Durbin, draft of an ordinanoe entitled "An ordinance regulating the holding and licensing of sparring exhibitions and boxing contests in the City of Vernon and providing a license ~ee therefor and repealing an ordinance of the City of Vernon Do. ~ entitled 'An ordinance ~egulating the holding of sparring exhibitions or boxing contests in the City of Vernon' approved March 30th, 1906, n was amended to read as follows t by the following vote: ORDINANCE OF THE CITY OF VERIiOlI NO. 196. THE BOARD OF TRUSTEES OF THE CITY OF VaTU~ON DO ORDAIN AS FOLLOWSl SEOTION 1. It shall be unlawful for any person, firm or corporation, either as principal, agent or otherwise, to hold, conduct, or manage any sparring exhibition or boxing contest in the City of Vernon without first having secured a license from said city so to do in the manner hereinafter specified. ~ SEOTIOB 2. Any person, firm or corporation, desiring to hold, conduct or manage a sparring exhibition or boxing contest in the City of Vernon, either as principal, agent or otherwise, shall make written application to the Board of Trustees of said city, setting forth the name, address and occupa.tion of the applicant, if an individual, or if a firm or corporation, the name and address of such firm or corpor- ~<1>.1 '....,.l ,i<,'", ~~'"~ /~(/!7 (Jf) ation, its members or offioers and the name, address, occupation and official position of the person making such application for and on behalf of such firm or corporation, the purpose or purposes for which the sparring exhibitions or boxing contests are to be held, conducted or managed and the place or plaoes where such sparring exhibitions or boxing contests are to be held. SECTIOJ 5. If, in the discretion of the Board of Trustees, said apJlication should be granted. the City Qlerk, shall, upon the payment of Thirty (t30.00) dollars, which sum is hereby fixed and declared to be the license fee for holding, conducting or managing sparring exhibitions or boxing contests in the Oity of Vernon, forth~ with issue and grant to the person, firm orncorporation making the application, a license to hold, conduet and manage sparring exhibi tio~us and boxing contests within the City of Vernon for a period of One (1) month from the date of the issuance of such license. Thereafter, said license shall be ren.-ed and extended for monthly periods upon the payment to the City Clerk of the sum of thirty ($30.00) dollars on or before the date on whioh the lie.nse would otherwise expire, prOVided, however, that the Board of Trustees may, at any time, revoke or suspend said licenses theretofore granted for or upon any cause as, in its disoretion, it may determine to be sufficient. SEQT!OB 4. Any person, firm or corporation violating the prOVisions of this ordinance shall be deemed guilty of a misdemeanor and upon conviotion thereof, shall be punished by a fine of not more than one hundrel ($100.00) dollars or by imprisonment in the city jail for a period of not exceeding ~ixty (60) days, or by both snoh fine and imprisonment. SECTION 6. An ordinance of the City of Vernon entitled -An ordinanoe regulating the holding of sparring exhibitions or boxing contests in the City of Vernon,. approved March 30th, 1908, is hereby repealed. SEOTIOB 6. Upon motion of Trustee Leonis, seoonded by Trustee Kniffin, and carried by the following vote t permission was granted to P. J. Durbin, to build, erect and maintain a general stook yards to be located on the old Vindicator Stock Farm site, southwest corner of "1 ('1 ~ 10/;1/17 ec.) Vernon and Boyle avenues, same to &mbraee not over eleven aeres, Ayea: Trustees Leonis, Furlong and Kniffin. Boes: Bone. Not voting: Trustee Durbin. Application of P. J. McLean, for permission to keep hogs, etc., in axceSs of the number now allowed by the City ordinance of Vernon, was laid over. President J. J. Furlong appointed Trustees Durbin and Kniffin a committee of two to interview the South Los Angeles Land & Water Company with regard to water service petitioned for by property o.nera and lessees under date of November 2nd, 1917, to-wit; extension of the water main from 28th street and Santa Fe avenue to the north end of present city limits on Santa Fe avenue. Communication from \'lest Coast :file Company. under date of December 12th, 1917, asking for repairs to 62nd street between Santa Fe avenue and Alameda street, referred to Trustee Furlong for investigation and report. Co~nioation from County Sealer of Weights and Measures, dated December 13th, 1917, read by the Clerk. and ordered filed. Financial report of the City of Vernon for month ending November 30th, 1917, as submitted by City Clerk, referred to the Finance Committee.
