19180115 Regular City Council Meeting - Minutes REGULAR MEETING. A regular meeting of the Board of Trustees of the City of Vernon"Oounty of Los Ange1esJ and State of Ca.1ifornia" was held on the 16th day of January , 1916 , at 2 o'c1ook P. M. of said day at the regular meeting plaoe of said Board in said city of Vernon, whioh said time and p1aoe is the time and plaoe fixed by ordinanoe for regular meetings of the said Board to be held. There were present at suoh meeting Trustees, Furlong, Kniffin, Leonis, Durbin and Stevens. There were absent from suoh meeting Trustee, Bone. President Trustee J. J. Furlong presiding. The minutes of the meeting , held on Deoember 18th, 191 '1, were: read by the Clerk and upon motion duly made, seconded and Qarried, were approved. Draft of an ordinance entitled "An ordinance prohibiting the operation of jitney buses on the public streets in the City of Vernon," was read for the second time, and on motion of Trustee Durbin, seconded by Trustee Kniffin, said ordinanoe was passed and adopted by the following vote: Ayes: Trustees Leonis, Durbin, Stevens, Furlong and Kniffin. Boes: None. Noes:. Bone. Draft of an ordinanoe was introduoed and read for the first tim.~ entitled "An ordinanoe ordering that a portion of 46th street in the City of Vernon, be olosed up, vaoated and abandoned, as con- templated by Ordinance No. 192 of said City." Drs.!t of an ordinanoe was introduoed and read for the first time, entitled "An ordinance ordering that Third Street and Two certain alleys in the Hay Tract Addition to Nadeau Eark in the City of Vernon be closed up, vacated and abandoned, as contemplated by Qrdinance No. 191 of said City." ;)~( T <I) .... Trustees Durbin and Kniffin, Committee of Two appointed to confer with the South Los Angeles Land & Water Company relative to extending water main along Santa Fe avenue, from 28th street to the Northerly city limits, reported that the Water Company stood ready and willing to install an 8 inch main over this territory, having already ordered the neoessary pipe; but that on account of shortage of funds they were unable at the present time to put up the guarantee deposit required under City ordinance for the digging of their trench, and they had therefore requested that some arrangement be made whereby they could proceed with the work. Trustee Leonis moved that the Committee's report be acoepted, and that the Water Company's request be laid over, which motion was seconded by Trustee Stevens and carried by the following vote: Ayes: Trustees Furlong, Kniffin, Leonis, Durbin and Stevens. Noes: None. Communication from County Council of Defense dated December 21st, 191'1, q,uoting resolution of that body requesting that all citizens refuse to support the solicitation of funds for philanthropic and charitable institutions to meet the many necessities arising from war conditions, unless such solicitation be with the written approval of committee appointed by Council of Defense, was read by the Clerk, and upon motion duly made, seconded and carried, said communication was referred to City Attorney Harry A. Chamberlin. Communication from State Railroad Commission, dated December 6th, 1917, requesting an expression from the City of Vernon with regard to the closing of two crossings as suggested in their grade crossing report l~o. 200 dated May 29th, 1916, read by the Clerk, and upon motion duly made, seconded and carried said communication together with report was ordered filed. Financial report of the City of Vernon for month ending December 31st, 1917, as submitted by City Clerk, was referred to the Finance Committee. ... ;)5/d (~ 2 *: ... Application of Baron Long for permission to serve drinks at a side bar for the convenience of his guests, dated January 15th, 1918, was read by the Clerk. Upon motion of Trustee Leonis. seconded by Trustee Kniffin, and carried by the following vote, permission to serve drinks at a side bar for the convenience of guests was granted to Vernon Country Olub upon the condition that Restaurant liquor license fee of said ~ernon Country Club be increased from $75.00 to $100.00 per month; Ayes: Trustees Kniffin, Furlong, Stevens, Durbin and Leonis. !~oes: None. . It was moved by Trustee Leonis. seconded by Trustee Durbin, and carried by the following vote, that liquor license ordinance or ordinances be so amended as to increase the fee of Vernon CountrJ Club's Restaurant liquor license from $76.00 to tlOO.OO per month; Ayes: Trustees Durbin, Stevens, ]'urlong, Kniffin and Leonis. Noes: None. Upon motion of Trustee Leonis, seconded by Trustee Kniffin, and carried by the following vote,.City Attorney Harry A. Chamberlin was instructed to draft an ordinance amending present ordinance or ordinances so as to increase the amount of Vernon Country Club's Restaurant liquor license from $76.00 to $100.00 per month; Ayes: Trustees Furlong, Kniffin, Leonis, Durbin and Stevens. Noes: None. Communication from A. G. Spalding & Bros., by O. F. Merpall, Manager, dated December 6th, 1917, asking that the Colored White Sox Baseball Team be allowed to play at Maier Eark as a visiting team to the Vernon AthleticOlub twice a month, was read by the Clerk. Mr. Merpall of the Spalding Co. also addressed the Board personally in support of this request. Upon motion of Trustee Durbin, seconded by Trustee Stevens, and carried b,y the following vote, the matter of granting such a permit to the White Sox Baseball team was laid overt Ayes: Trustees Furlong, Leonis, Durbin, Stevens and Kniffin. Commo.nioation from Southern Pacific Company dated December 13th, 1917, relative to grade of their tracks aeross 25th street, read by the Clerk, and laid over. The matter of allowing Motoroycle Offieer Harris either a monthly expense account, or a flat inorease in salary, to take oare of gasoline and oil used by him in the operation of his motorcycle in the performance of his duties, Was brought up. A:f~er discussion this matter was laid over. City Marshal Garr was instructed to make rounds of the City onoe or twice a week in fulfillment of his duties as Marshal and Street Superintendent. Representative of the Los Angeles Rubbish Company appeared before the Board in behalf of rubbish haulers, asking that permission be granted them to use 26th street in their operations outside of the hours prescribed under ordinance. Such permission was denied.
